Gentlemen: In regard to the above referenced regulations, your attention is called to an attached list of wells which, according to our records, have not received a final location inspection and approval of clean up. In compliance with 20 AAC 25.170 Section (a), "Within one year of suspension or abandonment of an on- shore well", all clean up work is to be finished. Section (b) provides the Mans for an extension of time if a valid reason exists. Section (c) provides for on site inspection. Consequently, we are presenting the following list of your abandoned and/or sus~nded wells. Many of these are now more t~n one year old and are not in compliance with regulations. Others should have the final inspection completed this summer ~ile weather permits. This list covers the years 1975 to date. There may ~ some earlier wells that also need inspec- tion. If you have any earlier wells to be inspected this summer please inform us. Friday August 22, 1975 - I departed /Lnchorage at 2:15 PM on a charter helicopter from Alaska Helicopters. I traveled with Ken Willits of Drilling Services, Inc. and a welder who was to do some final welding on the well marker. The purpose of the trip was to make a final inspection of the abandoned well site of Inexco's West McArthur River No. 1. I made a preliminary, inspection of this well site on August 5, 1975 and found that additional work was needed. We landed at the well site and I toured the location while Willits and the welder completed the work on the well marker. I found that the hand pick-up work had been well done and the water well had been covered, in order to complete the information on the well mrker a strip of metal bearing the complete: well location data was gas welded onto. the marker pipe. With this work. completed I judged the well site in satisfactory condition for final abandonment and gave Mr. Willits a Field Inspection Report so stating. Mr. Wtllits and the welder loaded the welding equipment into the helicopter and flew to the site of the crew camp used by Inexco in connection with this well. Due to the weight limitations on the helicopter I stayed at the well site while the helicopter flew to the crew camp, unloaded, and ~.turned to pick me up. We then flew to the crew camp and waited until the welding work on the water well was completed. A three man crew had been working since the previous day at clean- ing up the camp site. I then boarded the helicopter with Willits and the welder and returned to Anchorage arriving at 4:40 PM.: On the return trip we flew over the road that connected the crew camp to the well site. This road needs a major clean up requiring heavy equi~nt. This work is scheduled to be done soon after freeze-up. TuesdaY_August 5, 1975 - I departed Anchorage at 9:00 AM on a charter helicopter from Sea Airmotive. I traveled with Ed Barber of the Division of Lands and Bill Clanton, Drilling Foreman with Drilling Services, Inc. Mr. Clanton is representing Inexco in the abandonment of the blest McArthur River No. 1. Upon arrival at the well location we circled in the helicopter in order to visually inspect and photograph the site. (These photos are attached to this report.). After landing I toured the location with Barber and Clanton for about 30 minutes. I found the overall condition of the pad to be good except for small pieces of plastic and trash that should be picked up and removed. The well marker is missing the township and footage data. I discussed this with Mr. 'Clanton and suggested that this information be added to the marker. A Water well casing located about 100 feet from the well marker has been plugged with cement but is sticking up about one foot above the surface of the pad. I suggested that this casing be covered with gravel. After inspecting the well site we boarded the helicopter and flew along the winter road used by Inexco in drilling this well. We landed at several places on the road in order for Mr. Barber to inspect the road condition. The final stop in this inspection was at the location of Inexco's abandoned ..crew camp which is about l0 miles by road from the well site. Here we re- fueled the helicopter and returned to Anchorage. We arrived baCk at the Sea Airmotive hanger at 11:50 AM.. I prepared a Field Inspection. Report (copy attached) and gave a copy to Mr. Clanton. After returning to the office I talked with Mr. Ken Willits of Drilling Services, Inc. about the work to be done on the location. Mr. Willits said that he will have the necessary work done next week and will notify the Division of Oil and Gas when they are ready for the final inspec- tion. In summary, I inspected the abandoned location of Inexco's West McArthur River No.1 and found the location in good condition with only minor clean-up work and repairs to be done. This work should be completed next week and a final inspection