Dear Dr. Chatham:
The Alaska Department of Environmental Conservation (ADEC) has completed' review and public
notice for permanent closure approval of the inactive reserve pits located at the above reference sites
located on the North Slope. The closure applications provided the required information describing
the history of the reserve pit(s), the present condition of the reserve pits(s), results of any required
water sampling and an assessment of the potential risks posed by the drilling waste to human health
and the environment. ADEC coordinated field inspections and review of the closure plans with the
appropriate land managers. ADEC has determined that the backfilled reserve pits at these sites do
not present a material or probable risk to the public health or the environment.
Public notice requesting comments on the closure requests was published February 21 and 22, 2002
in the Anchorage Daily News and posted on the state web site February 21, 2002. No public
comments objecting to closure approval were received in response to this public notice. ADEC has
determined that the reserve pits at these sites meet the closure requirements of 18 AAC 60.440.

Under authority of 18 AAC 60.440 (j), ADEC grants permanent closure approval to BP Exploration
(Alaska) Inc. for the inactive reserve pits at the following sites:

This permanent closure approval is subject to the following terms and conditions:
In,aCcordance with 18 AAC 60.440(1), the Department will require additional investigation,
~Sessment, monitoring or remediation if neTM information regarding conditions at the reserve
pit facilities indicates that further actions are necessary to protect human health or the
environment.

Thel approval granted by this letter is for'the inactive.drilling waste reserve pit(s) only.
Closure for the pad as a whole (if required) must be coordinated between the owner/operator
and the appropriate land owner/manager.
Any person who disagrees with any portion of this deCision may request an adjudicatory heating in
accordance with 18 AAC 15.200-310. The request should be mailed :to the Commissioner of the
Department of Environmental Conservation, 555 Cordova Ave. Anchorage, AK 99501. If a hearing
is not requested within thirty (30) days of the date of this letter, the right of appeal is waived. If an
adjudicatory hearing is requested and granted, this decision remains in full effect during the
adjudicatory process.

Dear Mr. Holliday:
Concerning your request about the early release of
confidential information from Pt. McIntyre #1, #2, #3 & #4,
AS 31.05.035 states, in part:

"(c) The reports and information required in (a) of
this section shall be confidential for 24 months
following the 30 day filing period unless the owner of
the well gives written permission to release the
reports and information at an earlier date."
The Commission has always interpreted this provision as
authorizing the early release, with the owners written
approval, of confidential well information to the general
public, not a selective release to'.one individual.
Accordingly, if the owner(s) of Pt. McIntyre #1, #2, #3 & #4
authorize the early release of the well data, the Commission
will make this data available to the general public.

Dear Mr. Johnston:
I wrote you on April 3, 1990 on behalf of my clients, CFM
Corporation, Cliff Burglin and Charles Hamel to obtain all
information which the Commission had received concerning the
above-referenced wells pursuant to the Commission's reporting
requirements under A.S. 31.05.035(1) through (3). I further
requested any and all other materials regarding development of the
Point McIntyre Oil Field and the Gywder Bay Unit, including
without limitation all tests performed such as geophysical,
chemical and paleontological tests, all maps, memoranda from all
sources, information or knowledge concerning untapped formation
such as, but not limited to, the Sadlerochit and Lisburne
formations. My clients sought all information accumulated from
the inception of exploration on the North Slope concerning Point
McIntyre Field whether complete or not, whether formal or
informal. The request was made' under A.S. 9.25.100 and
9.25.120. My clients have since determined that they need to
review the same information for Point McIntyre Well No. 4.

It is my understanding from correspondence from you that the
Commission takes the position that all these materials are
confidential under A.S. 31.05.035. My review of A.S. 31.05.035
indicates that information required under A.S. 31.05.035(c) and
(d) is not confidential if the owner of the well gives written
permission to release the reports and information. Please advise
whether the Alaska Oil and Gas Conservation Commission would
object to release to my clients of the informatiOn identified
above if Exxon gives written permission to the Commission to
release the information to them.

3:45 pm showup and 4:45 departure via Alaska Airlines, Flight No.
341 for Deadhorse arriving at 7:10 pm. Weather: +36°F, light
wind, fog.

