San Ramon, CA 94583-0905 Subject: Chevron Akulik and Eagle Creek Wells Termination of Extended Confidentiality Dear Mr. Anders: Thank you for your prompt answer to my January 30, 1987 request for information regarding eligibility for extended confidentiality for six Chevron wells. On the basis of the information in your letter and under applicable statutes and regulations, four of the six Chevron wel]s drilled on private lands in Alaska remain eligible for extended confidentiality. They are the Cobblestone, Killik, Livehorse and Tiglukpuk wells. The remaining two wells no longer qualify for extended confidentiality since the leases upon which the Akulik and Eagle Creek wells were drilled have been surrendered. Under the applicable statutes and regulations, ~¥hen the lease upon which a well is drilled expires, the well no longer qualifies for extended confidentiality. Therefore, I am terminating the extended confidentiality of the data from the subject wells. Chevron U.S.A. Inc. respectfully requests that all data submitted to the State of Alaska regarding the Akulik well be held confidential indefinitely. We make this request pursuant to Alaska Statutes 31.05.035(c) which provides, in part: "If the commissioner finds that the required reports and information contain significant information relating to the valuation of unleased land in the same vicinity, he shall keep the reports and information confidential for a reasonable time after the disposition of all affected unleased lands, unless the owner of the well gives written permission to release the reports and information at an earlier date .... " The Akulik. No. I well is located in Section 23, TSS, Rq9W UM, approximately two miles from unleased lands. The nearest unleased lands are in; TSS, R~SW; TSS, Rq7W; Tt4S, Rt~6W; T6S, RqgW; T6S, Rqgw; and Tt~S, Rt~gW; Tt~S, R t~gw; TSS, RSOW; TSS, R#gw. These unleased lands are held primarily by Arctic Slope Regional Corporation (ASRC), with additional State lands adjacent thereto. Could reach top of .fish with bit but not fishing tools. 8/15-8/22/80 Tested BOPE and 9 5/8" casing. Found 9 5/8" casing with 2' split (from Kelly wear) and casing had failed 44". Set retrievable bridge plug at 1050'. Backed off 9 5/8" casing at 135'. Rmplaced casing and screwed back in to 9 5/8" casing string. Landed with 150,000f~ tension. Installed tubing head and tested to 5000 psi. Nippled up BOPE. - Tested to 10,000 psi. Tested 9 5/8" casing to 2000 psi. Replace Arctic Pak material in 13 5/8" x 9 5/8" annulus with new material. 8/23-8/24/80 Run logs and velocity survey. 8/25-8/28/80 Plug 8 1/2" open hole and 7" liner with cement from 13,655'~ to 13,644'. Set EZ Drill cement retainer in 7" liner at 13,439'~. Cemented through retainer with 150 cu. ft. cement. Dumped 20 cu. ft. cement on top of retainer. Cemmnted 7" liner and 9 5/8" casing through drill pipe hung at 11,106' with 75 cu. ft. ceznent. Pulled up to 10,915' and reversed out 22 cu. ft. cenmnt. WOC. Tagged firm cement at 10,915'. Found Drilled fire cement to 10,565'. Change over Gyp hud system to a Vertoil, oil fitrate hud. RIH with Dynadrill assembly. Oriented Dyn.a~..ill and' directionally drill an 8%~" hole from the original hole at N66 W at 10° 15' to N39° 30'W at 6° 45'. Performed leak off test at 10,669'. Broke down at 2725 psi. Equivalent hud weight is 119.7 pcf 9/24-9/30/80 Drilled ahead in 8~" hole from 10,669' to 11,679' mud at 98 pcf · Vertoil, oil filtrate 10/1-1/26/80 Continued drilling ahead in 8~" hole from 11,679' to 12,973' using Vertoil oil filtrate mud at 98 - 101 pcf. 10/26/80 RIH with retrievable packer and FO collar closing tool. A redrill was approved in .September, 1980 that would bring the bottom hole location closer to the surface location than the location to which the well had drifted. A regulation that became effective in April, 1980 requires that an inclination survey be taken in wells that are not to be dir- ectionally drilled, and these surveys are to be ~submitted. These requirements are found in 20 AAC 25.050 of the regula- tions. We request that' Chevron U.S.A., Inc. submit that survey and, since the regulation is relatively new and a departure from the previous regulations, there will be no penalty for a late submission. We also request the calculation of true vertical de~~~otal depth (item 17) for completion of 'the well comp.