"~ -,~. 1995, concerning_ a recent list of inactive reserve pit closures. The list was addressed to your office and dated January. !2. 1995. Four sites were inadvertently omitted bv ADEC ~om the list of closure approvals, and two additional omissions were identified by the Department while reviewing Mr. Lowe's letter. Furthermore. four sites received conditional closure shams contingent upon surface rehabiiiurion: three other locations were mentioned as candidates for further remedial action. Surface work is complete or in profess at these latter sites and their sutus is now subject to further review bv. the Deparrmem. This correspondence describes our review procedures, puts forward the Der~artment's fmdings, and takes action upon the closure requests. The sites have been reviewed in accordance with the ,M)EC Interim Site Assessment Guidance for Inactive Drillmg Waste Sites. June 1991. The third draft of Alaska's new Solid Waste Re~lations, 18 AAC 60. is currently under review, and this third draft contains a chapter on Inactive Reserve Pit closures. The closure criteria in this proposed repudiation parallels the closure criteria in the 1991 Guidance Document. Closure under the 1991 Guidance Document should constitute closure under the proposed Solid Waste Regulations._ The review procedures include an evaluation of the risk screenmg assessment required in the 1991 Guidance Document. and is summarized in our previous correspondence t'Januarx' !2. 19955. Briefly. the si,o'aificance of risk to local receptors is evaluated through study of contaminant release, exvosure criteria, and conseouence criteria. Mr. Steven D. ARCO Alaska, Inc., as operator for SOHIO, proposes to plug and abandon this well due to the lack of commercially producible quantities of hydrocarbons. This work is being performed bt ARCO per the Inactive Non-Unit Well Agreement made with Prudhoe Bay Unit Owners. The 9-5/8" x 13-3/8", 13-3/8" x 20", and 20" x 30" annuli will be checked to insure cement to the surface. There is a possibility that the 9-5/8" x 13-3/8" annulus is not cemented to surface. If not, the 9-5/8" x 13-3/8" annulus will be perforated and cemented to the surfac~. The 9-5/8" casing will be displaced with a non-freezing fluid of minimum density 9.8 ppg / from 2480' to 2006'. the 2-7/8" tubing and 2-7/8" x 9-5/8" casing will be cemented from 2006' to surface through the tubing. The open hole TD of 13,877 has been plugged back to 9735' which is 262' above the 9-5/8" shoe. The 9-5/8" casing contains 9.8 brine from: the' top of the cement plug to the bridge plug at 9500'; from 9500' to the bridge plug at 9140', and from 9140' to the bridge plug at 2480'. The well is per. forated from 9208-9390' with 40 perfs. This work is being performed by ARCO per the Inactive Non-Unit Well Agreement made with Prudhoe Bay Unit Owners. · The 9-5/8" x 13-3/8", 13-3/8" x 20", and 20" x 30" annuli will be checked to insure cement to the surface. There is a possibility that the 9-5/8" x 13-3/8" annulus is not cemented to .surface. If not, the 9-5/8" x 13-3/8" annulus will be perforated and cemented to the su~fac~. The 9-5/8" casing will be displaced with a non'freezing fluid of minimum density 9.8 ppg from 2480' to 2006'. the 2-7/8" tubing and 2-7/8" x 9-5/8" casing will be cemented from 2006' to surface through the tubing. We intend to suspend our subject well and make a temporary completion as a water observation well in the Triassic. ,~;,, The well status will be as follows: Total depth Last casing string Cemented with 13,877' in 8½" open hole. 9-5/8" O.D. 47 lb/ft N80 Buttress set at 9997'. 1100 sacks Class G with 18% salt, 1% CFR-2 through the shoe. 1200 sacks Class G with 10% gel through stage tool at 5770'. Prior to cementing off the open hole we intend to test the Mississippian formation by drill stem testing. After plugging back inside the 9-5/8" casing Shoe we shall carry out drill stem tests of the Triassic before completing as an observation well. Access to this site shall be by all-season gravel road or by aircraft, with the exception that winter roads may be utilized when surface conditions are such that land damage will not result from such use. 2. Prior to beginning of drilling, a sump of sufficient size to contain all waste fluids will be constructed. This sump must be lined with material impervious to oil and oil products at all seasons during the year. Prior to abandonment of the site, the sump must be cleaned of all oil and covered. 3. The operator must dispose of all waste, including garbage, by burning, with non-combustible material and un-burned residue disposed of in a manner and in a location acceptable to the Alaska Department of Fish and Game, i.ei, in some locations burial may be required, in others removal from the site may be necessary. 4. Sewage and waste water will be disposed of by lagooning or the cesspool-s~ptic tank method. No stream or body of water will have any sewage or waste water added to it. 5.