done then. We landed at Marathon's West Foreland airstrip where we were me~ by Inexco's drilling supervisor, Mr. ~lim Brown, who drove us. by oompany truck to the camp and rig. Mr. Jim Barber, a field inspector for the OiviSton of Lands, was also on this trip for the purpose of reviewing the gravel and land use activity on the twelve miles of road extending from the airstrip to the camp and on the well site. As soon as we arrived, Mr. B ~r~. informed me that t-t would be some time before the ntppling up was cemple~ but since he was. going to the well to show Hr. Barber, I went along far the .ride so I could get a good look at things in the daylight. Three cats were at work along the road area, snaking out trees that had been pushed over when the road was built and taking them to fill areas where they were being mashed down and covered. Several gravel pits were in use for this purpose. Upon arrival at the well site, Mr. Barber and myself walked the perimeter of the well pad for a visual inspection. We bath made several phetographs. Mr. Barber talked with Mr. Brown concern- ing a fuel berm which was incomplete, the method of clearing for the drill site pad, and the recent drainage of a vechtcle'.s crankcase oil on the edge of the pad. We returned to-the airstrip and Mr. Barber returned to Anchorage. I waited at the. camp area that-evening until late the next afternoon before the nippling up was compleX. At 4:30 PM the Kenat Drilling rig supervisor, Mr. Roy Ennts, came to the camp to pick me up and inform me that the B.O.P.'s were ready for testing. We returned to the well site and commenced testing at 5:30 PM. The rig pumps were to be used for pressuring up and shortly after we had attained 1600 pstg against the blind rams, the relief valve on the rig pump released and blew the relief line off of the valve. Mud, under high pressure, blew all over the pump room, It took several hours to replace the relief valve and repair the piping and before it was over we switched to the other mud pump and tried pressuring up with it and were not able to attain sufficient pressure for the test. I informed Mr. Brown that I would require a full 3000 pound working pressure for the test so we shut down until they could fly an auxiliary pump from Kenat. 2- Hatch 17, 1975 l~e ~nc~ the pressure, testtng at lO PH wtth the auxiliary pump. No ]eaks were found and all valves and flanges held pressure adequately. The blt~d rams were opened and a ~lotnt of plpe t~serted In the test plug. After some dtfftcu]ty tn reseating the test plug, t~ ptpe rams ~re c]osed but before we could pressure test the ptpe rams, two hydraulic ]Ine leaks were uncovered and repaired. Upon repressurtng the system the ptpe 'rams leaked. After much searching for t~he leak, ! discovered the leak was around the ptpe past the rams. ! point'-out the posstb111ty that the ram seallng rub~ were Installed upstde do~m. As a last resort the B.O.P.°s ~ere opened, the plpe rams removed and checked for correct stze, wear and ~nstallatton. Zt was dtscovored that one of the ram sealtng rubbers was Installed upstde ~ whtch allowed the leal~. After the seal was correctly Installed the pipe rams held 3000 pstg wtth no problem. The Hydrtl was then tested to 2860 psig and with no problem. The remote controls functioned to mY ssttsfactton and the three nttrogen back up bottles all contained 2500 pstg nltrogen pressure. All durtng the test the weldtng cre~ was busy instal- ling the Swaco choke dokm stream of the cho~ manlfold so the Swaco choke was not tested for pressure nor ~ere the t~o flanges between tt and the valve. ! informed Mr. Brown that thts ~ould be necessary before the maRtfold was completely 'tested and he agreed to do thts after completion of Installation of the S~aco choke. Also under construction were the addttlenal flow 11nes from the choke ma~tfold to the degaser and ptt. The ma,~orlty of the pressure testtng ~as essentially completed at 3:00 AM and at thts ttme Mr. B~. d!rected the drt111ng crew to start ptcktng up the dr1111ng toois and the dr111 collars before the kelly could be ptcked up to pressure test the kelly cock valve. He suggested that ! htr the sack for a couple of hours and they would wake me when the were ready for the addi- tional tests. ! ~o~e up at 7:30 AH to ftnd the drt111ng cre~ st111 had not picked up the drill collars and that they had been maktng repatrs to the pump relief line a~d various other thtngs. ! could see that tf !watted on the schedule of events tt weutd be noon or past before ! could depart the loca- tion so ! woke Fir. Reverse Side ~^~ 9/10/74 PLAN OF OPERATIONS INEXCO OIL COMPANY West McArthur River No. 1 SW/4, SW/4, Section 27, T1ON, R14W Seward Meridian Kenai Peninsula Borough, Alaska .GENERAL: A winter operation was chosen for execution of this project based on economic and ecological reasons as a