H-40 STC casing were run-"to 422' Wi'th ~ Haliburton float shoe on bottom and cemented with 1000 sacks .,of Cement, returns to surface were obtained. The float Sho~.was~not drilled out. A 30 sack cement plug was set at 70' (bottom) and the:f20,, and 30" casing was cut with a TriState cutter at 44' 'below the K.B.~ (6' below the mud line). Rig #46 on location at 2 PM August 14, 1969. Rigged up and drove 30" O.D. ½"-wall casing to resistance at 36' pene- tration (74' below K.B. ). Started drilling on AuguSt 16th. Drilled 26" hole to 426' and ran 10 Joints 20" O.D. 'H-40 STC to 422'. ;Haliburton float shoe on bottom. Cemented with 1000 sacks cement with good returns to surface. 'While nippling up Hydrill on 20" casing the drilling crew noticed un- usual movement on end of barge. Examination of drill, barge structure revealed numerous failures in structural members and the decision was made to suspend operations for detailed examination of lower barge and removal to quieter waters for repair. The float shoe was never drilled out. Set 30 sack cement plug with bottom at 70' and cut 20" and 30" casing with a TriState cutter at 44' below K.B. (6' below the mud line). Moved the rig off location at 6 P.M. on August 2'3, i969. Because of the serious danger of collapsing the drilling b~rge in heavy surfsuspension operations were carried out without o~baining formal approval. The operation was cleared, however, by telephone with the State PetrOle~ 16. In talking to Dick, who has already submitted the required permits, he requested that we authorize him to sign for Panoil all permits and miscellaneous forms which may be required on the subject well. This letter is to inform your department that Mr. Church is fully authorized to sign for and represents Panoil in any matter in connection with our activities in the Katalla area or any other activities in Alaska. Within a week's time we plan to have Mr. Hank Lyle in Anchorage, who is also authorized to perform any regulatory functions for Panoil. Mr. Lyle is a vice president of Palm Petroleum Company, a wholly owned subsidiary of Panoil. If any further authorization is necessary, please advise.
