Dear Ms Gruber: On July 31, 1987 location inspect±ons of ARCO's West Sak River State wells 3, 5, 6 and DS 18-11 (Tract Well 19-11-15) were witnessed by a repr.esentatiVe of the Commission. The results of the inspection show these four wells meet the requirements of 20 AAC 25.170 for onshore location clearance. The Commission hereby apProves final location clearance for the West Sak River State wells 3, 5, 6 and DS 18-11 (Tract Well 19-11-15). The location was level, clean, and contoured to the surrounding area. A photograph is attached to verify these conditions. Final inspection on: this location was denied last year until reinspection after breakup to check the pits for high water. In comparing photos from last year to this year, the water level is the same. I filled out the AOGCC surface abandonment report which is attached. The well bores on all of these wells were plugged and abandoned in March, 1986. In compliance with Section 170(a) of our regulations, "[t]he location of an abandoned well onshore or upon a historically stable island must be cleared within one year following well abandonment or .... " Section 170(b) provides the means for an extension of time' if a valid reason exists, and Section 170(c) provides for an on-site inspection. We are, therefore, requesting a schedule from yon for this sun~mer when our field inspectors can accomp~y your representative to the above referenced well sites for final location clearance inspection. · ~he inspection of these wells was discus~sed with F~r. Gentlemen: In regard to the above referenced regulations, your attention is called to an attached list of wells which, according to our records,~ have not received a final location inspection and approval of clean up. In compliance with 20 AAC 25.170 Section (a), "Within one year of suspension or abandonment of an on- shore well", all clean up work is to be finished. Section (b) provides the means for an extension of time if a valid reason exists. Section (c) provides for on site inspection. Consequently, we are presenting the following list of your abandoned and/or suspended wells. ~any of these are now more than one year old and are not in compliance with regulations. Bud Fuller, an Arco iog analyst from Oallas, and ! were flown in Arco's Twin Otter to the ice airstrlp that serves both No. 3 and No. 6 gest Sak River State wellso Vehlcles ~ both wells met the plane. Bud went to No. 3 and ! went to Roan Rig No. 26 on the No, 6 well, arriving at .6:45 PM. ! found Carl Robison, the Arco drt111ng foreman, and D. C. Hurph~, the Rowan tool pusher, in Murphy's offtce, ~le ~vlstted .brtetrly, then ! ate supper and was asstg~ed a room, After supper ! went to the rtg, 0o~ell was finishing a top cement Job on the 9-5/8-" surface casJng. The BOP's had been set in place. They were prrepartng to cut off the castng and nipple up. I took a tour around the location. All operations were on the gravel pad which was pretty ctean. There 'was a large, deep, well diked reserve pit, a diked test pft, and a diked lagoon which caught effluent from the sewage treat=ent plant. Two la~e rectangular steel welded dtesel fuel tanks were in a diked depression. I saw no wel 1 sign. Ntppltng up continued throu~..the ntght and early aorntng. April .16, 1975 - At 11:30 AI~ the tool pusher announced that all external leaks had' 'b~n StooPed and that t~.y. were ready to ..test. A test plug had been set in ~ drt111ng spool. The blind rams were closed and the outstde choke mani- fold valves were closed. Pressure at 3000 pstg was applted through the kill line, using-mud and the mud pumps, to the blind rams, choke 11ne, and choke man{fold, There ~were no leaks. Each choke manlfold valve, the manual adjust- .able choke, the Swaco Super choke, two ktl1 1the valves, and outside choke line valve were successfully tested at .3000 pstg..The inside choke line valve held. 2500 psig, but when pressured ..to 3000 psig tt bled down to zero tn 3 minutes. The. valve was operated severe1 .times, greased, and retested with no improvement. Cart Robison called around and located another 3 tnch, 5000 pound flanged valve at the Arco Prudhoe Bay ha~ngar. The _Arco Twtn Otter left ~ rtg airstrtp Immediately to get the replacement valve. Testing other components continued. The blind rams were opened, a jotnt of dr111 ptpe was screwed tnto the test plug, and the ptpe rams were closed. The ptpe rams were tested wtthout leaktng at 3000 ps~g. ~The hydrtl was closed and successfully tested at 1500 pslg. The drill ptpe 3oint was removed leaving the test plug in place for testing the 3" replacement valve. The kelly was picked up and a test connection was Installed on the bottom. The lower keily valve and then the kelly cock were each saris- factortly tested at 3000 pstg. The BOP's were operated wtth the .~tn con- trols and the re~te coatrols. T~ floor valves were operated and left tn the open position. At 6:45 PM tt~e 3' valve arrtved by att from Prudhoe. Removal of the leal~y valve was already tn progress. Replacement was completed at 12:30 AM. By 11:30 ~ they had. tr~.ed ~ other kelly valves and both kelly cocks avail- able on the rlg. O~e rebutlt kelly ceck did not !eak below ~00 pstg, but all othe~ leaked at lower pressures. A Flalltburton val~e was used on top of ~ s~cial test joint uatll tt started to leak, then a bull plug stopped that leak. The top ptpe rams and outst~ spool ~alves ~re pressured to 5000 pstg. The pressure lea~d down :~$O p$tg, or 5~, tn 10 mInetes. The tnstde spool valves were closed (hydraulic opera~ val~e was on the choke 11ne) and pressured to $000 ps~g. lihls bled ~ ~00 pstg, or 4~, tn 10 minutes. The ~dr11 was closed and pressured to 5000 pstg. This bled down utes. The bottom ptpe rae~ ~re closed, pressured to 5000 pstg, and bled slowly as before.. ~ tootler, Kelly Golf, made a careful Investigation and fm~nd four packtng ttuds on the well head leaktng slightly. These were t~ghtened. The test was repeated w~thout leaktng. ~e spectal pipe ~otnt was removed leavtng the test plug tn the 13-3/8" castng head, The ~t pump ~s reconnected tnto the lower spool. The. 5000 pslg test pressure was applied between ~e test plug and the closed blind rams. Four ~re sma11 leaks were stopped at a flange and three packtng studs. Pressure bled down 80 ps,g, or 1.6%' in 10 etnutes. The welder was sttll batldtng ~ choke manifold and the toolpusher had sent ':t~ pl~ after ~ kelly cocks and kelly valves so testtng was delayed from 5:30 PM unt~l the next mo~n~ng. t]~..].g~,_ !975- The ~lder ftnJshod the choke mant_fold at 8:30 AH:. The Swaco ma~ worked on hts equipment for two days and left wtthout adjusting the remote corrals. The choke mantfold and choke 11ne was left full of diesel.. The too1 pusher had bls crew coaaect the two kelly valves, flown In the pre- vtous day, to the test. Plug and pneumatic pump. One leaked and the other tested satJsfactorlly at ~ pslg. The kelly cock from Exxon-Canning Rtver "B" No. 1 wt11 be. brought here, Installed, and tested at 5000 pstg. A kelly valve ~111 also be obtat~md and tested for a floor valve. !n the manttme a kelly ~ a~d a kelly floor valve, both which held pressure up to 2000 pstg without l~Jng, w111 be used. These t~o valves along wtth the other kelly cock and four kelly valves, wt 11 be sent to tram to be rebut lt. The remote BOP controls were operated. Ttme to open and close BOP's was measured. The floor valves.were checked. Testlng vas complete at 9:45 PM. ! discussed the deftcJeecfes belo~ wtth Gordon AsMmod and noted them on my "Field !nspectton R~ort". (1.) tde11 sign must be posted.
