I Subject: Chevron Jeanette Island No. 1 Well Dear Mr. Anders: In my April 12, 1984 letter I agreed to extend the period of confidentiality for reports and infomation from the Chevron Jeanette Island'No. 1 Well until 30 days after the date that the first lease is awarded as a result of federal Sale 87. According to the Minerals Management Service, the effective date of the first lease issued as a result of Lease Sale 87 is October 1, 1984. Therefore, the reports and information from the subject well will be released on October 31,, 1984. By copy of this letter I am directing the Alaska Oil and Gas Conservation Commission to release the data from the Chevron Jeanette Island No. 1 Well on October 31, 1984. Data'from this well are curre.ntly scheduled to be released.on April 4, 1984. The subject well is located approximately three and one half miles southwest of unleased lands whose ownership is disputed by the state and federal governments. Recently amended regulations provide that: ll AAC 83.153. CONFIDENTIAL REPORTS. (a) If the commissioner finds that reports or information required under AS 31.05.035(a) contain significant information relating to the valuation of unleased land within a three-mile radius of the well from which these reports or information were obtained, the commissioner will, upon the written request of the owner of the well, keep the reports or information confidential for a reasonable time not to exceed 90 days after disposal of the unleased land, unless the owner of the well gives written permission to release the reports and information at an earlier date. The commissioner will, in his or her discretion, extend confidentiality to reports or information required under AS 31.05.035 from a well located more than three miles from any unleased land if the owner of the well from which these reports or information are derived .makes a.sufficie_n~ .s.,.,~o~_~wi_Qg~..that the reports or information '~'ontain significant information relating to the valuation of unleased land beyond the three-mile radius. RECEIVED APR Naska 0i! & Gas C~ns, Commission Anchorage -2- On March 29, 1984 Ron Crane and Tom Cook of Chevron and ~ss Ariey of my staff met to discuss Chevron's reasons for requesting extended confidentiality. Based on the data presented by Chevron, on a review of the data on file with the AOGCC, and on subsequent discussions with my staff, I find that the reports and information from the Jeanette Island well do not contain significant information relating to the valuation of unleased land beyond the three-mile radius from the well. Accordingly, I find that Chevron has not made a sufficient showing that the reports or information contain significant information relating to the valuation of unleased land beyond the three-mile radius. · However, there have been unforseen and unavoidable delays in the transmittal and processing of Chev~on's request for extended confidentiality. Chevron has notified the Commissioner of the Department of Natural Resources of its intent to appeal a decision, if that decision is to not extend the confidentiality of data from the Jeanette Island #1 Well. In order to provide sufficient time for Chevron to appeal this decision prior to the expiration of the initial period of confidentiality of the data, I am extending the confidentiality of the Chevron Jeanette Island #1 Well data until further notice. The detailed reasons for our decision will be forthComing in a separate letter. Chevron will have 15 days from the date of issuance of the letter detailing our reasons in which to appeal this decision. So that you will be aware of the appeal procedures applicable in this case the regulations that apply to this appeal are cited below. ll AAC 88.155. " The Jeanette Island #1 well is located ~on State of Alaska lands in Section 30, T12N, RI9E, U.M. It is located in a remote frontier exploratory area, and there is an absence of other exploratory wells in the area. The Jeanette Island #1 well is the northernmost exploratory well in the region. /ff~$/~ ,~e ~ y~,~' z~'~,,.~ ~ Approximately three and a half miles to the north of the Jeanette Island #1 well is a vast northwest-to-southeast trend of unleased federal lands. Information from the Jeanette Island #1 well represents the only stratigraphie and structural subsurface control in the area. T~uesday.,_March 2, 1982 - Plugging of well began at 6:00 p.m. with open end drill pipe run into 9 5/8" casing stub, cut at 3,195', to a depth of 3' 245'. 350 sacks class "G" cement were then pumped atop mud. ~ednesday, March 3, ...... ~982 - After WOC twelve hours bit tagged top of plug at 2,810' and plug was tested with 30,000 pounds weight. I did not witness the top plug. Plans called for filling the 13 3/8" with mud to within 100' of the top of the casing and placing a 100' Arctic set plug at the top. A 13 3/8" blind flange RTJ will be attached to the top of the 13 3/8". Plugging was completed at 6:15 a.m. Plug and abandor~ent report is attached. Sohio's Challenge Island well flowed at 13,583 feet after losing up to 330 bbls/hr, of 15.6 ppg mud. e The rig will be equipped with a mud logging unit. Pore pressures, "d" exponents, etc. will be calculated and displayed at all times. This data will aid in detecting potential problems. B. Lost Circulation Considerations' . Sohio's Reindeer Island well had no apparent lost circulation problems. e. . Shell's Wesk Mikkelsen #,.3 well lost 190 bbls of 9.1 ppg drilling fluid at 3,498 feet. ........ Sohio's Challenge Island well developed lost circulation problems' at 13,583 feet and lost the entire surface system volume of 15.6 ppg mud. C. Precautions' The hole is to be kept full at all times. Any kicks should be handled by our normal procedures. Drilling crews should be made aware of the procedures prior to spudding. Kick and BOP drills will be-practiced at regular intervals and noted on the tour sheets. Care must be exercised at all times, and especially while tripping the drill pipe.