Monday, August 15, 1983: Inspection of forty-one abandoned and
suspended wells began at 9:00 am and continued until 3:30 pm on
Wednesday, August 17. Separate reports cover suspended wells and
a BOPE test on ARCO's DS 4-20 Monday evening.
I recommend to the cOmmission, the following wells be approved for
final abandonment:

I have also approved Pt. McIntyre #1 and #2 as the pad and well
marker meet all the .criteria for approval on our surface abandon-
ment report. However, seeding of drilling mud off the northeast
corner of the pad will occur the last week of August and will
need to be inspected next summer.
Pictures and surface abandonment reports are attached to this
letter.
I departed Deadhorse via Alaska Airline, Flight #56 at 4:30 pm
arriving in Anchor-age at 6:10 pm and at my home at 6:40 pm.
In summary, I inspected nine ARCO locations for surface cleanup
and P/A markers.

This letter is sent to 'follow-up our September 30 phone conversation.
During that call we briefly discussed the drilling mud which is on the
tundra close to the drilling reserve pit at Point McIntyre. The mud was
detected on September'25, 1982 when visited by ARCO and AOGCC employees
as part of the pad inspection to determine if it was adequately cleaned
to meet abandonment status. At this time I've received various and
conflicting descriptions of the amount of mud and the aerial extent of
tundra impact~ To be on the safe side, I assume the AOGCC estimate of
1800 BBLS is the correct amount and the enclosed map describes the area
affected. I believe the primary reason for conflicting descriptions is
the presence of snow on the site. An accurate description of the area
impacted will have to wait until next Spring.
Because the mud does not contain hydrocarbons, based on laboratory
analysis of a grab sample taken on September 25, our primary response
will be to stabilize/vegetate the affected area. At this point the
vegetation plan is outlined as follows:

Collect representative mud samples from the area, conduct soils
analysis and establish best seed or seed/fertilizer mixture for
vege tat ion.

If the seed is available and snow cover permits we will attempt to
sow a "native" plant seed this fall. If it's not possible, we will
~commence seeding in early spring 1983. We have requested that Bill
Mitchell, Agricultural Experiment Station, Palmer, provide the seed
and recommend the fertilizer, if necessary.
Spring 1983
A. If seeding was possible in '82, check sprouting st'atus.

as possible after the snow melt in order to maximize the ~growing

to abandon and contact AOGCC to coordinate final inspection.

If vegetation success marginal but evaluated as potentially
successful, continue vegetation efforts.

If vegetation efforts unsuccessful, stop vegetation attempt and
contact appropriate agencies for approvals (tundra travel, etc.),
to remove the mud.
Fall 1984
Check status, and finalize estimated abandonment scenario.
Spring 1985
Obtain final AOGCC - P & A notification.
I believe the above schedule is reasonable and hope that a modification
of this vegetation plan will not be necessary. However, you indicated
that you desire to discuss this vegetation concept with other members of
NRO and possibly other State employees. Because it is desired, even
though not confirmed as possible because of snow conditions, to sow seed
this fall, your timely concurrence or request for change(s) would be
appreciated.

up requirements on subject well. Specifically, all pits will be filled per AOGCC
regulations. This extension will allow the work to be done during summer when ice and
snow are no problem. The AOGCC will be notified when a final site inspection can be
performed.

~.s the attached pictures indicate the pad is clean and graded.
The well marker post is cemented into the'%vell bore, and has the
correct bead weld information. The-mud and burn pits are not
filled, but are in the process of being filled with gravel.'
Therefore I recommend that the Commission not grant final abandonment
approval until the pits haVe been cOvered and another inspection
con¢]ucted on this location.
In summary.- I conducted the clean-up inspection of Gulf Oil
Corporation's Pt. McIntyre Wells 1 & 2. I recommend that the
Commission not gran~ final abandonment approval until all pit
areas on the location have been filled and 'another inspection
conducted by a petroleum .inspector during the summer of 19.82.

