Eileen State 1&2, and West Kuparuk State 3-11-11 all located in the Prudhoe Bay Unit
Dear Mr. Denman:
The Alaska Department of Environmental Conservation (ADEC) has completed review and public notice for
permanent closure approval of the inactive reserve pits at the above referenced production pads and exploration
drilling sites located in the Prudhoe Bay Unit. The closure applications and corrective action plans provided the
required information describing the history and conditions of the reserve pits, results of required water
sampling, and an assessment of the potential risks posed by the drilling waste to human health and the
environment. All sites were inspected by ADEC after completion of the corrective actions to confirm the work
was completed in accordance with the approved plans. At production sites, all drilling waste was excavated
from the pits for disposal by deep underground injection. The pits were tested for the presence of hydrocarbon
sheening and trace metals before and after waste excavation. At these sites, the pits are closed as open
impoundments. Trace amounts of residual hydrocarbon sheen may remain in some pits. Trace amounts of
residual sheening is not considered a risk. Except for West Kuparuk State 3-11-11, all drilling waste was
excavated from the reserv.e pits at exploration sites and the excavated pits were backfilled and capped. At West
Kuparuk State 3-11-11, the reserve pit was sealed with a cap designed for permanent encapsulation of the
drilling waste in a below grade monofill. ADEC has determined that excavated or capped pits at these sites do
not present a material or probable risk to the public health or the environment.
Public notice requesting comments on closure approval was published September 29 and 30, 2004 in the
Anchorage Daily News and posted on the ADEC web site September 29th 2004. No public comments objecting
to closure approval were received in response to this public notice. ADEC has determined that the reserve pits
at these sites meet the closure requirements of 18 AAC 60.440.

Under authority of 18 AAC 60.440 (j), ADEC grants permanent closure approval to BP Exploration (Alaska)
Inc. for all inactive reserve pits at the following sites:

This permanent closure approval is subject to the following terms and conditions:
1)
In accordance with 18 AAC 60.440(1), the Department will require additional investigation,
assessment, monitoring or remediation if new information regarding conditions at the reserve pit
facilities indicates that further actions are necessary to protect human health or the environment.
2)
The approval granted by this letter is for the inactive drilling waste reserve pits only. Closure for the
pad as a whole (if required) must be coordinated between the owner/operator and the appropriate
land owner/manager.
Any person who disagrees with this decision may request an adjudicatory hearing in accordance with 18 AAC
15.195- 18 AAC 15.340 or an informal review by the Division Director in accordance with 18 AAC 15.185.
Informal review requests must be delivered to the Division Director, 555 Cordova, Anchorage, Alaska, 99501
within 15 days of the permit decision. Adjudicatory hearing requests must be delivered to the Commissioner
of the Department of Environmental Conservation, 410 Willoughby Avenue, Suite 303, Juneau, Alaska 99801,
within 30 days of the permit decision. If a hearing is not requested within 30 days, the right to appeal is
waived.

Background Information:
The NW Eileen State No.2, a Tertiary shallow gas test well, was spudded March 19, 1972 and
drilled to TD at 3033 feet. While drilling, attempts at obtaining cores were run, and the hole was
logged. The well was permanently plugged and abandoned on April 27, 1972.
BPXA, in an ongoing effort to remediate old well sites and recycle the gravel for other projects,
set forth in February 2004 to remove the NW Eileen State No.1 & 2 pad in conjunction with a
pad removal project at the old West Kuparuk State No.3-II-II site. An ice road was
constructed and equipment was mobilized to remove the gravel. Sundry Approval was obtained
to remove the surface abandonment marker and install a subsurface marker ID plate, This was
done to both remove the collision hazard presented by the marker and to return the site to as
close to its original state as possible, pre-exploration.
The foUowing weU work summary details the well work performed on this project. Attachment I
is a schematic of the well as it currently is configured,

Removed P&A surface marker and flange and discovered light black diesel to
surface in 9 5/8" x 13 3/8" annulus, Order out equipment to displace out fluid

