Subject: Corrosion Inhibitor Treatments of GPMA Niakuk
Dear Mr. Maunder,
Enclosed please find multiple copies of a spreadsheet with a list of wells from GPMA
Niakuk that were treated with corrosion inhibitor in the surface casing by conductor
annulus. The corrosion inhibitor is engineered to prevent water from entering the
annular space and causing external corrosion that could result in a surface casing leak
to atmosphere. The attached spreadsheet represents the well name, API and PTD
numbers, top of cement depth prior to filling and volumes of corrosion inhibitor used in
each conductor.
As per previous agreement with the AOGCC, this letter and spreadsheet serve as
notification that the treatments took place and meet the requirements of form 10-404,
Report of Sundry Operations.

1. Notified Harold Hawkin of AOGCC prior to commencing operations.
2. Removed ice and fill in cellar to allow access to all wellhead equipment.
3. Removed 13-5/8" blind flange. Run in hole with 4" guage ring and junk basket
on wireline to TD. Tagged TD at 2398' wireline depth, zeroed at base flange.

4. RIH with 9-5/8" explosive cutter. Cut 9-5/8" casing at 50' below base flange
1000 hrs on 3/8/91. Pulled 9-5/8" casing stub and spool with crane. Laid down
and measured 50.0'.
5. RIH with coil tubing to cut stub and washed inside of 13-3/8" casing w/diesel
to remove Arctic Pack. Run in hole to cement plug, zero depth 'at base flange.
Tagged at 2395' MD.
6. Lay 10.4 ppg mud from TD to 225' and permafrost grade cement from 225' to
sudace, displacing diesel from wellbore. Dressed off top of cement at surface.
Allowed cement to set and tagged cement top at 19.0' below base flange.
7. Excavated. wellhead and cut all casing stubs to 7.0' below base flange (2 to 3
feet below mudline). Obtained photographs of well after cut for H. Hawkin of the
AOGCC. Rigged down equipment, moved to Niakuk #2A 1900 hrs on 3/9/91.

economic and the well was suspended. There is
oil in the area that can be reached as a new
sidetrack from this well. A specific location has not
yet been identified, but we wish to retain this
wellbore for a future sidetrack.
S-10 was sidetracked in 1992. Drilling difficulties
were encountered while drilling through a fault in
the Kingiak and the well was suspended. There is
oil in the area that can be reached as a new
sidetrack from this well. A specific location has not
yet been identified, but we wish to retain this
weilbore for a future sidetrack. The West Sak
formation, a non unitized formation in the PBU
license area, is reachable from this wellbore.
Work in ongoing on a facility sharing agreement.
In the case that a satisfactory agreement is
reached, this wellbore could be used to access oil
in this formation.

Y-22 was sidetracked in 1988. The sidetrack was
suspended due to drilling difficulties. There is oil
in the region that can be reached as a new

The well was drilled in 1971 and hit a down
thrown fault block with only 20ft of oil bearing
Ivishak. This was not economic at the time. It was
left suspended without tubing. Recent success in
fraccing the Sag formation indicated that it might
be an economic well. A rig workover was
completed in April 1994 and the well was put on
production 9/94. It is not necessary to inspect this
site.

Removed ice and fill in cellar to allow access to ali wellhead equipment.
Removed 13-5/8" blind flange. Run in hole with 4" gauge ring and junk
basket on wireline to TD. Tagged TD at 2398' wireline depth, zeroed at base
flange.
RIH w/9-5/8" explosive cutter. Cut 9-5/8" casing at 50' below base flange
1000 hrs on 3/8/91. Pulled 9-5/8" casing stub and spool with crane. Laid
down and measured 50.0'.
Run in hole with coiled tubing to cut stub and washed inside of 13-3/8" casing
w/diesel to remove Arctic Pack. Run in hole to cement plug, zero depth at
base flange. Tagged at 2395 ft.
Lay 10.4 ppg mud from TD to 225' and permafrost grade cement from 225' to
surface, displacing diesel from weilbore. Dressed off top of cement at
surface. Allowed cement to set and tagged cement top at 19.0' below base
flange.
Excavated wellhead and cut all casing stubs to 7.0 feet below base flange (2
to 3 feet below mudline), Obtained photographs of well after cut for H.
Hawkin of the AOGCC. Rigged down equipment, moved to Niakuk 2A 1900
hrs on 3/9/91.