In regard to the above referenced regulations, your attention
is called to an attached list of ~ells which, according to our
records, have not received a final location inspection and
approval of clean up. In compliance with 20 AAC 25.170 Section
(a), "~ithin one year of suspension or abandonment of an on-
shore well", all clean up work is to be finished. Section (b)
provides the means for an extension of time if a valid reason
exists. Section (c) provides for on site inspection.
Consequently, we are presenting the following list of your
abandoned and/or suSpended wells. ~.any of these are no~; more
than one year old and are not in compliance with regulations.
Others should have the final inspection completed, this summer
while weather permits. This list covers the years 1975 to
date. There may be some earlier wells that also need inspec-
tion. If you have any earlier wells to be inspected this
summer please info~ us.
Therefore, we are requesting a schedule from you for this

Dear Sirs:
Under normal procedures, the data and information which Gulf has submitted
to.the State of Alaska relative to these wells will become public informa-
tion on November 6, 1979 for the Gulf #1 Pt. McIntyre and on December 12,
1979 for the Gulf #2 Pt. McIntyre.
Section 31.05.035(c) Alaska Statutes reads as follows:
"The repOrts and information required in (a) of this section
shall be kept confidential for 24 months following the 30-
day filing period unless the owner of the well gives written
permission to release the reports and information at an
earlier date. If the commissioner finds that the required
reports and information contain significant information
relating to the valuation of unleased land in the same vicinity,
he shall keep the reports and information confidential for
a reasonable time after the disposition of all affected
unleased land, unless the owner of the well gives written
permission to release the reports and information at an
earlier date."
In view of the proximity of these wells to unleased State lands which may be
included in the proposed State/Federal Beaufort Sea Lease Sale, Gulf
respectfully requests that the Commissioner continue to hold the reports and
information from these wells confidential until leases on the nearby lands
have been awarded.

with the suggestion that the State and Federal officials should have
co~on access to the data necessary to evaluate the disputed lands, and
in accordance therewith we hereby consent to the State's furnishing copies
of its data to the U. S. Geological Survey on the basis of confidentiality
as outlined in your letter of May 3, 1979.
We do solicit the Conservation Division's acknowledgement in writing when
these data have been received from the State that these data will be hel~
in strict confidence and will not be released to any third party.

The Depa_rtment of the Interior and the State of .Alaska are
progressing on schedule with preparation for the Joint
Federal/State P~aufort Sea lease sale-~fnich is plumed for
December 1979. We are hopeful tbmt several probt~ns, which have
arisen ,will be solved so that the Sale can 'procec~4 as scheduled.
A major probIem relates to the joint tract evaluation effort
which is presently unde~ay. The State of Alaska has access
to confidential %,~11 data from several key wells (see attached
list) adjacent to the sale area. These key well data are not
presently available to the Conservation Division of the U. S.
Geological Survey.
The professional staffs of the Alaska Department of Natural
Resources ~]d the U. S. Geological Survey are %~orking together in
preparing the required pre-sale evaluation of le,asing mnits to
be .offered in the Beaufort Sea sale. It is of critical
importance that t~he State and .the Department of the Interior'
concur, in, the 'evaluation of the disputed acreage. The [.1~orandum
of Undem-st~mding (~DU) entered into by Governor Hammond and
Secretary Andrus r ~equires. the rejection of bids on disputed
tracts unless the State and Federal tract evaluation groups
reach agr~ts with regard to bid acceptance/rejection
criteria for the disputed tracts. We have a copy of the
which sets forth the requirement in Section K, Bid D~ceptance/
Rejection.
Unless the U. S. Geological Survey and t_he Department of Natural
Resources share .a conn~n data base, it is very unlikely that
the State .and Federal professional staffs will be able to reach
agreement .with regard to the evaluation of disputed acreage.
If the two groups are forced to work separately With different
data' bases and, as a result, reach differing de{erminations
of tract values, bids on the disputed tracts will necessarily
be rejected.
(2) .
As a rotter of law, the U. S. Geological Survey must establish
the fair market value and, t_he Federal Gove~m~ent must r~:ceive
fair n%Trket value for the leasing of OCS lands. As co-chairmen
of the joint evaluation effort, we believe that the only w~y we
can achieve the requirements of federal law and meet the terms
of the ~,~DU is to have cartoon access to all of tine relevant well
data necessary to evaluate the disputed lands.
'AlthoUgh these well data are currently on file with the State
of Alaska, we have.been advised~ by the State Depar~t of Law

