The nefv Alaska Solid Waste Re_ouiations. 18 AAC 60, became effective January, 28, 1996 and contains a chapter on inactive rese~'e pit closures I18 A-kC 60.4403. Tae closure criteria in the new reguiations parallel the closure criteria in the 1991 guidance document, and the review procedures require a discussion of the risk screening assessment as required in the 1991 document. Briefly, the significance of risk to local receptors is evaiuated through study of contaminant release, exposure criteria. -and consequence criteria. The 1989-1990 .~noco assessment program included acquisition of numerous (I0-30) shallow cares xvithin and adjacent to each drill pad. sampling of the cored material at five-foot interx'als, and installation of monitor/ng we!Is on several facilities from which shallow groundwater was encountered while coring. T'ne assessment packages for these sites were not included for pubti~ review; this process will be initiated ueon fulfillment of the specific conditions. Napatuk Creek No. 1 Concern is expressed by the U.S. Fish and Wildlife Service over surface conditions at Napamk Creek No. 1. which appear to be impacted by abandoned drilling-related trash and equipment. Of particular concern are references'in the original assessment document to drums, batteries, and sacks of drilling, mud an~l: mud adc~itives. Recent documentation (8/19/96) supplied by Arnoco to the ADEC demonstrates that further clean-m> was performed after the assessment date. and the debris was removed or disposed', of properly. This information has been forwarded to the U.S. Fish and Wildlife Service for review. Tyonek State No. 1 Concern is expressed by the Contaminated Sites Section of A.DEC over potential groundwater contamination from buried reserve pit wastes at the Tyonek State No. 1 location, especially with frequent summer habitation of the site b(, Tyonek village residents. Evidence from the 1990 monitorin~ well data indicate substantia{water quality, exceedances with respect to c~omium, lead. barium. TPH. and the BTEX components. Subsequent analyses from samples collected in 1991 and 1993 indicate the BTEX concentrations are diminishing; however, metal analyses were not reported and TPH concentrations appear to increase significantly in 1993. Final closure approval of the reserve pit may be granted under 18 AAC 60.440(j)(5) ~if the owner or operator demonstrates that water pollution in the affected water body is diminishing". Therefore, ir is requested that Amoco re-sample the two monitoring wells to veriN that BTEX. DRO, and metal concentrations are diminishing. No. 1 site (core locations 5.6. 12. 15) indicate driiiing waste is present at or within a five foot depth within :?,e reserve pit depression. Conseauentlv. closure o£ :,he reserve pit under i 8 .-LAC 60.~0(j) requires sampling and analysis of surface water at the site as' specified in Tables C and D. The analytical dam. an appropriate aualiative risk xssessment, and anaivsis of feasible corrective action as outlined in l 8 .-LAC 60.440(f)(7-10) o are required prior to closure. Chuitna River State Furu~er information is required to reach a f'mal decision on the closure sams of the Chuima ~ver Sate location. Hizh concentrations of BTEX (Love! A and B soil exceedances), · , H. and several meals in the rose:we pit drilling waste exist at or within 5-i0 ft depths, and may contact the large pond of sanding water. Groundwater from monitor4.ng wells around the pit identified variable levels of petroleum hydrocarbons. Large concentrations ,~'.f TPH at station MW28 (TPH = 58 mg:'I) and NDV9 ( ~FPH = ! 0 mg:'l) were observed in the '993 dam. The down-gradient occurrence ar MW9 suggests r. hat TPH-derivea organics may be migrating outside the pit area. Groundwater metal analyses were not included. Surface water analyses from ~e 1993 program identified trace levels of the BTEX coat, orients: elevated levels of barium and lead (Pb='5 ppb) were ae,e,,,ed in a 1989 surface sample. Tine Department requests that further sampling and analyses of the reauired meal and hydrocarbon components listed in Table D (I8 AAC 60.440) be performed at the site, utilizing analytical methodologT specified therein. At least one surface water sample from location SW4, and three groundwater samples from MW9. MW l7, and MW28 are reauested. The Deparu'nent recommends that you bail/purge the monitoring wells prior to sampling and use a field-filtration method to eliminate particulates from the groundwater {i.e. measure only the dissolved metal concentrations'). Final closure approval of the site should then be possible under !8 .-L4,C 60.4400)(5) if the contaminant levels are indeed diminishing. Final closure approval will be granted after it is demonstrated to the ADEC .:hat drilling ,.vasres within :he pits are not actively contaminating surface water or groundwater at the sites. Access to this location shall be by an all-season gravel road.or by aircraft. The access road shall be constructed Tn a manner that will prevent subsequent soil erosion, accordingly, revegetation of cuts and banks is 'necessary. 2. A gravel pad will be uSed as a foundation for this drilling location with all facilities and equipment working from off this pad. 3. No stream or body of water will have any sewage or waste water added to it. 4. At no time will streams be blocked to fish movement. 5. Prior to the start of drilling, a sump of sufficient size to contain all fluids-and drilling muds will be constructed. This sump must be - impervious to oil, oil products, drilling muds, and fluids during all seasons during the year. On completTon of drilling, this sump must be immediately covered with sufficT.ent soil to allow revegetation to proceed. 6. The operator must dispose of all waste, including garbage, by burning. Non-combustible waste and unburned residues~:will be buried. 7. Fuel storage facilities at the location and supply points will be ~sufficiently diked to contain all fuel spills, said dikes being of adequate strength to withstand potential wave and tide erosion. 8. This office will be notified on completion of drilling at this location so that a department biologist may inspect the site and access.
