Surface evaluations ~vere performed at the sites in ~ 989 and ! 990. Txis correseondence descNbes our review procedures, puts forward the Deemxrnent's findings. -and takes action upon the closure request. The 29 facilities were assessed by Arnoco prior to the issuance of the A.D.EC Interim Site -~ <sess'ment Guidance for Inactive Drilling Waste Sites, June 100!. The nesv Alaska Solid Waste Regulations. 18 A.,C 60, became ef£ective January. 28. 1996 and contains a chapter on inactive reset'ye pit closures ~ 18 A-kC 60.440). The closure criteria in the new regulations parallel the closure criteria in the 1991 guidance document, and the review procedures require a discussion of :he ask screening assessment as requireci in the 1991 document. Briefly, the significance of risk to local receptors is evaluated through study of contaminant release, exposure criteria, and conseauence criteria. Napatuk Creek No. 1 Concern is expressed bv ~e U.S. Fish and Wildlife Service over surface conditions at Napamk Creek No. 1. which appear to be impacted by abandoned drilling-related trash and equipment. Of parricuiar concern are references in the original assessment document to drums, batteries, and saclcs of drillino_ mud and/or mud additives. Recent documenuation (8/I9/96'} supplied by Amoco to the ADEC demonstrates that farther clean-up was :'efformed after the assessment dare. and ',,~e'debris was removed or disposed of Properly. This ivdormation has been forwarded to the U.S. Fish and Wiidlife Se, vice for review. Tvonek State No. 1 Concern is expressed by the Contaminated Sites Section of ADEC over potential groundwater contamination from buried rese,,we pit wastes at the Tyonek State No. 1 location, especially with frecment summer habitation of the site by Tyonek village residents. Evidence. from the 1990 monitoring well data indicate substantial water quality, exceedances with respect to c,hromium, lead. barium. TPH. and the BTEX components. Subsequent anaivses from samples collected in 1991 and 1993 indicate the BTEX concentrations are diminishing; however, me.,al analyses were not reported and TPH concentrations appear to increase significantly in 1993. Final closure approval of the reserve pit may be granted under !8 AAC 60.440(j)(5) 'if the owner or operator demonstrates that water pollution in the affected water body is diminishing'. Therefore, it is requested that Amoco re-sample the two monitoring wells to veriR: that BTEX. DRO, and metal concentrations are diminishinz. Chuima River State Further information is required ro reach a f'mal decision on the closure status of the Chuima ,River State location. High concentrations of BTEX ,,~. .... A and B soil exceedances~, TPH. :,nd several metals in the reserve pit dr;,Lling waste ~xist at or within ~-~0 ft depths, and may contact the large pond of standing water. Groundwater from monitor4.ng wells around the alt identified variable levels of pe=oieum hydrocarbons. Large concentrations .-~f 7PH ar station MW2$ (.TPH = 58 mg/1) and MW9 ~T'PH = 10 mg:'l) were ~bserved in the 1993 4am. ,'r'ne down-gradient occurrence at MSV9 suggests that TPH-denved organics may be migrating outside ',he pit area. Groundwater metal analyses were not inc!uded. Surface water analyses from :,he !993 program identified trace levels of the BTEX components: sie':ated levels of barium and lead {'Pb=25 ppb) were defeated in a 1989 surface sample. T~,e Department requests that further sampling and analvses of the required metal and lavdrocarbon components listed in Table D (18 AAC 60.'-I-4'0) be performed at the site, utilizing analytical methodology specified therein. At least one surface water sample from location SW4. and three groundwater samples from .¥fW9. MW17, and MW28 are re=uested. The Deparnnent recommends that-you bail/purge the monitoring wells prior to sampling and use a 5eld-filtration method to eiimmate particulates from the groundwater' ~i.e. measure only the dissolved metal concentrations'). Final closure approval of the site should .:hen be possible under I8 AAC 60.4400)(5) if the contaminant levels are indeed d;anmishina. Final closure approval will be granted after it is demonstrated to the .&DEC :hat drilling ,.rashes within :he pits are not activeiv contaminating surface xvater or groundwater at the sites.
