This memo will remain at the from of the subject well file.
Our adopted conventions for assigning APl numbers, permit numbers and well names did not
specifically address expired or cancelled permits. This omission has caused some inconsistencies in
the treatment of these kinds of applications for permit to ddll. Operators have asked us to adopt
formal procedures for this class of permit application in order to prevent future database disparities.
If a permit expires or is cancelled by an operator, the permit number of the subject permit will ,remain
unchanged. The APl number and in some instances the well name reflect the number of preexisting
reddlls and or multilaterals in a well. In order to prevent confusing a cancelled or expired permit with
an active well or multilateral these case sensitive well identifiers will be changed for expired and
cancelled applications for permits to ddll. ~
The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95.
The well name for a cancelled or expired permit is modified with an appended xx.
These procedures are an addendum to the APl numbering methods described in AOGCC staff
memorandum "Multi-lateral (weilbore segment) Ddiling Permit Procedures, revised December 29,
1995.
AOGCC database has been changed to reflect these changes to this permit.

operating preventers, besides manual means, on each installation where maximum
wellhead pressure could exceed 2,000 psi.

cally operated hydraulic pump of sufficient volume and pressure capacity)
to close the largest preventer in less than 30 seconds. The electri- ) 10-60

controls. (2) A manifold with a control valve for each preventer. )
(3) A Hydril regulator for each Hydril preventer, all with proper inter-
connecting steel piping. , .-

b. Contractor to furnish as another means, an accUmulator of sufficient
volume and pressure capacity to close all preventers in the assembly
without recharging° If the pump furnished under ~ is incapable of
recharging the accumulator to in excess of 1,500 psi, a separate pump
that'is capable of accomplishing this is to be furnished.
c.On land locations where maximum wellhead pressure will not exceed 3,000 '~~~~~
psi and on ~orkover rigs, contractor may furnish .as a substitute for
2.b., with owner's approval, cylinders containing high pressure nitrogen

preventers. Adequate flexibility is to be provided to prevent vibration failure.

TEsT~G OF BLO~UT PREVENTER ASSI~BLY EQUIPMENT
1. _..Initial Installation Test - Immediately after installation, each
component part of the blowout preventer assembly including choke lines,
valves, and closing facilities is to be tested individually by steps
as outlined in the BLO~aUT PREVENTER TESTING PROCEDURE. The test is.
to be conducted at rated w~rking pressure of 3000 psi for Series 900
and 5000 psi for Series 1500 assemblies.
2. _Ram ChanKe or_ Repair Test
a. After each ram change or when any component part of the preventer
assemblY, including lines and valves, is disturbed the disturbed
portion is to be tested to the rated working p.r. essure of the
preventer system before returning the system to service as out-
lined in the BLO~DUT PREVENTER TESTING PROCEDURE. (The test plug
is to be positioned in the ca~ing spool before starting any ram
change).
b. Drill pipe rams.closed on pipe are to be pressure tested to rated
~:~ working pressure after a ram change°
c. In Figures Nos. 1, 2, and 3 where Hydrils are required, instal-
lation of casing rams will not be required to run casing. ~n
Figure Nos° &, 5 and 6~ casing nares are to be visually inspected
for fit to casing to be run while casing is on the pipe rack,
then installed and tested as outlined in ram change procedures.
d. During ram change the sealing element is to be carefully inspected
and any permanently distorted or damaged sealing element is to be
replaced° "0" ring sealing elements are most susceptible to damage.

In areas Where manually operated blowout preventers are allowed, the
requirements are ,the same as' for hydraulic preventers with the following
exceptions: -:

1. .The number and location of preventers are to be as shown in
Figure 6,
2. Contractor' 'may' use screwed connections in choke manifold piping
if connections, valves, and chokes are 3000# working pressure.
TWo flanged valves must be used at the point of connecting the
choke-manifold .assembly and fillup line to the drilling spool.
3. Rams wilt be positioned in same manner as applicable hydraulic
preventers
Test pressure for manual preventers is to-be as follows:
a. If bradenhead is 900 series, initial, weekly, and ram change
test pressure is 1500#.
'b. If bradenhead is 600 series, initial, weekly, and ram change
test pressure is 1OOO#.

Aftert all blowout preventers, choke lines, valves, bell nipples, and
flowli~es are rigged up, the following steps are to be carried out
with no exceptions:

1. Inspect all flanges .to' see if all bolts are in place and tight.
2. ~heck all-op, ening'-and Closing lines to preventers to see if they
are corr.ectly placed, hooked up., and tight.
3. Check to see that all control valves are properly marked.
Open bradenhead valves and wash inside of preventers with water
from the top°
5. Close bradenhead valves and fill preventers with water up to
drilling spool..

6. ~nstall test line on outside of one bradenhead valve.
?. Open the bradenhead valve On which test line is attached and.
pump long enough to purge of all air.
