In reference to the Commission's letter of October 3, 2013, and in further response to our letter
of October 29, 2013, we have coordinated with the USGS which submitted executed
Designation of Operator forms for the subject wells on December 24, 2013.
As the USGS has acknowledged responsibility for the wells and filed executed forms
designating it as operator of these wells, it is our belief that the Commission's inquiry of October
3, 2013, has been satisfied and that no further action from ExxonMobil is required with respect
to these wells.

The USGS has again requested that I assist them with the 3 North Slope wells they are intending to use to
continue permafrost temperature monitoring on the former federal leases up north, Lupine 41, Canning River
41, and Echooka 41. It is my priority, as I'm sure it is yours, so ensure that mechanical inte rity is established
after so many years of sitting temporarily abandoned. Since these wells are under sole regulatory jurisdiction of
AOGCC and I am only aiding the USGS as a cooperating agency, I was hoping you could provide a synopsis of
your minimum expectations so I can begin estimating costs for their project and brief them jon what is to be
expected.

We have received the Commission's letters dated October 3, 2013, regarding the
referenced wells which were drilled and subsequently plugged and abandoned in the early
1970's. Regulatory compliance is a core value for ExxonMobil. Our prior track record of
voluntarily conducting remedial work on Alaska wells and associated locations and the
current remediation work under way on the North Slope is evidence of our commitment.
We have begun an immediate review of the available information related to the status of
these wells. It would be helpful to our review if the Commission would advise of its specific
concerns with the current status of these wells and the manner in which the Commission
believes they are not in compliance.
We would be happy to meet with the Commission to discuss your concerns and our
ongoing remediation work at your convenience. A full response will be provided to the
Commission within 90 days of our receipt of your letter (January 7, 2014), as requested.

The Alaska Oil and Gas Conservation Commission (AOGCC)'s records establish
ExxonMobil Production Company (ExxonMobil) as the operator of record for the Echooka Unit
#1 well. No change of operator form has ever been filed with and approved by the
AOGCC. The Echooka Unit #1 well appears to be in violation of AOGCC's plugging and
abandonment regulations, 20 AAC 25.105 - 172. Therefore, within 90 days of receipt of this
correspondence, ExxonMobil is to file with the AOGCC a plan which will bring the Echooka
Unit #1 well into compliance with AOGCC regulations no later than September 30, 2015.
To the extent the USGS desires to use the Echooka Unit #1 well, ExxonMobil and the
USGS are directed to file the change of operator form required by 20 AAC 25.020. The
AOGCC will not approve a federal agency as an operator without a written waiver of sovereign
immunity subjecting the USGS to the state's jurisdiction on regulatory matters pertaining to the
well.

Dear Commissioner Foerster:
As stated in the letter to you dated 30 May 2013 from Leslie Holland -Bartels, USGS Regional Director
for Alaska, she indicated that the USGS would be scheduling on the ground examination of the Lupine
Unit #1 Well, and two other wells, Canning River Unit Al and Echooka Unit 1. The USGS is in the
process of arranging for site inspection of each of these three wells listed above during the week of 23
July 2013. These site inspections will include the following:
1. Visual inspection of the well and associated site for indications of leaks from the well;
2. Functionality of entrance to the well via existing valve;
3. Performance of contemporary permafrost temperature measurements within the well bore.
The contemporary permafrost temperature measurements will be conducted using standard USGS
procedures that have been previously performed on these wells and those within the National Petroleum
Reserve — Alaska.
Upon completion of these site visits, a summary report will be provided to the Alaska Oil and Gas
Conservation Commission.

flight for Deadhorse, arriving at 9:05. a.m. We were met at the Deadhorse airport
by Frontier Sand and Gravel contractor, Jim Taylor who carried us to the Gay
Airways Heliport where we boarded a waiting charter helicopter.

~)e departed Deadhorse by helicopter at 9:20 a.m. and arrived at the ~est Kadlero-
shilik No. 1 well location at 9:40 a.m. This is the location where the peregrine
falcons are nesting ~.earby along the Franklin Bluffs. ~dhen we arrived over
the location we were met by one of these falcons and had to veer aw~y. from it
sharply. As we passed over the location I took a picture from the air, Photo ~l
(all photos attached). Then we flew to what had been the ice airstrip and
landed to observe the tundra and to see how the growth was coming along where
the airstrip had been used. We also landed at the northeast end of the airstrip
where a collection of tundra material had been scrapped over the ice and snow. l'here
appeared to be no per~nent damage to the tundra, .just a pile of melting ice and
si~ow i~tem~)ixed with grass and.. roots..
~,~e flew'baCk to the well location, landed and made a ground inspection, where
I took Photo #2. This photo shows some of the gravel-ice boulders that were
placed o,q top of the pit area and wellhead with the P&A marker attached, l,~is-
celi~neOus trash and debris can be seen in the foreground. I then stood on
top of the gravel boulders in the pit area and took Photo .//3. This photo is
similar to Pho':o #2 with the exception that you can see the Franklin Bluff area
i~ the background where the falcons have been nesting, t~ork cannot contim]e
at th~s locatio~ until after August 15, when the falcons have completed 'their
nesting. After walking the perimeter of the. well location ~e discussed the
leveling of .the gravel over the. pit area where the frozen gravel boulders had
bee~ placed. I requested that .the gravel be worked, toward the wellhead and
tie in with the gravel mound around the wellhead so that it would be more or'
less level. · ,-
After we took off I took Photo.#4 which shows not only the pit and the wellhead
but the campsite area ~he'~--~-h~-6-~-6-was a collection of debris and trash which
'must be buried.

