Our adopted conventions for assigning APl numbers, permit numbers and well names did not specifically address expired or canoelled permits. This omission has caused some inconsistencies in the treatment of these kinds of applications for permit to drill. Operators have asked us to adopt formal procedures for this class of permit application in order to prevent future database disparities. If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain unchanged. The APl number and in some instances the well name reflect the number of preexisting reddlls and or multilaterais in a well. In order to prevent confusing a cancelled or expired permit with an active well or multilateral these case sensitive well identifiers will be changed for expired and cancelled applications for permits to drill. The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95. The well name for a cancelled or expired permit is modified with an appended xx. These procedures are an addendum to the APl numbering methods described in AOGCC staff memorandum "Multi-lateral (weilbore segment) Drilling Permit Procedures, revised December 29, 1995. AOGCC database has been changed to reflect these changes to this permit. Drilling Waste Disposal Facilities on the North Slope. These sites have been reviewed in accordance with the ADEC Interim Site Assessment Guidance for Inactive Drilling Waste Sites. June i991. This correspondence describes our review proceaures, puts lo,yard the department's findings, and takes action on the r~auests. Currently, the second draft of Alaska's new Solid Waste Re=m.tiations. 18.AAC 60. are under review, and this second draft contains a chapter on Inactive Reserve Pit closures. The closure criteria in this proposed re=m.tlation parallels the closure criteria in the 1991 Guidance Document. Closure under the 199! Guidance Document should constitute closure under the proposed Solid Waste Regulations if they are adovted as current drafted. The Review Procedure The c~ualitative risk screening procedure required in the above referenced document determines whether a site presents negligible levels of risk. or if it is a significant risk generator.., decision scheme is then employed to establish t l') whether or not there is a Mr. Steven D. The first step in this screening criteria ~s establishing a basis or* concern: "If the waste site has released contaminants or there are mechanism for r>otentiat releases and there are receptors nearby, then. :here mav be cause for concern, and the waste site should be studied further." and "If there is no release of contamination or no mechanisms for potential releases and there are no recsr)tors nearby, then there is not a basis for concern and the waste site should be considered ciosed.' The criteria that are measured at a waste site to satisfy the above to*_ical ar_,2umems are: Evidence of release of chemical contamination ar .the waste site in excess of Alaska Water Quality Standards for one or more , o , ~, ~ar_e. comr~ounds. ,-r Mechanism for potential reiease, and Proximitv of the waste site to biolozicai receDtors. If either of the first two criteria and the last criteria are ,,-net. there is a basis for concern, and before proceeding with Step 2. a corrective action plan shall be prepared for the site which shall idemifv alternative wavs to correct or mitigate the basis of concern, prevent its recurrence, and select a :2referred approach. Corrective action alternatives shall be described at a conceptual level, and the seiection or' a preferreci approach shall be based on balancing protectiveness with imr~iementabiiitv and cost-effectiveness. The second step determines whether contamination at a waste site present a risk to receptors that is significant. If risk is found not to be siznificant, it is considered to be "nezlio_ible." The finding o, ff-significant risk is based on the l:nkelihood of exposure and the likel~ho-od of adverse consec~uences of exposure' - "For risk to be considered significant, the receptors must be vulnerable to exposure, and the consequences of exposure must be 'adverse' to human or animal health or the environment." and. conversely, "If exposure is unlikely or the conseauences of exr)osure are not 'adverse.' then the risk is negligible. The criteria that are evaluated at a waste site to satisfy the lo2icai arwaments above are exposure criteria and consequence criteria. Exposure Criteria: Receptor exposure is considered to be likely when: Contaminant reiease mechanisms are iud=ed significant . or Containment migration is iud=ed si:mficant, or One or more contaminants are envirommentally persistent. If exr~osure is found to be unlikeiv, a findin~ of ne2ii__.ible risk is made on the basis of absence of a likely exaosure item and the action ¢ian is evaiuated under the Impact/Benefit Evaluation ste=. Further Consequence Criteria: Adverse consequences of exposure to contaminants from reserve pits are considered to be likely when' ~.a) The duration or freauencv of exposure is sufficient to cause adverse health anct environmental effects. This is evaluate0 bv reviewing human and wildlife use patterns at a given waste site, waste site accessibility, and ground and surface water uses. and either; (b) The quantit3., or concentration of one or more contaminants exceeds pertinent federal or state water cmalitv criteria or standards protecting health and/or the environment. Measured contaminant concentrations in the water will be compared with health and environmental standards and criteria for each target contaminant, to identif3' exceedances. When only human populations are at risk. health criteria are used. When ord,',' populations at risk are nonhuman {e.g., fish. wildlife, vegetations, environmental criteria and standards are used. or: (c) One or more contaminants e,xhibit high acute toxiciu'. The action plan is then evaluated under the Imoact.,Benefit Evaluation ste~. No further acuon is needed for the drilling waste facilities at these sites, except as noted below. The Department's decision uson the reauest for closure application submitted by BP Exploration (Alaska) Inc. is to approve for the below listed drilling waste facilities sites. effective January i2. 2995. Upon review of the submitted samvie results required under the ,,991 Guidance..:exain remote sites exhibited metal concentrations and hydrocarbons in the reserve put surface waters and dov,'ngradient waters in excess of the Alaska Drinking Water Standards and Alaska Water Quaiitv Criteria {AWQC). While there is a basis for concern for those sites where exceedances occurred, there is also nezible risk. and an,,' corrective action warranted at these remote sites would not be reauired, realizing that the impact of the corrective action would be much greater than the benefits received. These sites;for the most part have revegetated, and any corrective action measures implemented would-impact the established plant species at these sites. These sites are Closed As Is. There are certain sites where corrective action is warranted, however, and Conditional Closure is granted, provided the corrective action stipulations described are completed to the department's satisfaction. A 12" 3000 psi Hydril will be installed on the 13-3/8" conductor pipe. A 12" 3000 psi Hydril and double preventer will be installed on the 9-5/8" and 7" casing strings.