result of the proposed test being located on the wes.t bank of the McArthur River in the McArthur Moskeg- Mud Flat area. An on site review of the area this summer revealed the lack of good quality gravel in the immediate vacinity.of the area, and as such, constructi'on of. permanent roadways and pad facilities would be exorbitant. Further, an exploratory project of this nature across grass covered Muskeg is more conducive to operations during freeze up. The western bank of the McArthur River, in the vacinlty of Section 27, TION, R14W, is approximately 5 ft. high, with the terrain sloping away from. the river bank in a southwesterly direction. The desired location for this tes.t was in the center of the SW/4 of Section 27, which placed the well within 350 ft. of the river bank. For ecological reasons, the proposed test was shifted to the requested location so that the well would be a minimum dista'nce of 1000 ft. from the river bank, and still maintain its geological integrity. EXISTING FACILITIES: Reference is made to Plat No. l, Where upon is depicted the various existing facilities in'the area. Every effort has been made to utilize the existing facilities to the fullest extent, and thereby minimizing disturbance of. the area. MOBI. LIZATION: All necessary equipment and materials for this project will be loaded on to ramp.equippe'd barges at the Port of Kenai, and transported, during the month of October 1974, to the Beach.Rampway located in the SE/4 of Section 5, Tg.N, 'R14W for offloading. It is intended to transport all materials and'equipment across ex. isting permanent roads to a "Staging Area" located in the SE/4 of Section 19, T9N, R14W. This staging area is the site of a plugged and abandoned well known as the Shell No. 1 Kustatan Ridge. A partial list of equipment and materials to be mobilized is as follows: 'Drilling rig and rig components, 40 man camp facilities., water well drilling rig, cementing unit, wireli.ne logging unit, mud logging unit, two strings of'water well casing, two. AI'I the fore- going mentioned equipment will be stored at the Staging Area while waiting for freeze up. Fuel for the project will be stored in two 50,000 gal. Rubber Pillow stor- age tanks, adjacent to the beach ramp way located in an impervious contain- ment berm having a capacity of llO% of the volume of fuel being stored. CONSTRUCTION: With the onset of freezeup, anticipated on or about December 15, 1974, catering service personnel and road construction workers will be flown to the area. Construction workers will begin preparing on ice road over the existing winter trail beginning at the Staging Area pad located in SE/4 Section 19, T9N, R14W, northward toward the NE/4 of Section 29, TION, R14W. At this point, a new ice road will be constructed on the highest terrain through the N/2 of Section 28 to the "Location Pad" area ~n the SW/4, SW/4, Section 27, T1ON, R14W. Two apparent swampy areas along the existing winter trail (SE/4 Section 32 and NE/4 Section 29 of TION, R14W) may require moderate quantities of sand fill to result in a competent crossing. Also, the entire length of the 50 ft. Marathon Pipeline ROW 'located in the NW/4 of Section 28, TION, R14W, will be covered with a 4 ft. sand-gravel fill so as to insure uninterrupted service of the pipeline. Proposed sand-gravel pits for these purposes are to be located in the NW/4 of Section 5, T9N, R14W, and in the NW/4 of Sec- tion 28, T1ON, R14W, as depicted on Plat No. 1. As previously mentioned, good qual-ity gravel is non-existent within the immediate vacinity of the porposed location. A silt-sand-gravel mixture taken from the McArthur River Bottom, located in NW/4 of Section 27, TION, R14W,'should suffice~for pad material of a temporary nature. Approximately 10,000 yds. of material may be required to construct the location pad and associated pits and berms (refer to Plat No. 4). The gravel source pi~ts will be excaVated utilizing the three Euclid scraper type earth movers, and as such, will constitute a surface removal of mater- ials rather than a deep pit type excavation. Additionally, river bottom removal of materials Will be conducted in such a manner so as not to disturb the natural course of the river after breakup. 