Dear Mr. Horton:
BP Exploration and the predecessor Sohio companies have several
suspended wells as shown on the attached lists: BP SUSPENDED WELLS
PRIOR TO 1980 and BP suSpENDED WELLS SINCE 1980.
The applicable regulation is as follows:
20 AAC 25.110 SUSPENDED WELLS (a) Upon application by the
operator under 20 AAC 25.105(e), the commission, will, in its
discretion, approve the suspension of a well if the well
(1) encounters hydrocarbons of sufficient quality and
quantity to indicate the well is capable of producing in
paying quantities as reasonably demonstrated by well tests
or interpretive formation evaluation data; or
(2) is reasonably demonstrated to have future value as a
service well.
For each well on the attached lists of suspended wells, please provide
data showing that the well meets the Criteria of (1) or (2) above, or
advise as to your plans to abandon the well.
Wells that meet the criteria of (a) above that you wish to maintain as
suspended, as _r~eq~~20 AAC 25.110(e), must have well site
inspections is ye o snow covering the locations.

rridav..March 8, 1991: I went to BPX PBU Niakuk 1-A (26-12-
15) to witness 9 5/8 pipe cut off and pulled with casing
head.
Saturday March. 9,_1.99!: I witnessed the 30" conductor cut
to 5' below sea level, 3' below mud line. 13 3/8" casing
was also cut 3' below mud line. The top cement plug was
placed 200' with Arctic Set II and was tagged on top at 19'
below ground~level. I recieved BPX PBU Niakuk 1-A wellbore
diagrams before and after suspension. I also filled out an
AOGCC suspended well and location report. Pictures were
also taken to verify above conditions.
In summary: I witnessed most of the work performed on the
suspension of BPX PBU Niakuk 2-A (26-12-15). The suspension
was satisfactory but will need a location check for clean up
later in the year,

Please find enclosed an Application for Sundry Approval to re-suspend Niakuk well
lA. Enclosed you will also find pertinent maps of the location, a wellbore diagram
and a procedure outline for the operation. Suspension operations are scheduled
for the first quarter of 1991.
Niakuk lA currently has a 240 ft cement plug on top of a 7" bridge plug at 11,060 ft
in an unperforated liner. A 9-5/8" bridge plug is set 11 feet above the 7" liner top
with a 50 cu ft cement squeezed plug below and a 109 foot cement plug above. A
second 9-5/8" bridge plug is set at 2511 ft and has a 124 ft cement plug immediately
above to 2387 ft. 10.4 ppg mud tills the wellbore between the bridge plugs.
The remainder of the suspension work is detailed in the attached Outline Proce-
dure. Left as detailed, Niakuk lA can be re-classified as plugged and abandon if
and when it is deemed necessary.

Notify an AOGCC representative prior to commencing operations.
Remove ice and fill and in cellar to allow access to all wellhead equipment.
Note wellhead and annulus pressures and bleed to zero if necessary.
Remove 13-5/8" blind flange and install a 13-5/8" X 6" 5000 psi adapter
flange, swab valve, and tree cap.
Run in hole to cement plug at 2387 ft and circulate out diesel from wellbore.
Nipp~ down tree cap, swab valve and adapter flange. Strip through 9-5/8"
-explosive cutter. Nipple up tree cap, swab valve, adapter flange and
lubricator.
Cut 9,5/8" casing 50' below surface.

Nipple down and pull 9-5/8" casing stub with crane.

NiPPle uP adapter flange and swab valve· Rig up coiled tubing unit, Wash
inside of 13-3/8" casing to 9-5/8" casing stub with hot diesel to clean out
residual Arctic Pak.

Run in hole to cement plug at 2387 ft. Lay 10.4 ppg mud from top of cement
plug to 225? from surface. Lay permafrost grade cement from 225' to within
25' from surface (.+.13' below mudline). Rig down coiled tubing unit and wait
on cement to set. ..
Cut and remove all casing strings and wellhead equipment to a minimum of 2
feet below mudline.
Remove cellar and all man-made equipment to a minimum of 2 feet below
mudline. Fill cellar area with gravel and grade·
Remove all materials, supplies, structures, and installations from location.
Leave location in a clean and graded condition·