I have reviewed the correspondence between you and.representatives of
Arco and Exxon Concerning final abandonment of the Pt. Mclntyre loca-
tion. I would like to summarize our understanding of the situation to
make sure everyone agrees.
1)
ARCO and Exxon agree to assume responsibility, jointly and
severally, for final abandonment and cleanup of the existing
location, which includes filling and leveling of the reserve
pit and well pad. This work will be done on or before the date
of the contraction of the Prudhoe Bay Unit, unless lease
operations are resumed before then. Atlantic Richfield
Company's Statewide Federal Insurance Co. Bond #8011-38-40 and
Exxon Company's Oil & Gas Conservation Bond # 513404049, B-l-4
may.be called upon to assure-final abandonment compliance as
stated above.
2)
Gulf eXpressly agrees to save and hold Atlantic Richfield
Company and Exxon Company, U.S.A., harmless from any and all
.claims, damages, lawsuits and/or penalties resulting from
Gulf's use of the Pt. Mclntyre well pad.
If this agreement is acceptable to all parties, please acknowledge con-

· he Alaska Department of Enviro~tal Conservation has inspected
the Pt. McIntyre well pad during and follc~ing the clean-up of the
referenced oil spill.
We are satisfied with the action taken to date by Gulf Oil and
Arctic Oilfield Services, Inc. in cleaning up the spill. Our
last inspection of the site on September 26, 1978 revealed small
quantities of oil still leaching from the pad and surrounding tundra.
At that time we recommended, and Gulf Oil agree,d to take steps
necessary until freeze-up to collect the oil leaching from the pad.
Further, it was agreed that the pad would bemonitoredduring and
following break-up in the spring of 1979 and necessary clean-up action
would be taken.
We have no objections to Gulf Oil and Atlantic Richfield Company
concluding agreements regarding control of the Pt. McIntyre pad
provided that Gulf Oil maintain responsibility for any further
clean-up necessary at this site.

On September 5, 1978, your Petroleum Inspector, Mr. Harold Hawkins,
inspected the site of the above-captioned wells in response to my
request of August 29, 1978. Subsequently, he prepared a Field In-
spection Report, which contained the following remark: "Abandonment
not approved due to mud pit not being filled. (See 11AAC 22.170 Location
Cleanup of Oil and Gas Regulations)" Ii explained to you that our having
used, under license, an existing pad owned by ARCo and Exxon made it likely
that those companies would want us to leave the pit as is so that it would
be available for their use if they would later elect to drill another
well from the pad. You then indicated that, if we could present to you
letters from ARCo and Exxon by which they would agree to accept responsi-
bility for eventually filling the pit, you would be able to amend Mr.
Hawkins' Field Inspection Report to eliminate the pit-filling require-
ment.
Accordingly, we requested ARCo and Exxon to provide us with the necessary
letter, and each of them has now done so. One copy of each l'etter is
attached. I trust that it will now be in order for you to give us your
written approval of the final abandonment of the two above-captioned wells.

You and I have been discussing the requirement of the Alaska Division of Oil. '
and Gas Conservation (ADOGC) that the mud pit, as part of the facilities
licensed to Gulf by ARCo and Exxon under that certain License dated August
31, 1977, be filled in accordance with the provisions of 11AAC 22.170 before
final abandonment of the subject wells is approved. Two copies of the ADOGC's
Field Inspection Report are attached, as per our discussion. Mr. Lonnie Smith,
Chief Petroleum Engineer in that agency, has informed me that, because of the
circumstance of Gulf's having used another company's facilities as the surface
location for the wells, the ADOGC would be willing to give a final approval if'
the pad owners plan possible further-use of the pad and do not desire to have
the pad destroyed by filling the pit With existing pad material, provided that
the owners will agree to fill the pit before abandonment of the pad. Accord-'
ingly, I requested that ARCo and Exxon signify, in writing, their intention
to eventually fill the pit or their understanding that, if Gulf is to fill the
pit, the existing pad material would be used insofar as necessary to accom-
plish the filling.
You expressed reservations about ARCo's willingness to take on any liability
as a result of Gulf's use of the pad. Gulf has satisfied the requirements
of the Alaska Department of Environmental Conservation relative to cleanup of'..
the pad. ARCo~'s Mr. Pat Metz has been furnished with all correspondence on
this phase of the operation. Therefore, Gulf would agree to hold ARCo and
Exxon harmless from any future liability which resulted from Gulf's uSe of
the pad. You mentioned a letter agreement to that effect but stipulated that
it would'~equire some clearances from ARCo's exploration and operating people,
who have expressed the need to see a letter request from Gulf before deciding
whether or not ARCo and/or Exxon needs the existing pad'.