'Should river bottom removal of materials not be approved for use, the pit located in the NW/4 of Section 28 will be expanded and utilized for this purpose. Rlan of Operati0/-~ · West McArthur·Ri~r No. 1 Page Three The reserve pit depicted in Plat No. 4 appears to cover a sizeable area. It, however, encompasses essentially the same usable volume of a normal 1·00' x 150' x 10' ·pit utilized for this purpose. Due tO this location being in the midst of a mud flat,·it is felt that the larger area will be more suited for disposal of drill solids and drilling fluid. If, when construction of the pit is begun, it is determined that an excavated pit in the mud flat area is feasible, the aerial extent.of the pit will be reduced accordingly. Upon completion of the construction work, anticiped on or about December 30, .1974, the Construction equipment will be stored at the Staging Area for the duration of the job. DRILLING OPERATIONS: Upon completion of the Location Pad (Plat No. 4), a small mobil drilling rig will.be moved to the location for the purposes of drilling a water sUpply well to be Used for drilling fluid and cementing purposes. Upon its completion, the rotary drilling rig and accessory equipment will be moved from the Staging Area 'to the Location Pad, and positioned as depicted in Plat No. 4. ~The rig will be positioned on matting boards to impede settlement of the rig. A 26" hole will be-spudded with a dr'y bucket, and the hole drilled to approximately 60 ft~ The first conductor string, consisting of 20" OD casing will be run and cemented to the surface. This string will then be equipped with a 20", 2000 psi WP Bradenhead equipped with two 4" HCR type remote controlled full opening valves, with two 4" diverter lines to the pit area. The Bradenhead will be equipped with a 20" 2000 psi WP rotating head, with an 8" HCR type remote controlled full opening va'l've on the flowline outlet (Refer 'to Plat No. 6).· The rotating head well containment mechanism is chosen over a 20" Hydril due to.its superior method of well control; ie: the well i.s fully controlled during all drill'ing and tri.pping operations. The well stream can be diverted away from the rig almost instantaneously rather than blow uncontrolled up through the rig substructure until the preventer is closed. Also, through the use of the well hookup depicted in Plat No. 6, there is no danger of cratering the area around the rig due to inadvertently closing a Hydril to stop the flow up through the rotary sub- structure·prior to opening diverting lines. Upon. reaching a depth of 500 ft., a second conductor strong, consisting of 13-3/8" casing, will be run and cemented to the surface. The 20" conductor and Bradenhead will be removed and cleared to.ground level. The 13-3/8" casing will be equipped with a 12" 3000. psi WP. Bradenhead and BOPE Stack as shown in Plat No. 7. · Plan of Operatie~'~ 'West McArthur Ri~¢r No. 1 Page Four A 12-1/4" hole will then be drilled to a depth of 2000 ft. Upon comple- tion of logging, operations, a surface string of 9-5/8" casing will be run and cemented back to the surface. The same BOPE stack used on the surface hole will be~nippled up after installi~ng a 12" x 12" 3000 psi WP Casing Head Spool. An 8-1/2" hole Will then be drilled to approximately 7000 ft. TD, and the w~ll bore logged. Every precaution will be made throughout the course of drilling operations to maintain the well in complete control at all times. The rig will be equipped with a continuous recording pit level and flow- line monitoring and warning system, as well as a remote controlled auto' matic choke and mud degasser. In an effort to minimize potential surface contamination, a fresh water based drilling fluid, devoid of any diesel or oils, will be utilized through- out drilling operations from surface to total depth. More specifically, the fl'uid constituents will consist of Bentonite, polyvinylacetate polymer, maleic anhydride polymer, and minor concentrations of a high weight polYmer of acrylonitrite. All these constituents have proven to be com- patible with. the environment, in that ~they are not detrimental to marine iife,~or surrounding surface vegetation should~acc|dental spillage occur. If the well bore is evaluated as being non-commercial, the well wil1 be plugged a~nd abandoned in accordance with sound engineering practices~, and has approved by the Department of Natural Resources. If deemed necessary, however, a 7" OD casing string will be run and cemented to adequately cover ali potentially productive zones. Production tests will be conducted, as warranted, below a packer and through a competent tubing string, with the .produced hydrocarbon effluent being disposed of by burning in a pit consturcted for these purposes as depicted in Plat No. 4. If commercial production is established, the well will be equipped for production, complete with tree and subsurface actuated safety valves. The tubing string(.s) and tree will be equipped with temporary plugs,, pending further development of the area, and while negotiating for the sale of products from the area. CAMP FACILITIES: This project will be supported by a '40 man camp facility to be located at the Staging Area. See Plat Numbers-1, 2 and 3. Marathon Oil has indicated 'that they will be unable to supply potable water for the Staging Area Camp Facilities; therefore, a well' will be drilled and cased at tl~is site t:or potable water usage. A compl'ete water analysis will be