Gentlemen: In regard to the above referenced regulations, your attention is called to an attached list of wells which, according to our records, have not received a final location inspection and approval of clean up. In compliance ~,;ith 20 AAC 25.170 Section (a), "Within one year of suspension or abandonment of an on- shore well", all clean up work is to be finished. ~ection, (b) provides the means for an extension of time if a valid, reason exists. Section (c) provides for on site inspection. Consequently, we are presenting the follo¥~in~ list of your abandoned and/or suspended wells. Many of these are now more than one year old and are not in compliance %.~ith regulations. Others should bare the final insF~ction completed this summer while weather permits. This list covers the years 1975 to date. There may be some earlier %~¢ells t.hat also need inspec- tion. If you have any earlier wells to be inspected this summer please inform us. Ed Barber, D-igiSi~~ds, Charles Jennings, operator for Union, and John Herrington with S&G and I arrived there at 10:30 AM. Ed Barber and I went all over the location checking for debris - there was none. The we]].~marker was in place with all data OK and very secure. They did not have a,!well, but pumped water from the river. The pad was clean and level. The pit area was slightly lower than the pad, but was covered with vegetation. Ed Barber and i both i=elt more fill would do more harm than good. .In talking it over with Ed Barber, we felt that they have done a good job and we both approved final abandonment. They ~i~i~ over"tO't]he~r Big River Unit #1. and wanted us to give them preliminary approval, of the abandoned location. On the flight from Anchorage were Ed Barber, Division of Lands, Bill Hess, Union, and Don. Myrn of the.cleanup.contractors. ~ arrived on location shortly after lO:g0 AM. Campsite, F~gure No. l, was leveled and looked clean. Snou was piled in berms around the camp,_Figures~NO--2_ ...... and~. 3. The road. from. . the cam~ p to the. drillsite,. Figure. ..... No: =.~, clean and level'. The drillSitealso had snow piled around the location Figures ~o. 5 and 7. ~,lell marker, Figure ~. 6, .was .in place. Snow and earth covered the lower ~on of the marker ~h~'I was unable to tell if all the required information was on it. I mentioned this to Bill Hess. He said the ground around the marker would probably subside enough during thaw toshow the remainder of the markings. All in al!, the location, Figure No. 8, was level and clean. Arrived on location at about !2:00 P~i and talked with Bill Hess. They were pressuring up to 3000 psig to.._test the blind rams. They had no test plug so t~hey were ~o~na. in the hole with their drilling assembly after the blind ram test. They were waiting on a cross-over sub for their assembly which had not arrived. They did )~ot have a well sign.. ~gan testing choke mmnifold at approximJtely 9:00 PM. All valves tested to 3000 psig with pipe rams closed.. Check valve did not hold nor did the other two valves on 'the kill line. Waited for these to be replaced or repai red. .Monday, January 5, !.97..6- Tested the kill line valves at approximately ~'30~A~ Te-s:~6~Y~rll to ,1500 psig and Kelly valves to 3000 psig. Com- pleted a field inspection report, gave the original to Bill Hess and will send copy to Dave Johnson in Anchorage. In sm~nary I witnessed BOPE test on Union's Big River Unit #1. Prior to driving the 13 3/8" conductor string, as proposed in the Sundry Notice submitted and approved December 23, 1975, it was decided to first drive 20" conductor pipe. If deep penetration was not reached by driving and hole problems were encountered prior to reaching the 9 5/8" casing point at +800', the 20" conductor pipe would allow setting a 13 3/8" casing--string shallow and eliminate the--~r~'~ potential of having to reduce hole size. On Sunday, December 28, 1975, the 20" conductor string was driven '~"~ to a total depth of 76.50'. Permission was obtained verbally from Hoyle Hamilton, Division of Oil & Gas on the morning of the 29th, to either install a diverter on the 20" conductor string and drill to 800'+ or drill to the first expected clay bed at +360', set and cement 13 3/8" casing and install a 13 3/8" diverter. We have decided to set the 13 3/8" conductor string at +360'. A recent visit to both the above mentioned locations indicated that the ground level is of sufficient elevation above the water table to utilize Wyoming Bentonite (Gel) as a sealing bearer to the ground surface. The reserve pit would be excavated as previously described, then gel paste applied as a sealant. This procedure has ecological advantages due to the fact that polyethylene is non-biodegradable. General Wellsite: The proposed surface loaction for Big River Unit No, ]. is ].980'N & 660'W the SE corner of Section 26' TSN, RI6W, SB & M, Kenai Bo2'ough, Alaska. The location is proposed on a gravel ridge to take advantage of high' ground and available location building materials. There is a small unnamed creel,: about 850' south of the proposed location wlnich drains into Johnson during the summer months. Other drainage i~.3. the area is Bachatna Greek approximately %. 1/3 miles to east of the location and is also frozen during the winter months. The winter season has been chosen as the o'.otimum tin:e to conduct operations for this project due to the fact that extrerne~.y marshy conditions over much of the area prohibit movement of heavy equipment less the ground is frozen.· A registe~_-ed Alaskan land-s~rveyor will be contracted in the near future to stake-in the location as called and then resurvey the rig derrick after operations are commenced. II. Location Access: Prior to freeze-up in the Cook Inlet, construction and road equipment will be barged to two (2) central points and off]oaded. The southern staging site will be at Union-Marathon's West Foreland onshore site which has a]] 1he of:[- loading, facilities and ramp area that is required for such an operation. The northern staging site will be at the Beluga Gas Field area which has simi]a2' facilities.' With the onset of freeze-up, anticipated on or about December- 1975, construction workers will be flown to the W'est Fore]ands and Beluga Ice road construction would commence from the north, site and the south site v.'!th a proposed meeting near the McArthur River area. F2'o:n the north, construct, ion would involve clearing of existing roads in the Socal Beluga River road .system to the Chuit River. An ice bridge would be installed across the Chui! If sufficient freezing has occurred to allow movement of equipment straight across the marshlands, then an ice road would be constructed to the location which wii] cut off approximately 8 miles of excess road system. Location Construction: Location construction is proposed to commence as soon as weather conditions permit road construction and vehicle movement. The rig location site will be cons'tructed as in Plat No. 3 and Plat No. 3A at approximately tl~e original ground level. An estimated 1-2: of peat and moss will be removed to expose the gravel foundation. There will be sufficient excavated gravel from the drilling reserve pit and location sump to provide material for a smooth level rig location. Foundation material protection and rig support will be provided by plastic sheeting and 3 X 12 board mattings plus the regular 4:: rig supp, 0rt mats normally utilized under heavy loads. Associated rig equipment, dz':i!ling supplies, materials, etc.. wilt be placed on frozen ground and supported as required. The reserve pit depicted in Plat No. 3 will be located and constructed to prevent the possibility by contamination of surrounding terrain or drainage systems. The reserve pit, 250: X 150:, wilt be excavated to -3' below location level ane~ a 2' high retaining berm constructed around the area. The total volume based on a maximum usage of 60% fill is 20,000 barrels. The volume of fill above original ground level will be zero. The reserve loit will be lined with an impervious sheet of polyethyle~e of sufficien! thickness to prevent rupture under normal usage.