We departed the Kadleroshilik..well and headed for the Echooka Unit t, lo. 1, which ,.

drainage from the hillside there has been a K~ol accumulate there.
Photo ~)6 is a view toward the ~ell pad from across the filled reserve pit
area, which is in the foreground. It shows a drainage ditch coming -From the
hillside into the filled area where a channel has erroded. Ti)e P&A marker can
be seen in the background as can the geophysical caF-~p which is using t~').

Photo #7 shows the filled in pit area and how part of it has sunk quite a bit.

Photo #8, in this photo the P&A marker can be seen welded to the ~,~ellhead
flange, the temperature survey nipple and valve conneci/ed to the center of
the flange and the filled in cellar area. I recommended that more gravel be
pushed into the reserve pit.area both to cover the debris that has started
poking up and to make the pool collection area much smaller.

Colorado Oil and Gas. - Shaviovik Unit ~}1, Sec 8, ~',="", RlgE, U.~-~I. ~P&A 7--4-69)_.
)~le then flew northeast to the Shaviovik P&A well site where the rig was
still standing over the ~;etl and a campsite abandoned nearby. I took t'~,~o
photos of this location, This lease and v~ell ~till be transferred 'to the
state from the federal government in the near futt)re, and since the rig
and camp are still in place, there will be some future clean-up work and
inspections by this division.

It appears that very little or no gravel was used for ti~e pad. ~'~,~.. rig t~as

stacKe(~ on this pad. The inspection revealed that bears had broken into
of the crew camp quarters. The dmnage vas ~;ostly confined to the r,;ethod
entry through the doors or by tearing the doors off.
Mr. Shaw was particularly interested in the condition o'F this rig since
~iobil has the rig on retainer and plans to drill two wells this ¥~inter ¥~ith
the one rig. Available rigs .are rather tight on the North Slope at this
time due to the increase in drilling activity° Mobil is organizing to
cut down time to a minimum when moving onto a new location and activating
the rig for drilling operations. They feel they will be very pressed to drill
the two wells that are planned and make the move between wells during the
nomNal winter ti~ span. They hope-to accomplish this by F~':ovin. g the camp
before freeze-up by using rolligons under special permits. This would
require about t, Jenty trips from the b)est Kavik location, across the tundra to
the )~ortheast to the Bell location, and from there north to the coast area
and across to the vicinity of their Bullen's Point staging area (40 miles),
and from there approximately 8 miles south of the Nikkelsen BaY State #1
well to the new location.
Nobil's Beli Unit #1, Sec 8'_ff_4N, R23E, U.M. (P&A 6-24-73)
~e departed the t'.~est Kavik location and proceeded to the Beli Unit 5-~1
location, arriving just before 12:00 noon. I took Photo ~J/'ll frorn the
air as we passed over the airstrip; it shows the airstrip in the foreground,
reserve pit area in the background, and the wellhead with the P~&A marker,
and the gravel campsite pad. These are all connected by a road on ,,;Jhich
can be seen a rolligon and crew quarters. On the campsite pad to the right
side is the cat which is being used to level this location.
After ¥~e landed I ¥~atked the perimeter of the location and 'took Photo
of the P~I marker. This photo also shows how coarse the so called gravel is
~ S,i~a ~ 1
here. tt. is a mixture of dirt and ungraded rocks, it ranges from '~"' ~
pebbles on up into the boulder size. It is very hard to do a smooth job
of leveling or grading with this type of soil.

Photo :~t3 is from the campsite pad back toward the wellhead and shows 'the
pa--~t')alt~-filled and leveled pit area and the P&A marker. Photo #14 'is
from the southwest corner of the pit area, looking back tow'a~d t'he' ~-~i'ellhead
marker that can be seen in the background. The pit area, ~tas still pretty
wet and unleveled. Several boards, wire rope and pieces of debris had
not been covered, and a great deal of moisture is being squeezed out of-
the mud that was in the pit when filling co)~enced. It rained the Fo~rning
of our arrival ¥~hich did not help the drying tip of a pit l ik.e this.