conducted to insure its accepta'bility for human consumption and to assure .quality meets with U.S.P.H.S. Drinking Water Standards. This water well wi!l also be utilized to. supplement the Location Pad Water Well (See Plat Numbers 1 and 4) during such times that this 'well is incapable of supplying sufficient quantities of water to stay abreast of drill water requirements. Transportation of the water will be conducted, using two insulated water tanks. · Plan of Operatic 'West McArthur River No. 1 Page Five All nonsalvable material's will be incinerated at the campsite, and all residue will be disposed of in a small earthen pit. As this camp facility is not located in a permafrost area, and thereby no undue detriment to the environment will result, all waste water'and solid waste will be piped to a 5,000 gallOn septic tank for physical processing.. Biodegradeable chemicals will be added to the water in such concentrations that are necessary to assure complete decomposition of the sol.id waste. The effluent from the septic tank will then be piped to a sewage lagoon for final disposal. This pit, and the residue pit, will be located a minimum of 150 feet from the potable water supply well, and will be cleared and leveled upon completion of this project. It is anticipated that the camp will be operational for a total of 40 days during the construction and drilling phases of this project, with the number of men utilizing the facilities varying from l0 to 35. OIL SPILLS CONTAINMENT AND CLEANUP: As previously stated, fuel for this project will be~stored in rubber pillow tanks in impervious berms adjacent to the beach rampway located in the SE/4, Sec. 32, TgN, R14W. This fuel will be transPorted in steel transfer tanks to the Camp Facilities and the Location Pad as consumption dictates. Every precaution will be exercised during transfers to minimize accidental spillage. Any spillage inadvertently lost from transfer hoses, etc., will promptly be cleaned up through the use of oil sorbent materials' specifically stored at each transfer site for such an emergency. Also, as previously mentioned, the well will be drilled so as to maintain its control at all times; however, should an inadvertent catastrophic event occur, the construction equipment stored at the Staging Area can be operational at a moments notiCe to contain any spillage escaping the Location Berm. It .is believed that contamination of the McArthur River will be avoided as a result of. the well location being 1,O00 feet from its bank, and the natural drainage of the terrain away from the river bank in a southwesterly direction. Any oil captured and contained in a dike or berm would then be ~transferred to a safe place for disposal by burning, or if feasible, transferred and sold to the pipeline in the area gathering crude products from Marathon's Tranding iBay Production Facilities. Any remaining oil would be cleaned up through the use of oil sOrbent materials, and any remaining berms or dikes would be cleaned and the area restored as required. Should additional equipment be required, moderate sized equipment can be flown to Marathon's Landing Strip (See Plat'No. 1), and large equipment can · be flow.n by HercUles planes for off lOading at Standard of California's Beluga Airstrip, then moved some 30 miles to the location via cat-train. The Cook Inlet Co-operative has also avowed the use of their equipment and experties should it be of need. CLEANUP: Upon completion of well operations, the drilling rig and~ related equipment will be transported back to the Staging Area for storage until breakup. The drill cuttings and fluids collected by the reserve pit will be cleared and leveled, and a'l.1 nonconsumable material's will be incinerated and/or disposed of by burial in the ar.ea designated on Plat No. 4. All temporary bridges Spanning pipelines along the ice road will be removed and the stream beds cleared of all obstructions. After breakup, all equipment and surplus materials will be transported from the Staging Area to barges beached at the rampway located in the SE/4, Sec. 32, T9N, R14W, for shipment back to the Kenai Peninsula. All debris will be cleared, all pits backfilled and leveled, and the area returned to, as near as possible, its natural state. In s.ummary, every precaution has been and will .be taken to protect the surface area by not conducting operations prior to free'up, through the maximum utilization of existing roads, winter trails, rampways, and airstrips, through the construction of a minimum length of new ice road, and through the construction of a sand-gravel location pad, pits and berms. Any revision of procedures herein discussed, issuance of new procedures, restrictions or orders issued by the various agencies required to approve this application will be promptly in~gurated and adhered t.o, to the fullest extent.
