File No. 300.15.217 Re-' Amoco Production Company - Drilling Waste Reserve Pits Final Closure Approval of 25 Inactive Facilities The Alaska Department of Environmental Conservation (ADEC) has evaluated your co=es=ondence, dated Februar: !9, 1992. requesting closure of 29 Amoco Production Company ~,~oco') inactive rese,we pit disposal facilities. Surface evaluations were performed at the sites in ! 989 and !990. T:js corresr~ondence descNbes our review procedures, puts forward the Denartrnent's findings, and takes action upon the closure request. The 29 facilities were assessed by .4a'noco prior to the issuance of the ADEC Interim Site. Assessment Guidance for Inactive Drilling Waste Sites, June 190,..!.. The new Alaska Solid Waste Re_ouiations. 18 AAC 60, became effective Janus, 28, 1996 and contains a chapter on inactive resem'e pit closures I 1 $ A. AC 60.4403. The closure criteria in the new regulations parallel the closure criteria in the 1991 guidance document, and the review procedures require a discussion of the rusk screening assessment as required in the 1991 document. Briefly, the significance of risk to local receptors is evaluated &rou=h srudv of contaminant release, exposure criteria, and consecmence criteria. The 1989-1990 3znoco assessment program included acquisition of numerous (I0-30) shallow cores within and adjacent to each drill pad. sampling of the cored material at five-foot interwais, and installation of monitoring wells on several facilities from which shallow groundwater was encountered while coring. Of partic'aiar concern are references in the origml assessment document to drums, batteries, and saclcs of d~Iling mud and/or mud additives. Recent documentation (8/19/96) supplied by Arnoco to the ADEC demonstrates that further clean-ur> was ?efformed after ~e assessment date. and ~Se debris was removed or disposed of properly. This irdorrnation has been forwarded to the U.S. Fish and Wildlife Service for review. Tvonek State No. 1 Conce~ is expressed by the Contaminated Sites Section of ADEC over potential grounciwater contamination from buried reserve pit wastes at the Tyonek State No. 1 location, especially with frequent summer habitation of the site by Tyonek village residents. Evidence from the 1990 monitoring well data indicate substantial water quality, exceedances with resvect to c~omium, lead, barium. TPH. and the BTEX components. Subsequent analyses from samples collected in 1991 and 1993 indicate the BTEX concentrations are diminishing: however, metal analyses were not reported and TPH concentrations appear to increase significantly in 1993. Final closure approval of the reserve pit may be granted under !$ AAC 60.440(j)(5) 'if the owner or operator demonstrates that water pollution in the affected water body is diminishing'. Therefore, it is requested that Amoco re-sample the two monitoring wells to. verifs., that BTEX. DRO, at~d metal concentrations are diminishing. TPH. and BTEX concentrations in soil cores :2"om the Ahma Inc. ,No. t site (core :.ocations fi. 6. 12. !3) indicate drilling waste is present at or within a five foot depth within uhe reserve pit depression. Standing water occurs withm .the depression in possible contact · .vi<n me waste. Consequently. closure o£ tine reserve sit under 18 :L-kC 60.4-40~j) requires ~arnsimg and analysis of surface water at the site as' specified in Tables C and D. Water ::rom scnds on ~e nor*,h and south ends of the rese~'e pit and at background and down- gradient locations shouid be sampled. The analytical data. an appropriate aualiutive risk assessment, and analysis of feasible corrective action as outlined in i $ .k-kC 60.~0(f)(7-10) are required prior to closure. Chuitna River State Further information is required to reach a final decision on the closure sums of the Chuima .River State location. Hi*_h concentrations of BTEX (Level A and B soil exceedances), TPH. and several metals in the reserve pit drilling waste exist at or within 5-!0 ft depths, and may contact the large pond of standing water. Groundwater from monitormg wells around the eit identified variable leveis of pe=oieurn hvdrocarbons. Large concentrations ~f ?PH at station MW2$ (.TPH=58 mg:'I) and .X, DV9 (TPH= 10 rog:I) were observed in the : 995 data. The down-gradient occurrence a~ .",Pa'9 suggests that TPH-derived orgamcs may be migrating outside ',.he pit area. Groundwater memt analyses were not inciuded. Surface water analyses from ~e 1993 program identified trace levels of the BTEX components: eievated levels of barium and lead (Pb=25 ppb) were detected in a ~989 surface sample Th, e Dermrmaent requests that further sampling and analyses of the re=uired metal and hydrocarbon components listed in Table D (18 AAC 60.4-40) be pert'ormed at the site, utilizing analytical methodolo~ specified therein. At least one surface water sample from ~ocation SWd. and three groundwater samples from M~'9. MW17, and MW28 are re=uestecl. The Department recommends that you bail/purge the monitoring wells prior to sampling and use a field-filtration method to eliminate particulates from the groundwater ('i.e. measure only the dissolved metal concentrations'). Final closure approval of the site should then be possible under 1. 8 .~-XC 60.440(j)(5) if the contaminant levels are indeed diminishinz. The request is still awaiting the signature of your Commissioner. The primary use of the area requested is wildlife oriented. It is important that the fo~'lowing restrictions be adhered to: 1. Prior to beginning of drilling, a sump of sufficient size to contain all waste fluids will be constructed. The sump mus't be lined with material impervious to oil at all seasons during the year. 2. Prior to the beginning of drilling adequate ditching shalls~rround the area, taking .advantage of the natural topography of the land to insure that any spill that might occur will be.drained into the sump. 3. Prior to abandonment of the site, the sump must be cleared of all oil and covered. 4. The operator must dispose of all refuse, waste, debris, garbage pallet board, visqueen barrels etc. by being burned and buried. 5. No stream or body of water will have any foreign material added to it. This includes vegetation, soil, petroleum products or refuse. 6. Gravel will not be removed from streams or areas adjacent thereto. Statement: The foregoing provisions do not relieve the lessee and/or his contractors or assignees of any responsibilities or provisions required by law-6r regulations 'of the State of Alaska or the Federal Government.
