Pursuant to our November 20, 1980 discussion, permission is
hereby granted to Union Oil Company of California to extract a
maximum 1 cc. of sample material per sample envelope or 1 cc.
of core material per foot of core from the State's set of
samples and. cores for the sole purpose of preparing palyn°logic
and kerogen slides within the designated intervals in the
following wells, subject to the conditions set forth below:

CONDITIONS
1) Cuts of the sample and/or core material from the State
collection are to be extracted only from those indivi-
dual envelopes or bags in which total content of
cuttings or core material is greater than 10 cc. (No
cuts are to be extracted if the volume of material in
the individual envelope is less then 10 cc.)
2) Union will provide the State w----~th a list of the speCi-
fic sample and core footages from which material was
extracted.
3) One standard set and one screened set of palynologic
slides and one set of kerogen slides are to be pre-
pared for each well.
4) Each group of slides is to be received by the Commis-
sion within approximately 90 days from the time the
material was cut from the Commission sample library.
5) All residue and excess material is to be returned to
the Commission.
6) All slides are to be transmitted direct to the Commis-
sion and not examined by outside parties.
7) Petrographic or other thin sections are not to be
..prepared without specific consent from the Commission,
.8) ~Union'~'shall bear all costs entailed.
We. are ~leased to work with you in this beneficial project and
look forward to your company's continued exercise of care and
good judgement in the handling.of this limited quantity of well
material. I knew we both understand that the State's well
sample library is public property and that granting Union
permission to extract portions of material from this library
for the purpose of preparing the indicated slides enhances the
value of the library and is in the public interest.

Nicolai Creek Unit No. 4 was abandoned using the following
procedures: .... ~---
11-22-71: Rig up wireline equipment. Run 2-1/2" XX
Otis tubing plug to 9413' K.B. Tools hung up and could not
work jars. Unable to work tools free.
11-23-71: Ran Kinnley snipper and cut wireline on top
of stuck tools. Run fishing tools, engage fish, and jar on fish.
Jar approximately 4 hours, no success. (Obtained verbal approval
from Mr. L. Smith, Division of Oil and Gas, and Mr. R. A. Smith,
USGS, via radio-telephone to set tubing plug on top of fish,
perforate tubing at approximately 9400' and set 430 sack cement
plug 9400 to 7800' K.B.).
11-24-71: Set Type F tubing stop on top of fish and
Type G tubing plug on stop at 9410' K.B. Pressure test tubing
to 700 psi, held OK~15 min. Attempted two runs with Kinnley
perforating tools. Did not perforate.
11-26-71: Perforate two 1/4" holes at 9409' K.B. with
Kinnley perforator. Mixed and pumped 430 sacks Class G neat cement
(.495 cu. ft. slurry) down tubing and displaced with 45 B,W.
Calculated cement plug 9409' to 7800' K.B. Pulled gas valve
from mandrel at 2054' K.B. and circulated water to clean cement
from openings.
11-27-71: Mix and~pump 340 sacks Class G cement
(392 cu. ft.) down tubing and displace with 85 BW followed by
30 sacks Glass G cement, (35 cu. ft.) down tubing. Cement
returns to surface. Calculated top plug 1000' K.B. to surface
in casing and ~tubing.. Cut off head and cement in 4" annotated
marker.

Nicolai Creek Unit Well No. 4 will produce only a ir.ace of oil with
over 200 BWPD and is not economic to produce. It is proposed to
abandon the well using the following procedUres:
1. Set a tubing plug on wireline in CX mandrel at 10,192 KB
and pull gas valve in lower gas lift mandrel at 10,158 KB.
Fill 7" - 2 7,/8" and 9 5/8" - 2 7/8" annulus and 2 .7/8"
tubing with 494 cu. ft. cement slUrry to fill to 8200' KB
and cover 7" liner lap at 8701' KB.
2. Pull gas valve in top mandrel at 2,.054 KB and displace
440 cu. ft. of cement slurry t° fill the 9 5/8" - 2 7/8"
annulus and the 2 7/8" tubing to surface.
3. Cut off wellhead and install dry hole marker with .required
information welded on 4" pipe. ,-'