Put heat on frozen cement around 20" conductor, prepare 1" tubing for cement
plug, Surveyors set bench mark for cut-off reference, Clean out hole to
required depth. Lower into hole and install Guillotine saw on 20" conductor.
Install wind break. Wait on welder for hot tap. Weld on 2" weldolet for hot
tap,
Install hot tap, drill through 20" conductor, found frozen mud wi diesel residue,
Drill into 9 5/8" casing, found thick black Ken Pac (Arctic Pak equivalent).
Attempt to drain annulus, fluid is not consistent and plugs off. Schedule vac
truck for following day.
Connect vac truck to valve on conductor. Vac Yz bbl of fluid. Initiate cut on
20" and 9 5/8" casing strings with saw.
Complete cut on all casing strings. Clean up debris and shut down, standby on
weather.
Clear snow from excavation. Remove cut casing stubs. Run 1" pipe down ID
of 7" casing, found thick material at 30', tried %" tubing without success.
Notified AOGCC of progress, Weld on 20" x 2 ft sump pipe to top of
conductor for circulation procedure.
JSA with crew, set scaffolding around well and prepare for hot oil truck for
circulation, Rig up lines for hot oil truck, vac trucks, hold safety meeting, Test
lines. Heat diesel to 80 degrees. Circulate down to 30 feet inside 7" casing stub
to top of solid obstruction (presumed top of cement). Switch lines to pump and
displace Ken-Pac out ofT' x 95/8" annulus. Attempt to get Yz" tubing with
mule shoe cut end down 7" x 9°'5/8" annulus while circulating out Ken-Pac.
Obstruction at 5 feet (presume(f casing collar). Circulate out annulus and leave

diesel freeze protect in annulus and casing. Notify AOGCC of conditions and
intent to pump surface cement plugs. Clean up lines, rig down and release
trucks.
Wait on equipment and weather.
Spot cement equipment on location and hold safety meeting. Chuck Scheve
with AOGCC, inspected well prior to cementing. Batch mix 15.8 ppg arctic set
cement. Wash out 7" casing and flush out 7" x 9 5/8" annulus with 10 bbls of
80 degree water. Displace out water and Arctic Pak until clean cement returns
with 5 bbls cement. Trim and clean up casing stubs for installation ofP&A
marker plate. All casing strings cut minimum of 5' below original tundra grade
level. Document cement between all strings, weld on marker plate.
Check with civil contractor for final grade to schedule site visit by AOGCC
inspector.

Sunday, March 28,2004: I traveled to BPX's Northwest Eileen State #2 exploratory
location to inspect the casing cut off and abandonment of this well.
All casing strings were cut off at approximately 5' below original ground level and all were
found to be full of cement. A %" thick marker plate was welded to the conductor casing
with the required information bead welded to it.
Gravel reclamation was ongoing at this time and good deal of equipment remained on
location. A summer visit to ensure location clearance is recommended,
SUMMARY: I inspected the casing cut off depth, and the P&A marker plate on the
Northwest Eileen State #2 well and found all to be in order.