This will confirm my phone call of yesterday morning to Ms. Nelson
concerning our clean-up operation at the drill site for our Point
McIntyre #1 and #2 wells on the North Slope. As reported, we are
in the process of performing-the final, "post-breakup" clean-up of
the location. This work is being done for us by Arctic Oilfield
Services (AOS) under the supervision of their Mr. Glenn Newton.
Near what they thought would be the end of their task, they became
aware of the seepage of what appeared to be diesel fuel from around
the inland edge of the pad and the mUd_-~t associated with it. On the
morning of'Saturday, July 15~, Mr. Newton phoned the prescribed Zenith
number for reporting such matters and made his report to the State
Trooper on duty. The Troopers relayed the message by telex to the
office of Mr. John Janssen in the Fairbanks Office of the Department of
Environmental Conservation , and it was on his desk early on the morning
of Monday, July 17.

and Gas Conservation was on the Slope in connection with an inspection

tion of Mr. Newton, I accompanied Mr. Larry Safford, Assistant Operations
Manager of Crowley Environmental Services, to the location, and he
recommended certain remedial measures which he felt would be helpful
in taking care of the situation. On Monday, July 17, after talking to
you, I phoned Mr. Paul Bateman in the Fairbanks DEC Office, and he re-
ferred me to Mr. Janssen, who agreed to consult with Crowley's Mr. Saf-

As you are aware from your copy of my July 18, 1978 letter to Ms. Ethel
H. Nelson and from our subsequent conversations, Gulf spudded in our
Point McIntyre #1 well on August 11, 1977 after moving in the rig by
helicopter and certain supplies by rolligon. We completed the drilling
of a deviated hole on October 6, 1977, plugged back to a point below the
permafrost, and proceeded to drill Point McIntyre #2 well as another
deviated hole. Drilling operations at #2were completed on November
12, 1977, and we then moved the rig out and cleaned .up the pad and
the area around it as well as possible under the frozen conditions. '
We then notified Ms. Nelson of the actions which we had taken and informed
her that, as soon as possible after break-up, we would complete the
clean-up and notifY her when we were ready for final inspection. When
our contractor, Arctic Oilfield Services, Inc., commenced the clean-up
operation, they became aware of the seepage that was the subject-of my
July 18, 1978 letter to Ms. Nelson. Since the discovery of the seepage,
we have been working with you , with Crowley .Environmental Services Cor-
poration and with Arctic Oilfield Services, Inc. to eliminate the seepage
and, insofar as possible, restore the drilling pad and the surrounding area
to its former condition.
We now feel that we are ready to submit to you the final report required
by 18 AAC 75.100, and the information listed below is offered to that end.
Please note that the numbers of sections (1) through (10) of our report
are intended to correspond to the same numbers in 18 AAC 75.110; where
supplementary sub-section designations are necessary in our report, they
have been added. ..
(1) Date and Time of the Discharge: It is not possible to assign a
definite date and time to this occurrence. 'Diesel oil was spotted in
the hole (and thus added to the mud system) at various times during
the drilling of the two wells in order to assist in freeing stuck