SUBJECT: Downhole Safety Shutin Valves
Texaco'8 Platform Cook Inlet and
Location Inspection - Texaco's
N_icolai Creek Unit Well No. 4
With reference to Texaco's letter oE April 15 on downhole safety shutin
equipment installed at their platform in the Cook Inlet a meeting was
set up in Texaco's office on May 6 to provide the Committee with
more information as to why downhole safety valves have been removed,
from eight wells on the Texaco platform.
At approximately 9:00 AM on Wednesday, Nay 6, Homer Burrell, Tom Marshall,
O. K. Gilbreth, and I arrived at Texaco's office for a meeting with Hr. Jim
Barber, Leo McCann, and Fred Wagner. Mr. Barber provided us with a schemat£c
equipment drawing of each well shoving all downhole equipment including
the location of the ball valve mandrel in each well. There are notations
on these equipment sheets showing whether or not the ball valve is in
place and when they were installed etc (attached). He also handed out
a memorandum showing a summary of all wells as to when the valves were
installed and when they were removed. Their sheet also showed an estimate
of the bottom hole pressure and/or the static fluid level and the pressure
gradiant in each well as evidence that the wells are incapable of flowing
and to substantiate the removal of the ball valves. The wells and data
were discussed in length and the only well that seemed to be in doubt as
to the flowing capabilities was Well No. TS-6 which showed to have a static
fluid level at 950' with a gradiant of..32 psi/ft. Hr. Barber assured us
Texaco had attempted to test this well and was unable to make it flow
but that they would check it somemore. Mr. Barber indicated during the
d£scussion that Texaco would be willing to reinstall the valves if the
Committee felt it was necessary, however, they did take the stand that
they had demonstrated the inability of the wells to flow and thought
they had evidence to support this conclusion-and due to the nature of
production on. the ptafform they preferred not.to re-run these ball valves,
On the previous day, Tuesday, May 5, Mr. Burrell had received a call
reporting oil contamination in the Cook Inlet opposite a Coastal State's
drilling rig in the vicinity of Granite Point. This was obviously
Texaco's Nicolai Creek Unit Well No. 4 which was drilled by Coastal
State's and had been shut down for some six weeks upon completion of the
well. I had investigated this report ,.and surmised from my inspection that

the reserve pit berm had broken during drilling operations allowing some
ensine oil to escape oll ot the pit into the surrounding lagoon (not into
Cook Inlet as reported) north of the well. (See report dated May ?, 1920)
Mr. Barber discussed this ,incident in 1eh§th and relayed to us that he fel~
that Texaco had taken every precaution and done everything required to
clean-up this spill. He had been dealing directly with Hr. Ray Morris of
the Federal Water Pollution Control Administration. He stated Hr. Morris
had inspected the location following Texaco's clean-up using dispersing
chemical and straw and had approved the clean-up on March 17 and had
advised Texaco that no significant pollution problems were present at
the location and that he would advise the State Department of Fish and
Game to that affect. The Division of Oil and Gas was never notified of
this incident until the report came in on the previous day. Mr. Barber
was informed that my inspection the previous day had revealed that there was
considerably more oil presently in the la§oon that should be cleaned up.
When Texaco had last worked at the well, six weeks previously, there was
still ice and snow present in the lagoon area and this vas considered to
be the reason for the apparent difference in the amounts of oil reported.
lit. Barber agreed ~ to do everything necessary to clean up the oil to
everyones satisfaction and suggested that I revisit the location with
himself and the representative of the Department of Fish and Game.
lit, Barber produced an interoffice memorandum which he allowed us to read.
It was dated liarch 24, 1970, reporting on the oil spill incident as well
as some other incidents having to do with the drilling of this well.
When we left he somewhat :reluctantly allowed us to take a copy of this
report stating that it was a non~official confidential memo. I then
made arrangements with Hr. Barber that afternoon to return to the Nicolai
Creek Well site for a joint inspection.

shoe at i0,700'. Set Brown MC hydraulic set hanger with
type "SS" packer and tie-back sleeve with 1900 PSI.
Circulated 1/2 hr. and pumped 20 bbls. of fresh water
followed by 500 sx. of caustic soda mixed in 30 bbls. of
water followed by 5 bbls. of water followed by 240 sx. of
Class "G" cement slurry with 0.5% D-13 retarder in the
first 85 sx. Bumped plug with 1800 PSI. Centralizers
on the joints no. 1, 3, 4, 5, 6, 7, 8, 45, 46 and 47.
Set liner hanger packer.
Ran a 6" bit and casing scraper to 10,617' No cement at
7" liner lap. Tested with 2000 PSI and bled off to
1700 PSI in 5 minutes. Tried both pumps and Dowell
cementing unit with same results. Ran Dowell test packer
to 5389'. Pressured below packer with same results.
Pressured above packer with same results. Ran 7" Dowell
packer 'to 8840' and tested at 2000 PSI for 15 minutes.
Concluded lap at 8701' and stage collar at 5281' has slow
leak.
Ran Schlumberger Gamma-Ray Neutron casing collar log
3300' - 5300' and 9100' - 10,613'. Found 7" liner top
at 8698'. Shot 4 - 1/2" holes at 10,558'. Ran Dowell
WSO test packer with 1000' of fresh water cushion. Set
packer at 10,520' with tailpipe to 10,538'. Opened tool
1 hr. with a weak blow for 40 min. then dead. Jarred on
packer I hr. to loosen. Recovered 831' net fluid rise
with clear fresh water at 620' from the tool, watery mud
279' from the tool, and 30% sand in mud at 60' above the
tool. Tool sample was 70% sand in thick mud. No gas
or oil indications. Tool initial hydrostatic pressure
4922 PSI, initial flow 430 PSI, final flow 631 PSI.
Tool did not plug.
Ran a 6' bit to 10,520' and washed to !0,613' and cir-
culated 1½ hrs. Set Halliburton wireline retainer at
10,548' on second run. Ran drill pipe and stabbed into
the retainer. Backed the annulus with 1500 PSI. Pres-
sured to 5500 PSI and bled to 4900 PSI in 5 min. Pulled
out. Ran .Schlumberger and shot 4- 1/2" holes at 10,500'.