¥~hen wal~.tng tile perimeter of the pad ! also located a six inch drain pipe
,,~hich needs to be removed or buried. Off of the pad on the eas': side of
the ca~npsite area ~as a piling ~.-~hich had been used for the geronimo line from
the top of the rig mast.
~-.~e discussed 'the remainine~ grading and clean-ep work and concl~:~e~' that
~.,~.~o more days work would be required Cot completion. I informe~ ~:Ir. Schall
that I ~ould have to come back after the work was complete for the final
inspection.
Rolligon Path Across Tt~ndra
~e departed the location and again flew the route which the roll igons had
previously used across the tundra so v~e could observe the lack of damage
that they impart to the tundra, and ~:~ith the thought in mind that ~obil
$~ill be seeking a permit for movit~g their rigs before freeze-up. As a
result o'~ t~.y observations of the rolligon paths I v~;ould recommend that
they use different pathways on each trip because it appears that repeated
tracking on the same path does cause light damage, especially where ~et
cenditions exist.
Nobil's Bullen Poi~2]]C_~_~in~=~9~a
~-~e flew to Sullen Point,' Mobil staging area on the coast and had lunch.
Follo;~ing lunch. I took a walk around the Mobil fuel revetment area, and
~qr. Taylor shos~ed me how they were hookin~ up the pillow.? tanks and install-
ins the pit liners to fLrtner protect against possible fuel spills.
crews were in the process of installing several more pillow tanks to pro-
vide a total of ten by the time ~iinter times operations b~gin. S~ipply
barges due to arrive in late August will bring additional fuel and supplies
to be staged here for use in drilling the t¥~o ~,;ells this ~;~inter.
Point ~,~rden Gravel Spit, Sec. 31, TION, R?2F, .
~:!e then fle~ do~m the coast to Point Gordon gravel spit and landed.
Schall showed me how the ice had built up this gravel spit to about
the ~.'.,'~utn from the previous year. he took more pictures of the spit and
stated that he has other photos to prove this gro$,~th. He pointed out that
there was a great deal of gravel available here and their plans are to
make a proposal to the Divisio~ of Lands to mine the gravel wi}ich is over
one foot above the high tide line and utilize it to build 'their nearby ~ell
site. He said this ~ould prevent hauling gravel over a much longer ha~.~l 'from
a river area. It sounds like a reasonable proposal with a good substantiation
of data on the availability of the gravel.

Photo #16 is a vie~ to the east and shows the level gravel pad across the
original drill site and o's, er to the campsite area. A large neat stack of
boards can be seen in the background. I ~'as infon~ed that these boards
~ere left here on purpose because they hope to use this as a staging! area
for unloading some of the rig that v~ill be n~ved to the new well location
.near here~ The P&A marker can also be seen on the right hand side of the
p~lo ~0.

The larger water covered area is a portion of the secondary reserve pit

fairly rough, I consider it level, enough for approval. ~owever, I noted
considerable scattered debris that could be hand picked up, small boards,
paper and trash.

arriving approximately 3'00 p.m. As ~-~e approached for the landing I took

drilling bits, trash and metal scraps ~hich have not been cleaned up, removed
or buried.
Photo ~;21 is a filled fuel pit revetment that has nov~ slumped and sunk in
eno has a pool of oil standing in it. Everyone agreed that a~d~tional gravel
v~ould have to be filled in here to cover 'this oil. In the background over
the edge of the pad can be seen so~e debris. As we took o'f'? and I noted
that there a~e several pretty good piles of plate steel and ~'~iscellaneous
debris around the edge of the pad.
Photo ~22 is a view from the air after we took off and it s.}mws the level
pad, the P~.~ marker, and the filled and level pit area.

Taylor took the chopper and flew on to review the locations they plan to
build for this winter. I stayed at the Gay Air~9ays office and filled out
my Field Inspection Reports for each of the five wells ¥~e had visited. (copies
attached). I later rode over to the Nabor's camp ~,dth one of Mobil's personnel
and there I me'g gr. Schall and Mr. Taylor at dinner time. I gave ~Ir. Schall
two copies of each one of the Field Trip Reports. I wrote remarks on each
report noting the unsatisfactory items previously discussed for each one of
the five wells.

The Alaska Department of Fish and Game is concerned that the subject
location in Section 32, Township 1 North, Range 16 East, U.M. could
be too close to the channels of the Ivishak River, with the result that
this stream could be polluted through drainage or seepage from the pro-
posed drilling location.
Please advise as to the (1) location'of' this site within Section 32,
(2) minimum distance from site as constructed to the Ivishak River, and
(3) elevation of site above present water (ice) level of the Ivishak River.