drill pipe in the two deviated holes, Also, after the seepage
was discovered, investigation revealed that there had been undetected
leakage of diesel oil into the gravel pad in the areas of the' fuel
storage tanks and the generators during the three months that the
pad was in use.
(2) Location of.the Discharge: The surface location of the wells
is 1'445' from the South Line and 589' from the East Line of Section
16, Township 12 North, Range 14 East, Umiat Meridian, on Alaska's
North Slope.
(3) Person or Persons Causinq or Responsible for the~Discharqe:
Unknown.
(4) TYpe(s) and Amount(is) of Hazardous-Substance(.~) Discharqed:
(a) To the best of our knowledge,.backed up by the opinion of
the Crowley Environmental Services who examined the area and pre-
scribed corrective measures, the only hazardous substance with
which we had to deal was diesel oil.
(b) The amount of diesel oil involved in this occurrence can
only be estimated. Our contractor collected three 55-gallon
drums of diesel by wringing it out of sorbent pads. An esti-
mated 10 such drums of diesel were collected with Type 270
booms and sorbent pads, all of which were burned under permit.
An unknown but relatively inconsequential amount of diesel was
pumped from the mud pit and collection ditch with the water from
those areas and spread on the roads at Prudhoe; about 8500
barrels of water were disposed of in this way, but the oil
content in this water was negligible. We estimate that a max-
imum of.850 gallons of diesel was recovered by all methods. It
is possible that more than that was involved in the seepage,
but we cannot estimate it any more closely than that.
(5) Cause of the Discharqe: This has already been described in (1),
above.
(6) Environmental ,Damlage Caused by the Discharge, to the Extent'-Ascer-
tainable:
(a) In the immediate vicinity of the upland side of the mud
pit and the pad and in small isolated areas up to about 100
yards farther inland, there has been some discoloration of the
tundra and some surface damage to it. Examination by Crowley
Environmental Services indicated downward penetration of the
soil to a dqpth of about 3/4" in the areas of greatest concen-
tration, with minimal penetration in less-affected areas.
(b) During clean-up of the seepage, a ditch had to be dug, with
attendant disturbance of the area involved.
(c) Digging of the ditch mentioned immediately above and other
work with booms and sorbents resulted in trampling of the soil
in the area adjacent to the upland side of the pad,

(7) Cleanup Actions Undertaken
(a)~ ArCtic Oilfield Services (AOS) discovered seepage on the night '
of 7/14/78 and,'on the morning of July 15, notified the State Troop-
ers by'phone.
(b) Later on the morning of 7/15/78, Mr. Bob Gardner of AOS, Mr. Larry
Safford of Crowley Environmental Services Corporation (CES) and Tom
Lewis of Gulf Oil Exploration and Production Company (GOEP) flew
to the site from Anchorage. Mr. Safford suggested lining the mud
pit with gel material to deter the seepage and trenching within the
pad to determine the areas of contaminant concentration. Absorbent
material which had accompanied the men on the flight from Anchorage
was deployed in order to contain the diesel and absorb it. On 7/18/78,
Mr. Safford consulted with you by phone to inform you of his
recommendations. Also on 7/18/76, an~ HD 450 Backhoe was transported
to the pad by rolligon, and trenching of the pad was begun.
(c) On 7/20/78, a trench was dug 'around the perimeter of the pad at
'certain strategic locations, and pipe was borrowed from Atlantic Rich-'
field Company so that nearby lake wai~er could be flooded onto and
through the gravel pad in order to leach out any contaminant in the
gravel and wash it into the perimeter trench. Sorbent material was
used in the mud pit and the perimeter trench to pick up the diesel fuel.
(d) On 7/22/78, Messrs. Gardner and Safford visited the site again
to observe the preparations for the. leaching operation and to supply
a containment boom and additional absorbent material. A pipeline was
laid on the surface of the- land from the pad to a receiving tank at
the West Dock Staging Area so that the mud pit could be emptied at
the proper time. It was hoped that the leaching operation could be
completed before the emptying of the pit had to be begun so that only
one evacuation of the pit would be necessary. Flooding and leaching
began on 7/23/78, and continued until 8/2/78, when Messrs. Safford,
Gardner and Lewis made another vis. it to the site. During that visit,
Mr, Safford realiZed that the leach water was seeping into the pit
and raising the level of the pit water to such a degree that seepage
was beginning to take place at new places around the mud pit walls.
AccOrdingly, he prescribed that the pit-emtying operation should be
begun regardless of whether or not the leaching work had been com-
pleted. Emptying of the pit began on 8/3/78. Mr. Safford also sug-
gested replacing the Type 270 sorbent boom with Type 100 sorbent in
roll form in order to facilitate testing the amount Of diesel inflow
in the perimeter trench and identification of the entry points of the
diesel into the trench; after a couple of days'- of down-time because
of pump trouble, this was done, and leaching was resumed.

