Our adopted conventions for assigning APl numbers, permit numbers and well names did not specifically address expired or cancelled permits. This omission has caused some inconsistencies in the treatment of these kinds of applications for permit to ddil. Operators have asked us to adopt formal procedures for this class of permit application in order to prevent future database disparities. If a permit expires or is cancelled by an operator, the permit number of the subject permit will remain unchanged. The APl number and in some instances the well name reflect the number of preexisting reddlls and or multilaterais in a well. In order to prevent confusing a cancelled or expired permit with an active well or multilateral these case sensitive well identifiers will be changed for expired and cancelled applications for permits to ddll. The APl number for this cancelled or expired permit is modified so the eleven and twelfth digits is 95. The well name for a cancelled or expired permit is modified with an appended xx. These procedures are an addendum to the APl numbering methods described in AOGCC staff memorandum "Multi-lateral (weilbore segment) Ddiling Permit Procedures, revised December 29, 1995. AOGCC database has been changed to reflect these changes to this permit. TELEPHONE: (213) 879-5252 PLAN OF OPERATION-COLVILLE UNIT WELLS The well will be drilled according to the work sheet sub- mitted to your office last week; test the grandstand formation and, depending on the results of the test, the well may be drilled to the depth of 4200'. Again, depending on the results of the deeper drilling, the hole could possibly be drilled to 6000'±. Brinkerhoff Drilling Company has contracted for the drilling of the proposed three Colville Unit wells on a turnkey basis. McCulloch Oil Corporation is holding Brinkerhoff responsible for minimizing, to the fullest, any damage to the environment. In addition, when the well sites are cleaned up, after drilling is completed, to be certain that every effort is made to prevent future erosion. McCulloch Oil accepts the ultimate responsibility for environmental damage. The present plan is to drill $5 after $3 has been completed. Brinkerhoff does not plan to move the camp from its present lo- cation, at well #3. A small satalite combination office and bunk house will be set up on location .$5. When Colville Unit $3 is drilled, it will be necessary to move the camp buildings from the $2 location to the $3 well site. Weather conditions make the-distance, 8 miles, too great to attempt to travel from the well site to the camp for tour changes. On both locations, $3 and $5, as it is on $2, the rig and ax- illary equipment will be set on wood panels, there by minimizing any damage to the ~tundra. Very little excavation work will be necessary except for the reserve pit, the sewage sump and the burn pit. The ice roads between locations will be constructed on ridges when possible., If any stream beds are crossed, ice bridges will be made, again protecting the tundra and preventing erosion. WATER SOURCE: ~ Water will be obtained from the nearest sourse; a near by lake or the Colville River. At Colville Unit $3, some water is obtained from a small lake, near the.old cat trail. The lake is located approximately one half mile west of the well site. It will be hauled !.by truck over ice roads from the source to the rig location. CALIFORNIA 90024 · TELEPHONE: (213) 879'5252 SEWAGE WASTE: Sewage waste will be piped to a pit 150'± from the camp buildings. After the well has been completed, the pit will be back filled and every attempt will be made to restore the area to its pristine condition. McCulloch Oil Corporation's Los Angeles office has written Dr. Brewer, Juneau, asking for spe- cifications of disposal equipment, both sewage and combustibles, that will be acceptable to the State of Alaska. McCulloch Oil will make every attem~tto~adhere to. the rules and regulations of all governmental agencies. COMBUSTIBLES: Combustibles will be burned in a pit near the location. Again, the same proceedures will be followed, as the above, to landscape the area. NON-COMBUSTIBLES: Non-combustibles will be stacked on the location for dis- posal at a later date. The smaller objects will be buried in the reserve pit, being careful to bury them deep enough so that freezing and thawing will not cause the objects to rise to the surface. Larger objects.will be trucked to the air strip where they can be hauled to an acceptable dumping ground. RIG LOCATION: The reserve pit, the camp sump and the burn pit will be back filled and landscaped when the well has been completed. Any and all wastes will be cleaned up and disposed of as the mentioned above. ~. LOGISTICS: Ail materials, supplies and fuel will be flown to the Umiat air strip from Anchorage, Fairbanks, and Deadhorse. They will then be hauled by truck, over the ice roads to the location. In constructing these ice.roads, extreme care will be taken to prevent damage to the environment. It was anticipated that containing rig wastes might become a'problem, in addition, it would be necessary to make a considerable cut on the hill side.to prepare a level drilling site. Because of the above problems, the location was moved over 200' in a north-easterly direction, to a gently sloping knoll or hill top. No vegetation was visible in any direction for at least a half mile. The entire area is covered by frozen tundra. Culloch OiI Corp.-, is very aware ~f 'the requirements of the State of Alaska' pertaining tO the pr~tec%ion of the environment and will do every thing possible to. adhere to ~uy regulations set'by the ~tate. ~,~e~ the original well location was surveyed in Sec. 11, T. I S.R. the locatio~ fell in a water course from a canyon running to the Coleville RiVer. Because of the dauger from possible pollution, the well site was moved several hundred feet to the top of a broad, flat knoll where ~y r~u-off from the rig could be controlled and directed in to the reserve pit. This pit ~ll be of ~adequate size to contain all ~f the waste liquids from the well, and it will be well protected by su~stautial levies. The ~ distance from the drilling site to the Coleville river is tw~ a~d a h~!*~ miles, the terrai~ between the ~ell and the river is a broad,' flat, gently sloping bench, two miles wide, to the river's edge. No excavations, except a small camp-disposal sump has been made, to date. I~h~u drilling is started next November, the reserve pit will be dug.