tool with weak blow at surface. Annulus dropped 5' during
test. Pulled tool and recovered 10-1/3 stands of fluid
or 8 bbls. of net rise. Fluid analysis as follows:

Gas rate remained constant throughout test. No fluid

at 5:00 AM. Hit fluid~/50-1/3 stands in hole including
20 stands of 3½" drill pipe or 1863' and 30-1/3 stands
of 4½" drill pipe or 2828' or 4630' from tool. Fluid
was gassy oil. Unloaded d~ill pipe by reverse circulating.

fluid entry which was 36.8 bbls. of gassy oil and 9.0

300' above tool was 1412 GPG and 200' above tool 1529 GPG.
Initial hydrostatic was 5165 PSI, initial flow 422 PSI,
final flow 528 PSI after 18 minutes. Initial shut-in was
4440 PSI. Shut-in for 1 hr. 35 min. Second flow test
initial flow was 739 PSI and final flow 1734 PSI after
16 hrs. 5. min. Final shut-in was 4388 PSI and after
5 hrs. 30 min. final hydrostatic was 5113 PSI. Ran in
open-ended drill pipe to 10,540' and circulated 5½ hrs.

11,650' and a 55-sx. plug from 10,800' to 10,650'. Polished plug to
10,700'. Ran Schlumberger GR-Sonic log. Ran 7", 26-29~ N-80 casing
liner from 8701' to 10,700' Cemented with 240 sx. Class "G" cement.
Cleaned out to 10,613' on 3-~7-70. Ran Schlumberger GR-Neutron CCL
log. Shot 4 - 1/2" holes at 10,558 and ran WSO test through a
retainer set at 10,247', pressured to 5500 psi, which bled to 4700 psi
in 15 minutes. Shot 4 - 1/2" holes at 10,500' and ran WSO test. Shot
2 - 1/2" holes/ft, from 10,510'-10,540' and ran a DST. Opened tool
with slight blow. Gas to surface in 4 hr. 3' high flame. Recovered
36.8 bbl. of gassy oil 38°API gravity 0.2% cut on 3-31-70 and 9.0 bbl.
of salt water.

On March 31, 1970 at 3:55 p.m. Jim Barber with Texaco called proposing
abandonment procedures for the subject well. They have performed the steps
numbered 1, 2, 3 and 4 on the P-3 dated 3/23/70 and have run a drill stem test
in accordance with step 4. The DST recovered 9 barrels of 1500 BPM water, 16
barrels of oil, 38 gravity corrected, plus 1 barrel of rotary mud. The interval is
considered non-productive and they wish to P and A this interval and abandon the
well, however, they would like to test a gas zone up the hole at some later date
above 5,281' and might want to re-enter to retest the oil zone. Jim proposed
setting a bridge plug at 5200' and capping with cement since there is a DV collar
at 5,281'. I advised him that I felt a plug should be closer to the perforated
intervals at 10,540' and advised that a 100' cement plug in the casing around
9,000' or a bridge plug capped with cement, eib, her would be satisfactory. In this
way they could test the gas zone at some further date and if found to be productive
could isolate the DV collar. He indicated he would make a proposal to the manage-
ment along this line. Subsequent forms are to be submitted.

The above well was spudded at 12:01 A.M. 12-2-69.
30" casing was driven to 46'. A 26" hole was drilled to 310' K.B.
on 12-5-69 and 308' of 20", 85.01# casing was set and cemented with
750 sx. Class "G" cement. A 20" Hydril and single gate was installed
and tested to 500 PSI. A 17½" hole was drilled to 2205' by 12-15-69
and DIL and SNP logs were run. Set 13 3/8", 5~.5~ J-55 casing to
2134' and cemented to the surface with 1300 sx. Installed a 12"
3000 PSI BOPE consisting of a Hydril, pipe, blind and pipe rams and
tested to 1000 PSI. Drilled a 12¼" hole to 6254' as of 12-31-69.