prefer for us to stay off of the tundra as much as possible and

'you suggested that we get in touch w~th Mr, Bill Mitchell at the
Palmer Agricultural Experimental Farm and follow his advice as
to restorative work, We inquired about the procedure to be
followed in getti~ng a permit to burn recovered diesel and ~
contam%nated sorbents rather, than running the risk of transporting
them elsewhere by helicopter, You specified that the material to be.
burned De accumulated in one place on the pad, that the sorbents
be separated from the pad by-v~squi'ne and that the burn be made
· all at once rather than in several small burns, You also re-
quested that you be gi'ven a couple of days" notice so that you
could evaluate the request and reply by telex,. Except for Mr,
Meaders (GOEP), who remained at Prudhoe to oversee the final
phase of the operation, and for Mr, Safford~ who had another
assignment on the Slope, we returned to Anchorage, droppi.ng you
off at Fairbanks,
~f) By 1800 hours on 8/11/78., 24 hours had elapsed without any con-
taminant having been picked up in the trenqh by the sorbent,
Floodin§ was stopped, but water continued to drain out of the pad
into the trench, from which it was pumped into the mud pit.. On
~qonday, 8/14/78, I phoned you to report on our' progress and to
request a burn permit. You asked that the request be made by
telex so that it would be on the record, and Mr, Meaders did so
through use of the V. E, Construction Company telex at Prudhoe.
You replied in the affirmative by telex on 8/15/78, specifying that
the burn be made on 8/16/78, which was done.
(g) At your suggestion, Mr, Gardner had obtained a sample of the
leach water for analysis if Mr, Mitchell should want it, but it
turned out that Mr, Mitchell dlidnot think it necessary. ~He told
Mr. Gardner that a high-phosphate fertilizer should be spread on
the entire area around the pad and on the routes used by rolligons
during the drilling of the well and during the cleanup. He
specified an application of 500#/acre. On 8/17/78, using a heli--
copter as a spreading device, 800# of 8-32-15 fertilizer was
spread on the rolligon'routes and 1600# on the tundra around the
pad, Mr, Mitchell also said that, if we want to do so, we can

spread,, a't. a.'~rate of 30// per acre, seed.'for either Tundra Blue
Grass or ArCtic FesCue but that we could not do it right away
because the seed, whi'Ch is grown in Alaska's Matanuska Valley,
would not be available till later this year. He was not sure
that this would do any good and placed muCh more reliance on
the fertilizer, but we intend to take no chances and will' spread
tlhe seed at the proper time after it becomes aVailable.
(h) The volume of water that was used to leach the diesel out of
the pad has been estimated by AOS to be approximately 3,465,000
gal 1 ors..
(.1) On 8/16/78, Mr, Neaders departed Prudhoe, On 8/17/78, AOS
ceased operations, moved out all equipment and completed the final
cleanup. At 2130 that night, they departed Prudhoe.
~8) Location and Method of Ultimate Disposal of the.Hazardous Substance
and Contaminated Cleanup' Materials, Including Date of Disposal: The
contaminated water in the mud pit and the water used to leach the diesel
from the pad were pumped by pipeline to a receiving tank at the-West Dock
Staging Area, then transferred into tank trucks and spread on the Prudhoe
road system under Atlantic Richfield~'s permit, This was done from 8/3/78
till 8/14/78, Contaminated absorbent materials and the diesel wrung from
some of it were burned under the authority granted by your telex of 8/15/78.
Ac_tio.ns .Blein§ Taken to Prevent Recurrence of the-Discharg, e:
ia) Short Term: Gulf has been using the subject pad under a License'
from Atlantic Richfield Company and Exxon Company~ U,S,A, As soon
as we have .completed our cleanup to the satisfaction of-the approp-
riate State agencies, we shall return the pad to the custody of
those companies, Accordingly, we shall not conduct any further
operations at this site.
(b) Long Term:. Before drilling any future North Slope wells, GOEPts
drilling people will conduct a rigorous analysis of our Point
McIntyre operations in order to determine what steps should be
taken to prevent a repetition of this occurrence,
(10) Other Information the Dapartment Requires in Order toFully Assess the
Cause and Impact of the Discharge;
...... (.A") You indicated that you would be interested in the cost of the
seepage cleanup. So far, not all of the supplierst and subcontrac-
torsI invoices have been presented to AOS for payment, and we are thus
unable to give you a firm cost figure, We can do so as soon as AOS
pres.ents us with a final bill, In the meantime, AOS estimates that
the total cost of the Point McIntyre cleanup will be about $167,500,
Subtracting~:from that their ori'ginal estimate for the cost of the
cleanup --- $15,000 -- we get a'n estimated cost for the seepage cleanup
alone of approximately $152,500,

