The new Alaska Solid Waste Reguianons. 18 AAC 60, became effecnve January. 28. 1996 and contains a chapter on ~nactive rese:~ e p~t closures I 18 A-kC 60.440~. The closure criteria ~n the new regulations parallel the closure criteria in the 1991 gmdance document, and the review procedures reqmre a discussion of the risk screening assessment as required in the 1991 document. Briefly, the s~gnificance of risk to local receptors is evaluated through study of contaminant release, exposure criteria, and consequence criteria. Napatuk Creek No. 1 Concern is expressed by the U.S. Fish and Wildlife Service over surface conditions at Napamk Creek No. 1. which appear to be impacted by abandoned drilling-related trash and eaumment. Of particular concern are references in the original assessment document to drums, batteries, and sacks of drilling mud and/or mud additives. Recent documentation ~8/t9/96') supplied by Amoco to the ADEC demonstrates that further clean-up was ee,'-r'ormed after the assessment date. and t~he debris was removed or disposed of properly. This m/ormanon has been forwarded to the U.S. Fish and Wildlife Service for review. Tvonek State No. 1 Conce::n is expressed bv the Contaminated Sites Section of .-U2)EC over potential groundwater contamination from buried reserve p~t wastes at the Tyonek State No. 1 locanon, especmlly w~th frequent summer habitation of the sxte by Tyonek village residents. Evidence from the 1990 moratoring well data indicate substantial water quality, exceedances w~th respect to c,hromium, lead. barium. TPH. and the BTEX components. Subsequent analyses from samples collected in 1991 and 1993 indicate the BTEX concentrations are d~m~mshmg: however, metal analyses were not reported and TPH concentrations appear to increase s~gnificantly in 1993. Final closure approval of the reserve p~t may be granted under 18 AAC 60.4400)(5) 'if the owner or operator demonstrates that water pollution in the affected water bodv ~s dimimshing". Chuitna River State Further ~n/ormation is reqmred to reach a f'mal decision on the closure status of the Chuima ,River State location. High concentrations of BTEX (Level A and B soft exceefiances), ,, H. and several metals in the rese:we pn danlling waste exist at or w~flun 5-i0 ff depths, and may contact the large pond of standing water. Groundwater from morntor',ng wells around the mt identified varmble levels of petroleum hydrocarbons. Large concentrations of TPH at smnon MW28 (TPH=58 me/l) and M'W9 tTPH= 10 me,,1) were obse.wed in the ;993 data. The down-gradient occun',ence at MW9 suggests that TPH-denved orgamcs may be m~granng outside the pn area. Groundwater metal analyses were not mciuded. Surface water analyses from ',he 1993 program idenufied trace levels of the BTEX components: elevated levels of barium and lead (Pb=25 ppb) were deterred in a 1989 surface sample. 7~,e Der~arunent requests that further sampling and analvses of the featured metal and hvdrocarbon components listed in Table D (18 AAC 60.440) be performed at the she, utlI~z~ng anaiyncal methodologT specified therein. At least one surface water sample from location SWd. and three groundwater samples from M~'9. MW17, and MW28 are reauested. The Department recommends that you bari/purge the monnonng wells prior to samphng and use a fie!d-filtranon method to etirmnate pamculates from the groundwater (~.e. measure only the dissolved metal concentrations). Fiml closure approval of the site should then be possible under 18 .<-XC 60.440(j)(5) if the contaminant levels are indeed du'nm~sh~ng. Closure for the pad as a whole must be coordinated betxveen the owner/operator and the appropriate state (AX)NIL ADF&G. AOGCC), or federal (BLM) agency. Additionally. should any contamination from historic spills be found on the pad oumde the drilling waste s~te (resen'e pit area), noufication needs to be made to the ADEC Conmmmated Sites Section ~.269-7659). 2) New Information: Should addiuonai information concernmg environmental conditions at the facility make further actions necessary, to protect human health or the environment, the Department reserves the fight to reQmre additional investigation, assessment, monitoring, or remediation at the facilit'v. "A" Well No. I By letter of February 4, 1963, the Alaska Oil and Gas Conservation Commission (AO&GCC) approved the cleanup of the subject well site except for that portion being used by the Ahtna Development Corporation as a temporary sewage holding pond. The site reclamation of the holding pond has now been completed. Since the Ahtna Development Corporation had been utilizing this site under Compliance Order No. 82-10 from ADEC, Mike Minder of the AO&GCC has requested that we contact ADEC for inspection and approval of the site abandonment. This office has recently been able to obtain a copy of the compliance order the Department of Env£ronmental Conservation has with the Ahtna Development Corporation. This order was signed by DEC on November 15, 1982 and Ahtna on December 6, 1982. Respondent is responsible for operation and maintenance of the sewage treatment plant at Ahtna Lodge located at Glennallen, Alaska. 