Dear Mr. Allan:
A ~review of our records shows that the above referenced wells are
suspended. .
Section ll0(a) of the regulations states the Commission will, in
its discretion, approve the suspension of a well if the well is
capable of producing hydrocarbons in paying quantities or is
reasonably demonstrated to have.future value as a service well.
Section 105(d) states: "Each well drilled from a beach or from an
artificially constructed island or a shifting natural island must
be abandoned or suspended before removal of the drilling unit
from the site unless completed as an oil, gas or service well...,
and plans for maintaining the integrity of the well site are
approved by the Commission."
In compliance with Section 172(c) of the regulations, "If]or a
well abandoned from an artificial gravel island or a shifting
natural island, the well site must be cleared within one year
following abandonment, or before the time that the operator
ceases to conduct activities necessary to ensure the integrity of
the well site .... " Section 105(m) provides the means for
obtaining "...a variance from the requirements of this section if
the variance equally effects proper plugging of the well and will
not allow the movement of fluid into sources of hydrocarbons or
freshwater."

Prudhoe .Bay Monday August 31, 1981 where I met with Jack Barr,
Judy Golding and Jerry Stegar, Sohio representatives and discussed
the upcoming location inspection.
Attached to this report are pictures of well heads, reserve pit,
drilling pad, and a copy of surface suspension report.
It is my reCommendation to the commission that the following
locations be acCepted in regard to location clean-up, well sign
placement, and pit condition.

Gent lemen:
In regard to the above referenced regulations, your attention
is called to an attached list of wells which, according to our
records· have not received a final location inspection and
approval of clean up. In compliance with 20 AAC 25.170 Section
(a)· "Within one year of suspension or abandonment of an on-
shore well"· all clean up work is to be finished. Section (b)
provides the means for an extension of time if a valid reason
exists. Section (c) provides for on site inspection.
Consequently, we are presenting the following list of your
abandoned and/or suspended wells. [~any of these are now more
than one year old and are not 'in compliance with regulations.
Others should have the final inspection completed this summer
while weather permitS. This list covers the years 1975 to
date. There may be some earlier wells that also need inspec-
tion. If you have any earlier wells to be inspected this
summer please inform us.
Therefore, we are' requesting a schedule from you for this
sumner when our .field inspectors can accompany your representa-
tives to these sites for the final clean up inspection.

to 8041 ft. Spotted a 150 sack 16.8 ppg Class '!G" cement plug across

Calculated cement fill 1900' above shoe. Cleaned out to top of 7" hanger. Set RTTS
at 7422". Pressured up 7" x 9§" lap to 6000 psi in attempt to squeeze cement. Drilled
out cement in 7" casing. Drilled 6" hole to 11,759'. Logged 6" hole. Suspended hole
with bridge plugs set at 11,059', 7487', and 2511'. Each capped with 50 sacks cement.
Displaced top 2500' to diesel.
Released rig at 2400 hours, April 30, 1976.

March 17, 1976 Tests began at l:O0 .AM... Top pi.pe ,rams and inside wing valves on

and it was necessary to bott.ow, a pump,.from another rig. Tests resumed and the
lower pipe rams, outside wing valves on .the choke and kill line and check valve
on the kill line tested to 5000 PSIG.. The hydril tested to 3000 PSIG.
While waiting for the drill pipe to .be removed from the test plug, we toured the.
location which was well organized, rig in good repair, steel welded fuel tanks
bermed and well sign received from Anchorage,
The accumulator tested to 2850 PSIG. Only two.N2 backup bottles were in evidence,
each of which tested to 2150 PSIG. We recommended to Donny Fields that at least
two additional bottles be manifolded into the system and this is ,so noted on the
field inspection report ....
At 12:00 noon we broke for lunch, as they were moving the pressuring pump ,to the
choke manifold house and putting a low pressure test on the choke manifold. Several
flange leaks developed andupon tightening, tests resumed at 1:30 PH. ,.
March 14, 1976 - Departed my home at 8:30. AM for 9:00 showup for 10:00 o'clock . .

Drilling Engineer, who advised one of us.was to accompany him to their Gull Island

would not begin for at least_thirty-six.hours. Temperature -28~F, winds 40. knots:
out of the north, chill factor ,92°.F ........
March,15, 1976 - Nippli. ng up continued .This rig had been stacked up for nearly,
a year and many modifications were being made.