We are currently drilling our Point McIntyre #2 exploratory well under a
Plan of Operations approved by you as L.O. 77-152, which was identical to the
plan approved by you as L. O. 77-112 for the drilling of our Point McIntyre #1
well. The extension of the drilling operation past freeze-up has previously
caused a minor modification of our water-use plan, as noted in our letter of
October 19, 1977 to Mr. William H. Copeland, which was copied to you. Freeze-

December 1, 1977, and for move-out at the conclusion of the operation.

beginning today, and its subsequent use. He asked, however, that we write you

hauling water In a sprinkler tank on a Rolllgon and sprinkling water from it
onto the tundra until we have built an ice road wide enough for two Rolligons
and at least one foot thick. Thereafter, we will proceed to haul material and
equipment between the pad and the Prudhoe Bay road system by tracked vehicle, truck
or Rolligon, as dictated by weather conditions and the condition of the road
and beach, utilizing the ice road and the portion of the beach between the
beach's intersection with the ice road and its intersection with the Prudhoe
Bay road system at the West Dock.

from the same surface location and under the same plan of operations as approved
by you under L.O. #77-112 for our Point HcIntyre #1 well.
In connection with our proposed operation, we are submitting for your infor-
mation and for filing in your Lease Operations file for State of Alaska Oil and
Gas Lease No. ADL-34622 the fully executed original of a document by which Exxon
Corporation grants to Gulf Oil Corporation "the right an,d, privilege ,o~
on and operating, testing and developing for Oil and gas the South~l?~ua~rter of
Section 9, T12N, R14E, U.H. This is in the same form as the document we submitted
to you on Juiy 20, 1977 in connection with the bottoming of our Point [,']cIntyre #1
well in the Southeast Quarter of Section 10~ T12N, R14E, U.H.

for the exploration of oil and gas from a sUrface location in the
southeast quarter of Section 16, Township 12 North, Range 14 East,
Umiat Meridian, covered by lease number ADL 28297, to a bottom
hole location in the southwest quarter of Section 9, Township 12
North, Range 14 East, Umiat Meridian, covered by lease number
ADL 34622.
As the affected operators, as that term is defined in 11 AAC
22.050(a), we have no objection to the drilling of said well.

Gulf Oil Corporation. Point McIntyre #2 Well
Attached hereto, in triplicate_., is our request for a permit to drill Gulf's
Point McIntyre #2 well from the same surface location as we have used to drill
~.our Point HcIntyre #1 well. We will also use the casing already in the hole
down to the ~new kick-off point and then drill to the proposed new bottom-hole
location in the approximate center of the Southwest Quarter of Section 9~ T12N,
R14E~ U.H. We plan to commence drilling to this new objective immediately upon
approval of this permit.
Also attached are the following'
1. Location/Ownership Plat;
2. List of Affected Operators
3. Waivers from the Affected Operators indicating their lack of objection
to our drilling of tile proposed well.
4. Check for $100.00
Please note that a certified surveyor's plat of the surface loaction was
submitted with our application for a permit to drill our Point HcIntyre #1 well
it is our understanding that it need not be re-submitted for the proposed well.
In order to keep the Alaska Division of Minerals and Energy Management fully
informed on this matter, we are giving them one copy of this submittal.

we assume that it will not be necessary for us to re-submit that plan to you for

It is proposed to cut and retrieve the existing 9-5/8." casing from 2850' to surface. A
whipstock plug will be set in the interval 2750-3000' and the well directionally drilled
from 2800' to a total depth of 11,100.~ TVD or 13,200' MD. The horizontal displacement
will be 6600' N33 degrees W. A 13-5/8" - 5000 PSI WP Shaffer Type LWS consisting of one
pipe ram and one blind ram, and one 13-5/8" - 5000 PSI Shaffer Spherical preventer system
will be installed On the 13-3/8" casing and will be used until drilling operations are
completed. A 3" - ID 5000 PSI WP choke manifold will be used with the 13-5/8" blowout
preventers. ·
