Gas 333 West Seventh Avenue Anchorage, Alaska 99501-3572 Main: 907.279.1433 Fox: 907.276.7542 On August 3, 2014 an Alaska Oil and Gas Conservation Commission (AOGCC) Petroleum Inspector witnessed a no -flow test of Granite Point State 18742 Well #23RD located on the Anna Platform in Cook Inlet. The well is operated by Hilcorp Alaska, LLC (Hilcorp). A subsurface safety valve is not required to be installed in this well based on the no -flow test result. A fail- safe automatic surface safety valve system capable of preventing uncontrolled flow must be maintained in proper working condition in this well as required in 20 AAC 25.265. The AOGCC Inspector confirmed that the proper test equipment — as outlined in AOGCC Industry Guidance Bulletin 10-004 — was rigged up to Granite Point State 18742 Well #23RD. The well was monitored for four hours with two shut-in periods each followed by a flow period. The concluding gas flow rate was measured to be less than the maximum allowed by regulation (900 standard cubic feet per hour). No liquid production was observed during the test. The subsurface safety valve must be returned to service if Granite Point State 18742 Well #23RD demonstrates an ability to flow unassisted to surface. Any cleanout, perforating or other stimulation work in this well will necessitate a subsequent no flow test. Please retain a copy of this letter on the Anna Platform. Ryan Cowie, lead production operator, performed the no -flow test for my witness today. The pressure was read on an Erdco Armor -Flo resistance style gas flow meter, range of 150 scf/hr to 1500 scf/hr and a recently calibrated 30 psi, 5" test gage w/0.2 psi increments. When I arrived, Anna #23RD was observed to have 0.3 psi on the tubing/annulus and was flowing gas at a rate of 325 scf into a barrel. The annulus was open to the tubing. I observed the well for approximately four hours during two shut-in periods each followed by a flow period. The well exhibited less buildup and sustained flow rates below the maximum allowed as the test progressed. I wl supplemented the pressure readings by submerging the bleed hose in a five gallon bucket filled with water and measuring where the hydrostatic pressure would stop the gas bleeding. This confirmed the readings I observed on the test gage. This well was originally completed as a pumping oil well in August 1968. Suspected wellbore damage has reduced the production rate to a marginal level. The well has been shut-in since February 26, 1978 when the wellbore was acciden- tally intersected at 2900' TMD while drilling Granite Point Well No. MUC-I-3. Although both the existing 13-3/8" and 9-5/8" casing strings were damaged, the extent of the damage is unknown. We propose to side- track the wellbore by cutting and Pulling approximately 3400' of 9-5/8" casing (500' below the damage point) and drilling new 12-1/4" hole to a subsurface location on top of the Middle Kenai C-5 zone at 2300' FSL, 2800' FWL, Section 12, TiON, R12W, S.M. Total depth will be achieved following full penetration of the C-8 zone estimated at 9900' TMD. This recom- pletion is required to increase productivity of the well and thereby recover trapped reserves from the crestal area of the Granite Point structure. Since this well will be the fourth completed in the SE 1/4 of Section 12, we hereby request administrative approval for the above location. In addition, according'to State Oil and Gas Conservation Regulations No. 2060 and No. 2061, please be advised that Mobil Oil Company is an affected operator.