Jack Keener requested I forward the following information to you pertaining to work activities at the plugged and
abandoned well, Northwest Eileen State No.2. Please note that depths referenced are from -3' below tundra
grade level, the minimum cut depth requirement for abandonment procedures on land.
While circulating out the Ken-Pac (early variant of Arctic Pak, just different name) from the 7" casing with
heated diesel, they tagged up on an obstruction (likely the top of the surface cement plug at 30'. The Ken-Pac
was flushed out in preparation for cementing. They then attempted to circulate out the Ken-Pac from the 7" x 9
5/8" annulus with %" tubing with a mule shoe cut on the end. They tagged up on what is likely a casing collar on
the 7" casing at - 5' and can go no deeper. The Ken-Pac was circulated out and freeze protected in
preparation for cementing. No circulation was attempted on the 9 5/8" x 20" annulus because of cement at
surface.
Our plan forward for the NWE #2 now is to displace out the freeze protect fluid (diesel) with cement install the
subsurface P&A marker plate and backfill the excavations as proposed in our program. We will likely perform
the final cementing procedure tomorrow, pending availability of cementing equipment from Dowell.
At present, our field crew is preparing to squeeze down the 133/8" x 9 5/8" annulus on the Northwest Eileen
State No.1 well. In preparation for cutting, a small amount of gas «100 psi) was discovered when hot tapping.
This bled down quite rapidly which is indicative of a small pocket and may be attributable to a microannulus
somewhere in the well. If we can establish a circulation rate, we will bullhead squeeze this off with cement
tomorrow, subsequent to the work on the Northwest Eileen No.2 well. Since this annulus is already full of
cement (per well records), we are not likely to get much of a squeeze, but will make an attempt nonetheless.
We will then cut the casing strings on the NWE # 1 and install the subsurface marker plate there as well.
Hopefully we can wrap both of these at the same time which will minimize the impact on your activities for
inspection.
Jack indicated you may be on site today to visually inspect the operation.

BP Exploration (Alaska) Inc. (BPXA) hereby applies for Sundry Approval of its plan to change-out,
the well abandonment marker for Northwest Eileen State No.2. The surface monument will be /'
replaced with a subsurface marker plate. The anticipated commencement date of this work is mid-
February, 2004.
BPXA will be recovering the gravel from the Northwest Eileen State No(s) 1 & 2 exploratory drill site
for recycling into other projects. BPXA wishes to eliminate the collision hazard presented by the
marker post after pad gravel removal. After making a small near well-bore excavation, the casing /'
strings will be severed and a subsurface well ID plate will be welded over the casing stubs at a
minimum of 3 feet below original tundra grade level per 20 AAC 25.120.
After the marker has been changed out and the gravel has been removed, the surface will be
graded and contoured to more closely resemble its natural state prior to drilling operations in 1972. /'
A mound will be left over the well excavation point to counter the effects of settling and prevent
ponding.
Please be advised that research of the current well condition indicates that while the NW Eileen St.
#2 well has an approved P&A status;'to perform the procedure indicated above may necessitate
remedial procedures to remove "Ken Pak" freeze protect material from the upper annuli of the well.
Records indicate that Ken Pak was left in the 7" x 9 5/8" annulus and the 9 5/8" x 20" annulus. An
attempt will be made to remove the Ken Pak in the 9 5/8" x 20" annulus to 104' (depth to bottom of /' *
conductor) and replace it with cement to surface. An attempt will also be made to remove the Ken ~
Pak from the 7" x 9 5/8" annulus to 150' and replace it with cement to surface as well prior to cutting v;"v-t~.
the casing strings and installation of the subsurface marker. It is hoped that the AOGCC will l vJ6
recognize that it may not be possible to attain the desired depth and that any cement displacement ~
at surface may be minimal. In the case that it is not possible to circulate out the Ken Pak, a verbal
request will be made to cease efforts in that direction and authorization to proceed with the ",/
subsurface casing cut and abandonment marker plate will be requested. Attachment I is a wellbore
schematic indicating the current configuration of the NW Eileen St. #2 wellbore based on records
available. Attachment II reflects proposed final condition after above attempted procedures.