%q~' report. Thursday, April 23, 1981z I departed ~ home at 6~15 pm for a '6:45 pm' Showup and'7:15 pm departure via Chevron chartered Troy Air Merlin for Akulik arriving at 9~55 pm. I contacted Gene Harmon, Consulting Drilling Foreman for Chevron, and Bob Mot tley, Getty Drilling Foreman. Friday,_Apri!_ 24,_~1981: Bring early morning hours a retainer was set at ' 14,'629' and 25% barrels of Class "Ge cement was pumped below it. Stinger was then pulled from the retainer and 5% barrels Class "G" cement was pumped above the retainer. Calculations indicate a 100' plug above the retainer and a 300' plug below it. Rig crew then pUlled up four stands and broke circulation. Unfortunately, th~_! did not work the pipe and became stuck in residual cement up hole. A free point was run and a string shot utilized in an attempt to back off the pipe. It was unsuccess- ful. A second free point was run and a second string shot utilized to back the pipe off at 13,323'. Calculations indicated the bottom of the plug at 6,268', or 100' below the top of the 7 5/8" OD casing. It was decided to WOC nine hours. $..unday April 2..6t 19.81~ Sunday morning rig crew installed a bit for tagging the top of the intermediate plug. Weig~ indicator response indicated the plug still soft and it was decided to WOC another eight hours. Sunday evening the top of the plug was tagged at 6,331.8' with approximately 30,000 ~,. ~ began laying down 101 stands of 3%" and 4%" dril~ piPe-'~ .... CR~VRON 'S AKULIE -2- noon the 9 5/8" casing was perforated the 13 3/8~ ~asing head and attempts m~de to squeeze barrels of Arctic Pack Cement into the 13 3/8t surface pipe with returns out the 13 3/8~ casing head outlets. After slight returns of spacer the perforations plugged off. We then hooked into the 13 3/8u and got returns through the drill p~pe. We hooked back into the =ementtng head but again the perforations plugge~ off. Fish moved down hole to 14,755' with top at 14,678'. Attempted to clean out fill to top of fish. Could reach top of fish with bit but not fishing tools. Tested BOPE and 9 5/8" casing. Found 9 5/8" casing with 2' split.~(from Kelly wear) and casing had fallen 44". Set retrievable bridge plug at 1050'. Backed off 9 5/8" casing at 135'. Replaced casing and screwed back in to 9 5/8" casing string. Landed with 150,000# tension. Installed tubing head and tested to 5000 psi. Nippled up BOPE. Tested to 10,000 psi.. Tested 9 5/8" casing to 2000 psi. Replace Arctic Pak material in 13 5/8" x 9 5/8" annulus with new material. Run logs and velocity survey. Plug 8 1/2" open hole and 7" liner with cement from 13,655' to 13,644'. Set EZ Drill cement retainer in 7" liner at 13,439'. Cemen~d+o through retainer with 150 cu. ft. cement. Dumped 20 cu. ft cement on top of retainer. Cemented 7" liner and 9 5/8" casing through drill pipe hung at 11,106' with 75 cu. ft. cement. Pulled up to 10,915' and reversed out 22 cu. ft. cement. WOC. Tagged firm cement at 10,915'. Dean Trout, pusher for Parker #147 called Shafco service man to catch charter to Akulik No. 1 to repair the valves on the choke manifold. The choke manifold will be changed out to a five and ten - M API rating before 9 5/8 long string is tested. The choke manifold was set up on a 3-M API rating, with 10~~ valVes. January 12, 1980 - Bit was run 95 hours and Don Rankin decided to pull the Test plug could not be run until automatic striper was cut away that was The testing of BOPE started at 8~30 ~M. The test plug would not hold. plug was pulled s~al tLm~s and finally held at I PM. TeSt resumed and the BOPE control lines were plugged up with ice. The lin~s Were ~unplugged and test began at 7~00 AM and finished at 9=30 AM. I filled out an Alaska and Gas Field Inspection Report and gave Don Renken, in I witnessed the BOPE tests on Chevron's Akulik No. 1.
