Efforts to clean this spill have already been made. Additional efforts to clean either spt11 site would, in my opinion, be non-productive and possibly cause more damage than benefit. Itkilltk River Unit #1, F-030301 well site is in compliance with B.L.M. Stipulation for well site abandonment. I recon~nend that this site be approved for abandonment. Wednesday, September 10, 1975- We departed Deadhorse at 12:30 PM in a 6~ia'~,t~re~ 206 Cessna and- ar~rived at the Itkill.ik location about l:O0 PM. We circled and I took Photos Nos. 83, 84 and 85 showing the well pad and gravel berms with a seismograph Cr~ parked] on the well pad. Photo_ _No. 84 shows the proximity of the river to the well pad. We landed and took a look around the well pad area. I took Photo No. 86 showing the P&A marker. We checked the information on the marker to be correct. The marker has a temporary flag posted on it. The location was generally quite clean except for so~e debris that the seismic crew understands to be their responsibility to clean up before they leave.. The initial well 'work activity has been cleaned up quite well. This is a little bit different location in that the pit area was backed up by a secondary gravel berm that extends all around the original pit area and a small lake {Photo No. 8_3}. The one problem with this location which had been obvious at a .previous visit of Tom Dean and USGS personnel was a fuel leak out of the .gravel into the river. There were still .slight .signs of this {Photo Nos.~85), 87 and 88) ~s~ very Slight oil sheen.. ~ along the edg~;Of--l:'he water, 'in the dark discoloration at the base of the gravel, and on the riverbank where a trickle of water run-off was carrying a slight amount of oil (fuel) of some sort which was leaking out of the gravel pad. This was the last of 14 locations visited on a joint inspection of federal leases which have become state leases. No final approval was given of this location because of the leaching oil problem and the use of the pad by a seismograph crew. We have nothing further in. our files from. USGS indicating their stand on this. I recommend we determine this smnmer if oil is still 'leaching out of this pad and see that so~mthing is done about it under state authority. Box 3-5000 Juneau, Alaska Dear Sir: This confirms our March 6, 1972, verbal report to Lt. Commander Havenon of an oil spill occurring at our Itkillik River well site on March 5. At approximately 10:15 AM 3-5-72, Nate 01emaun was driving the fuel truck and trailer with a 4-wheel "pup" trailer on behind. The tanks were loaded with diesel fuel for Itki!lik #1. W~nile going up the incline on to the drilling pad, the truck either spun out or powered out allowing the truck and trailer to roll backwards down the incline. The trailer "Jackknifed" to the side breaking the trailer hitch. The trailer went over on its left side and rolled completely over finally coming to rest on the right side. An estimated 500-600 gal. of Arctic heating fuel was spilled on to the icy road inkmediately adjacent to the east side of the drilling pad. The fuel ran to a depression in the road 35' or 40' from the trailer and soaked into the ice snd snow. No fuel was standing after a few minutes. Major points in your changes are as follows: 1. Change proposed depth from 9,000 feet to approximately 15,000 feet. 2. The top 80 feet of cement will not be displaced by oil base fluid in the 30" by 20" casing annulus. 3. Use 13 3/8" 72# N-80 instead of 13 3/8" 54'.5# and 61# J-55 casing. The 13 3/8" casing will be cemented to a minimum height of 1,000 feet above the casing shoe. A stage tool will be run in the 13 3/8" casing string near the shoe of the 20" casing and 'an oil base fluid will be circulated between the 13 3/8" and 20" casing. 4. Use 9'5/8" 47# RS 95 casing instead of a mixed casing string of 40 and '47# N & S casing. A stage tool will be run in the 9 5/8" casing string below the base of the permafrost and oil base fluid will be circulated between the 9 5/8" and 13 3/8" casing through the stage tool. A minimum cement fill of 1,000 feet above the shoe will be obtained, however the exact amount and areas of placement will-be determined after reviewing logs before running casing. MAR 9 197 DIVISION' OF OIL AND OAS 5. Upon completion, an oil base fluid will be placed in the 9 5/8" casing - tubing annulus above 2,000. feet. As discussed by Mr. Keasler and Mr. Wunnicke 'on March 3, the proposed program leaves a large interval open to possible communication outside the 9 5/8" casing string. Because of this, you should consider the need for additional stage cementing or other protective measures. We request that you contact this office and receive final approval of the cementing plans for the 9 5/8" casing string after drilling and logging operations have been completed through the section to be cased. Because of the near proximity of this well location to the ~tkillik River and the concern over potential po. llution, we ask that you take all precautions necessary to eliminate the possibility of pollutants or contaminates entering the river drainage. Please note that the attached conditions of approval and this letter supplement' the conditions of approval attached to the approved permit application and accompamying letter dated October 21, 1971. As stated in our original Application for Permit to Drill, the well will be drilled using 9.3 to 10.0 ppg fresh water mud with logs, tests, and cores at selected intervals. A 20" 2000 psi Hydril will be installed and tested on the 20" casing and a 13-5/8" 5000 psi Hydril and double preventer will be' installed on the 13-3/8" and 9-5/8" ,casings. The BOPE will be operationally tested each trip and pressure tested weekly. The original casing and cementing program for the 30", 20" and 13-3/8" casing sizes will be carried out as originally submitted. The proposed casing and cementing program changes are: 1. To drill a 12-1/4" hole below 13-3/8" casing, run 9-5/8" 40#, 43.5# and 47# N-80 and S00-95 buttress casing to approximately 12,400' 'and cement with a minimum of 400 cf (1000') of Class "G". 2. To drill an 8-1/2" hole below 9-5/8" casing, run a 7" 26# and 29# S00-95 liner as required and cement with sufficient Class "G" ('approximately 350 sx) to circulate the 9-5/8" x 7" casing lap. A nonfreezing oil base fluid will be left in all uncemented casing aunuli within the permafrost interval. Tubing will be run to 80'+-- in the 30" x 20" annulus and oil base fluid circulated between casing strings. A cementing stage tool will be run in the 13-3/8" casing string near the shoe of the 20" casing and an oil base fluid circulated between strings.