Fifteen gate valves, the bltnd rams and forty-four flanges tested to 5000 PSIG.
The manual adjustable chokes were free moving and the Swaco superchoke actuated. ~
We found both dart and ball type floor valves whtle waiting to ptck up the kelly
for testing the kelly cock and lower kelly valve. Tt was learned shortly
thereafter the kelly was frozen in the rathole and a further delay occurred. Still
later it was learned both the standpipe and the rotary hose were frozen.
Tests resumed at ll:20 PM with the kelly cock and lower kelly valve testing to
5000 PSIG. Tests were concluded at 11:45 PM.
A field inspection report was prepared with 'the original to Donny Fields, a copy
mailed to Benny Loudermtlk and a copy attached to this report.
March 18,.1976 - Departed Arco Able State #1 location at 4:00 P~4 arriving at
'~P'-~ltakuk #l~A at 4:40 PM. There we met Paul 14hite, BP drilling foreman, and
Larry Driscoll, Parker Rig #97 toolpusher, who advised nippling up was almost
completed. Pressuring was to be done with mud pumps with mud as the medium on
this 3000 PSIG stack.
Tests began at 5:20 PM with the blind rams, both wing valves and check valve on
the kill line and the wing valve and 14CR valve on the choke line testing to 3000
PSIG. Eleven gate valves and fourteen flanges in the choke manifold tested to
3000 PSIG. The manual adjustable choke was free moving, but the Swaco superchoke
would'not actuate due to mechanical problems. Swaco repair personnel were con-
tacted to make repairs, t~hile waiting for the crew to pick up drill pipe and
drill collars, we broke for chow.
Testing resumed at 9:00 PM with upper and lower pipe rams testing to 3000 PSIG.
The hydril tested to 1500 PSIG. The kelly cock tested to 3000 PSIG. However,
the lower kelly valve leaked and will have to. be repaired or replaced. Both
dart and ball type floor valves were on hand.
Accumulator tested to 3150 PSIG. It2 bottles tested to 2500, 2400, 2200 and 2500
PSIG. We toured the location and found it well organized, the rig in good repair,
steel welded fuel tanks were bermed and the well sign not yet received.
Tests were concluded at 11:10 PM. A field inspection report was prepared with the
original given to Paul White, a copy mailed to Swede Swenson and a copy attached
to this report.
March 19, 1976 - Departed Deadhorse at 1:30 PM via BP charter arriving in Anchorage
at~3:0'O PM and at my home at 3:30 PM.
In sun~ary, I witnessed bottom hole pressure chart data at Arco Gull Island #1
and BOPE tests at Arco Able State ~l and BP Niakuk #l-A.

the ~tiakuk ~1 well showing the well was plugged and abandoned as of April 13,
1975.
~ny rivers in Alaska and their drainage systems have been classified as
important for the spawning or migration of anadromous fish. Operations in
these areas are subject to AS 16~.870 and the regulations promulga~d
thereunder (Title 5, Alaska Administrative Code). Prior to commencing
operations you may be contacted by the Habitat Coordinator's office, Depart-
merit of Fish and Game.
Pollution of any waters of the State is prohibited by AS 46, Chapter 03,
Article 7 .and/ t~ regulations protmulgated thereunder (Title 18, Alaska
Administrative Code, Chapter. 70) and by the Federal Water Pollution Control
Act, as amended. 'Prior to commencing operations you may be contacted by
a representative of t~he Oepartment of Environmental Conservation.

Drillin. g. program Outline
1. Rig up 13-5/8" 5000 psi BOPE consisting of an annular preventer, two
pipe rams, and blind rams.
2. Drill out cement in 13-3/8" casing, 13-'3/8" retainer at 2055', and dress
9-5/8" PBR at 2109'.
3. Run 9-5/8" 47# N-80 Buttress casing tieback string to surface and stab
into 9-5/8" PBR at-2109'. Re-install BOPE and place Arctic-Pack in
9-5/8" by 13-3/8" annulus.
4. Dress off cement plug in 9-5/8" casing to 9840'.
5. Mill window in 9-5/8" casing from 9750'~ to 9810'~.
6. .Spot 80 cu. ft. Class "G" plug across Window and dress off to 9760'~.
7. Sidetrack well at 9760'+. Directionally drill and core (as required) to
11,200'+ (11,000' TVD). Run multishot survey and open hole logs.
8. Run 7" 29# N-80 Buttress casing to ll,200'+MD and hang as a lin'er at
9250'+ MD. Cement with 300 cu, ft. Class "G" cement.
9. Suspend well placing non-freezing fluids through the Permafrost zone.