File and insure all necessary permits and applications are in place.
Notify AOGCC of pending well work operations.
Excavate around well and remove debris as necessary to access casing.
Inspect for vent or other to verify no potential for trapped pressure. If not /
possible to verify potential trapped pressure, hot tap casing as necessary for
safety. Well is P&A'd so no pressure other than thermally induced should be
present.
Records indicate "Ken Pak" freeze protect in upper annuli of 7" x 9 5/8" casing
and 9 5/8" x 20" conductor. For marker change out and cutting of casing strings
to install subsurface marker, it will be necessary to make attempt at displacing out -
Ken Pak and replacing with permafrost type cement. Mobilize out tankage, liner, ~
valves and line for use in displacing procedure. Rig up all in preparation.
Cut off P&A marker post and plate at surface for access to casing annuli. If
bradenhead is present, cut off all casing strings directly below bradenhead for
access to annulL Bradenhead likely has slips installed so access to annulus may
not be possible. Notify AOGCC of pending surface cement job in 9 5/8" x 7"
annulus.
Fabricate and rig up catch reservoir and trough to catch well fluids as circulated
out of well bore. Mobilize out Hot-Oil pumping service and 100 degree brine for
displacing out Ken Pak.
Rig up pump lines, prepare to RIH with I" tubing using either boom truck,
excavator, or loader wi stinger. Tubing is to have mule shoe cut on end to work
around casing collars and be crimped to induce jetting effect while RIH.
Attempt to RIH with I" tubing to bottom of 20" conductor at 1 04' while
circulating around brine in attempt to displace freeze protect material. Tubing
will have to be moved around as much as is possible to maxÏtnize effort of
removing Ken Pak. Proceed until either reach 104' or refusal point is reached. It
may not be possible to achieve any depth or only partial depth. When refusal
reached, notify AOGCC and request approval for displacing cement at depth
achieved. Proceed to step #10. If unable to achieve any removal of Ken Pak, a
....waiver will be requested for requirement, and work will commence on 7" x 9 5/8"
annulus. Proceed to step #11.
RU cementers, pump cement volume calculated from final results achieved in step
#9 above to displace out brine and fill 9 5/8" x 20" annulus with cement from step /--
#9 depth to surface. Permafrost type cement has quick set time so be prepared to
cement in 1" tubing and leave in place.
Lay down I" tubing and rig up to run 3;4" tubing into 7" x 9 5/8" annulus while
circulating warm brine. Tubing is to have mule shoe cut on end to work around
casing collars and be crimped to induce jetting effect while RIB.

Run 3;4" tubing down 7" x 9 5/8" annulus to 160'while circulating around brine in
attempt to displace freeze protect material. Tubing will have to be moved around
as much as is possible to maximize effort of removing Ken Pak. Proceed until
either reach 160' or refusal point is reached. It may not be possible to achieve
any depth or only partial depth. When refusal reached, notify AOGCC and
request approval for displacing cement at depth achieved. Proceed to step # 13. If
unable to achieve any removal of Ken Pak, a waiver will be requested for
requirement, and efforts will be turned to severing of casing strings below tundra
grade level. Proceed to step #14.
RU cementers, pump cement volume calculated from final results achieved in step
# 12 above to displace out brine and fill 7" x 9 5/8" annulus with cement from step
#] 2 depth to surface. Permafrost type cement has quick set time so be prepared to
cement in 3/4" tubing and leave in place.
Rig down and release cementers from location. Mobilize in excavator and
excavate to 5' below original tundra grade level. .
Cut casing strings minimum of 3' below original tundra grade level. Allow
AOGCC inspector to look at casing annuli if requested.
Weld on well P&A marker plate with following information:

proposed N.W. Eileen. State #2 well. Our check for $100.00
filing fee is enclosed.
The well will be drilled, from an existing gravel pad that
was previously constructed to permit summer operation of
the N.W. Eileen State #1, which was drilled in 1969.
We plan to begin work on. the winter road by the end
February and to spud sometime in March.

The Atlantic Richfield Company proposes to drill a tertiary gas sand test to approx 3500'
with 9.0-10.5 PPg fresh water mud. Logs, tests & cores will· be taken at selected intervals.
Test to be drilled on the existing N. W. Eileen #1 graveled location. A 20" Hydril 2000 psi
will be installed & tested on the 20" casing and at least a 3000 psi Hydril, double preventer
& wellhead will be installed on the 9-5/8" and 7" casings. The BOPE will be operationally
tested each trip & pressure tested weekly. Prior to completion or suspension, a non-freezing
fluid will be left between all casing strings within the permafrost interval.
Estimated Tops: Tertiary Gas Sands - 1900', Cretaceous (K-15) - 2950'.