2. The Department alleges that on or about the 1st day of June, 1982 at or near Glennallen in the Third Judicial District in the State of Alaska, Respondent has operated a landspreading operation without a permit where sewage and sep- rage has been or will be dumped onto the ground for drying near the Amaco #2 drill site located in the NE¼, SEC 28, T5N, RlW, C.R.M., all of which, if true, constitutes violations of AS 46.03. 100 and 18 AAC 72.010, 72.060 and therefore justifies the initiation of compliance order proceedings under AS 46.03. 850. 3. Respondent, while not admitting that a violation of any sort has occur- red, but while admitting Ahtna Development Corporation wishes to avoid the un- certainty and expense of litigation or further compliance order proceedings: 4. Should, for any reason, the Respondent be unable to comply with a condition of this order or should Respondent anticipate a future cause for noncom- pliance, he shall immediately notify the Department in writing with a detailed ex- planation of the condition or conditions and Respondent's proposal to remedy the violation and a timetable for compliance. If the Respondent establishes the grounds for noncompliance to the satisfaction of the Department, Respondent's obligation to meet the applicable requirement shall be extended or, altered as the Department deems necessary and appropriate. 6. As the attached pictures indicate; the Athna Native Corporation is using the reserve pit as an emergency dump site for sanitaz~y waste with the approval of the Alaska Department of Environmental Conservation (ADEC). The reserve pit isn't a good place to dump this waste because the drilling mud has a clay base, also minter will not perculate through the clay in the reserve pit. With only a couple of ~eks use of this pit as an emergency dump, the reserve pit is almost running over as picture 14 shows. This is a very unsanitary way of disposing of sanitary waste. The dike in pictures 2, 3, 12 and 13 was made with gravel from the pad by Athna Native Corporation, as pictures 10, 11, 15 through 19 show. We informed Bud Abrams, Amoco's superviser that the mud pit would have to be filled and the piece of pipe removed, and that the well marker needed more well data bead welded on it to meet A.O.G.C.C. specifications Before the abandonment would be approved. We filled out an A.O.G.C.C~ Report (attached). There also were pictures taken of the location that are attached to this report. Section (b) provides the means for an extension of time if a valid reason exists. Section (c) provides for on site inspection. Consequently, we are presenting the following list of your abandoned and/or suspended wells. Many of these are now more than one year old and are not in compliance with regulations. "A" Well No. 1 Well History Regulation 20 AAC 25.070.3. C Amoco spudded Ahtna Inc. "A" Well No. 1 on June 10, 1980, and plugged and abandoned the well on August 6, 1980 at a total depth of 5677 ft. The 20" surface casing was landed at 1003 ft. and cemented to surface with 1700 sacks Arctic Set II. The 26" surface hole consisted mostly of sand, clay, and gravel. The mud weight ranged from 8.7 to 9.2 PPG down to 2300 ft. We drilled 100 ft./hour down to 2000 ft., then the rate picked up to 200 ft./hour until 2337 ft. At 2337 ft. the hole became packed off and the drillpipe was stuck. The chloride concentration increased to 11,500 PPM and the well required 15+ PPG mud to kill the saltwater flow. We perforated through drill collars at 2082 ft., 2142 ft. and 2152 ft. with 4 shots per foot attempting unsuccessfully to free pipe. We then backed off the drill collars, washed over the fish, and recovered it with an overshot and grapple. The formation from 1000 ft. to 4900 ft. was claystone and siltstone which, along with the heavy mud weights, created bit balling problems. The mud weight ranged from 15 to 17 PPG from 2337 ft. to 5677 ft. An intermediate 13-3/8" casing string was landed in the 17-1/2" hole at 2578 ft., which appears AU6 1 1 80 August 20, 1980 LAD-857-WF Page 2 to be within the salt water zone due to the continued need for heavy mud weights. The primary cement job failed to seal off the saltwater zone causing pressure to build in the 13-3/8"- 20" annulus. We performed a 1310 sack braden head squeeze to isolate that pressure. The 12-1/4" open hole was logged to 5576 ft. and there was no indication of hydrocarbons. The drilling rate averaged about 5 ft./hour below 4900 ft. in dense metamorphized volcanic sediments. We ran BHC, FDC, CNL, DIL, GR, and HDT logs from 1003-2578 ft. and 2578-5574 ft. Drilling was continued to 5677 ft. in tight formations until the decision to plug and abandon was made. A firm cement plug, which we tagged with 25,000 lbs. was set from 2800-2380 ft. We set a bridge plug at 2162 ft. and covered it with 100 sacks of Class G cement.
