SIDETRACK AND RE-DRILL
SUMMARY:
The following procedure outlines the planned work to sidetrack and re-
drill the $CU 41A-9 (to be .abandoned via sundry application under
~ ~ and~complete the well in the Hemlock
separate
cover)
formation as a single gravel pack. The procedure includes the cutting of
approximately a 50 to 70 foot casing section in the existing 7" casing at
10,000'+ and then sidetracking from the original wellbore using
conventional methods. The well will then be re-drilled to a total
measured depth of approximately 10,900'. The new wellbore is planned
for a minimum step out to the west and except for sidetracking out of and
away from the original well will be a straight hole with as Iow of angle
as possible. Following the re-drill a 5" liner will be run and cemented in
place. The well will be completed as a single gravel pack in the Hemlock
formation. Actual completion procedures will be determined after cased
hole evaluation logs are run.

Dear Mr. Freidman:
ARCO Alaska, Inc. plans to perform a redrill of two wells, SCU 41B-9 and
SCU 43B-8, at Swanson River Field in order to improve oil production. The
drilling will begin on or about August 1, 1989. All the work will be done
from the existing well pads. The Plan of Operations for these redrills is
attached for your information.
The drilling waste to be generated will consist of used mud and formation
cuttings which will be confined to a metal "cuttings box" for transport to the
Swanson River Field Central Disposal Facility, which is a lined, permitted
facility for the disposal of this type of drilling waste. All pumpable liquids
generated during the drilling and testing of the well will be injected into
disposal well SCU 43-4. It is estimated that approximately 3000 barrels of
drilling waste fluid will be injected in this manner.
Our evaluation of the planned activities indicates that this is not storage and
therefore, permits are not required. We request, however, that ADEC review
and provide written concurrence with the plan outlined above.
If you have any questions, please do not hesitate to call me at 263-4675.
Sincerely,

Dear Mr. Wright:
ARCO Alaska Inc. (AAI) is planning redrill operations on two oil wells in the Swanson
River Field commencing about the 10th of August, 1989. The wells involved are
SCU 41B-9 and SCU 43B-8. As part of this activity, we plan to utilize groundwater
from nearby water wells which were drilled prior to 1970.
The drilling and testing activities on each well will last less than one month and we
anticipate the daily water use to be approximately 10,000 gallons per day for each
well.. In anticipation of these and future workover operations, AAI is by this
application requesting a temporary water use permit for each of these wells from
Land and Water Management. To minimize the administrative burden on AAI and
the Division of Land and Water Management, it is preferred that AAI be issued a
permit that would allow temporary use of any installed water well within the field for a
period of at least one year. We feel that one permit would address the multiple
anticipated activities in the field. Periodic reports would be provided to ensure that
the State and US Fish and Wildlife Service records are complete. We would,
however, continue to obtain USF&WS and BLM authorizations for field operations
as needed.
I have attached for your information the Plan of Operations that applies to the two
subject wells and the required checks for $50.00.
If you have any questions or need additional information about these drilling
operations, Please call me at 263-4675. I hope to hear from you at your earliest
convenience due to the short time frame before the work is planned to begin.
Sincerely,
Marcia P. I~latthieu

PLUG & ABANDONMENT
SUMMARY:
The proposed plugging and abandonment of the current SCU 41A-9
completion has been planned ~~._.as the initial steo~k in ...... sidetr, ackin(~..._ ..-the
existing well and re-drilling it
permitted under separate cover). The abandonment procedure calls for
the squeezing of the current producing perforations with as much
cement as possible through the existing gravel pack completion using a
cement retainer. An additional cement plug will be set on top of the
retainer to approximately 50' above the 5" liner top, thus sufficiently
plugging the current perforations and liner top prior to beginning the
sidetracking and re-drilling operations.

Dear Mr. Perryman :-
The Alaska Oil a~d Gas Conservation Co~ission ha8 recently checked
the records of wells completed since January 1, 1979. This review
has revealed that the digitized data for certain logs run in a well
is not on file with--the Commission. ~
The 0il and Gas Regulations require the operator to file, 'within'
30 days after completion, suspension, or abandonment of a drilling
well, the digitized data, if available, for copying, for all logs
run in-the well except velocity surveys, experimental logs and dip-
meter surveys. We would request that you check your records to
see if the data has been submitted to the Commission and, if not,
that you comply with the regulation with regard to the following

Blowout Prevention Considerations' For killing and redrilling
1. Potential Problems:
A. Gas may be e'ncountered after packers are released, while cleaning
out the 7" prior to abandonment and while redrilling. Shut.in
tubing pressure is approximately 3000 psi. Care must be exercised
not to swab the well while tripping or pulling production equipment.
B. Extreme caution must be 'exercised while redrilling due to the
possibility of high pressure water entries. The first 100 feet Of
int&rval~to be ~edrill&~ is normally drilled with 98 pcf mud. The
programmed mud weight of 77-79.pcf will overbalance a 5350 psi
pressure by 175-320 psi.
C'. A mud weight of 77-79 pcf should minimize potential for lost circu-
lation while drilling the Hemlock. However, LCM should be kept on
hand at all times.
D. Any kicks should be handled by normal procedures. All personnel
should be made aware of these methods and care must be exercised
at all 'times. The hole is to be'kept full at all times.
2. Maximum anticipated formation pressure'
A. 5350 psi in the "G" at window depth 10,340 feet.
B. 4650 psi in the He~nlock. Top Hemlock 10,470 feet.
3. Maximum possible surface pressure' 3500 psi.
