Supervisor 3 FROM: John Crisp, SUBJECT: Location Inspection Petroleum Inspector Conoco /Phillips Nora Fed #1 PTD 1690130 August 05, 2011: I traveled to Conoco /Phillips Nora Fed #1 location to attempt to find mounding on the final cut off of casing strings. CPAI representative Chris Brown stated that gravel had been removed & tundra overburden replaced the gravel. No success in finding the mounding for the casing string cut off. Summary: Inspection of Nora Fed #1 showed minor trash and no drilling debris. Some wooden pad supports are still visible. Casing cut off mounding could not be determined from inspection. Peak safety checked for combustibles, none present. Cut window in 13 3/8 inch casing and install pressure control valve on 9 5/8 inch casing. Drill % inch hole in 9 5/8 inch casing. No observed pressure. Peak safety monitored for combustibles, none present. Tie onto 13 3/8 inch casing head with straps and back hoe. Finish cutting remaining windows in 13 3/8 inch casing. Cut off 9 5/8 inch casing. The 9 5/8 inch casing was landed in the slips and packoff. No apparent tension on 9 5/8 inch casing when it was cut. Finish cutting off 13 3/8 inch casing. Load well head and 9 5/8 casing stub into pick up. All casing cut offs and well head were norm tested, all normal. Well head will go to Kuparuk Bone Yard. Casing cut offs will go to Peak metal dumpster onsite. 17:00 Hrs. 2/27/11. Use weed burners to heat up and melt drilling mud in 13 3/8 X 9 5/8 annulus and water in 9 5/8 casing. Melted water and chipped ice in 9 5/8 casing to 3 feet below top of 20 and 13 3/8 casings. Hit cement at that depth. Cut off 9 5/8 inch casing 3 feet below 20 inch and 13 3/8 inch casing from the inside. Continue to heat 13 3/8 casing to melt drilling mud in 13 3/8 X 9 5/8 annulus. Remove drilling mud to 5 feet below top of 13 3/8 inch casing. 18:30 Hrs. 2/27/11. Placed two heater trunks on exposed casings. Shut down for night and return to camp. Contact Matt Herrera with AOGCC and discussed operations for 2/28/11. Matt and Chuck kicked things around and waived witness of cement placement and marker plate placement. 05:30 Hrs. 2/28/11. Attend Peak pre -job meeting at camp. Discuss upcoming operations with Peak safety and Lounsbury surveyor. 06:30 Hrs. 2/28/11. Travel to well. GBR and AES completed THA cards. Pre -job at site. Move light plant to well site. Peak safety monitored for combustibles in area around the well, none observed. Lounsbury surveyor obtained 20 inch casing height. Set up for well completion. Dress top of 20 inch casing to accept marker plate. • • 08:00 Hrs. 2/28/11. Mix cement in wheel barrow and cement 13 3/8 X 9 5/8 annulus from 5 feet below top of 20 inch to 3 feet below top of 20 inch. Cemgot 13 3/8 inch casing from 3 feet below 20 inch to surface. CAt e. I reviewed the drilling records again and with the 2nd stage cementing of the 9 5/8" casing using the DV collar at 2850' the OA is adequately cemented and will prevent fluid migration (200sx Fondu and 300sx of class G were pumped with good returns). If you encounter frozen mud at the surface of the OA , chipping down 5 -10 feet and placing a cement cap will be acceptable for the surface plug in the 9 5/8" X 13 3/8" annulus. I discussed this with commissioner Foerster and she is in agreement also. The well was tested (dry hole) and an above ground P &A marker set. During the Winter season of 2011, a site remediation project will be completed. During this time period CPAI would like to inspect the well area, remove the above ground P &A marker, confirm depth of casing strings below FINAL GRADE, and weld -on a P&A plate per current regulations. Outline: 1. Excavate wellhead. Inspect condition of the wellbore i.e. confirm if wellhead has been cut & removed and casing strings secured. If required cut off 3' below FINAL GRADE or cut -off above ground P &A marker and weld on cover plate with appropriate P&A information. Backfill area per remediation plan. Procedure: 1. Notify AOGCC 48 hours in advance of well operations. Hold pre job meeting with all personnel to discuss objectives, as well as safety and environmental issues. 2. Excavate area surrounding the wellhead area to a depth required to confirm ,/ status of the surface P&A. Take pictures and discuss with Anchorage Engineering. 3. If required cut off wellhead and all casing strings at 3 feet below proposed FINAL GRADE. Verify that cement is back to surface in all strings. Add cement as required. Or, if wellhead has been removed with cover plate welded in place at an appropriate depth (confirm with Anchorage Engineering & AOGCC); cut -off the / / above ground P &A marker and weld -on cover plate as below. / 7 -P14 -e 4. In talking on the phone today with Bob Ballog, I learned that petrographic thin sections will not be prepared from the 15,200' - 16,940' interval in the ARCO/Home Nora Fed. #1. Therefore, I can stop waiting for receipt of these thin sec- tions. Accordingly, since all slide and residue material has been received on the two wells, the project is considered closed. I write this as a matter of record. The foram, paly and petrographic slides contributed by Union on these two wells are valuable contributions to the Commission's well sample and core library and you, Bob, Clark Weaver and your respective associates are thanked sincerely for your work in implementing this beneficial project. This area had been reseeded. USGS and BLM had vt$t.t~d this previously and tt stewed quite a response to the seeding and the work that had been done on it and definitely was coming back. Tom Dean of BLM was wery pleased with the area. Photo No. 64 and 65 are concerned with thts area and show them Investigating the tundra' ~losely. Photo Nos. 66 and ~7 show minor bits of debris around the edge of a small -iak&"'a~ s~ dratnage areas that had been filled Chat are slowly revegeta- ting themselves. This well was pl'ugged and abandoned in 1970. We all agreed that the clean up and restoration of this location was satisfactory and that even though it now appeared quite rough it had been several years since the original clean up and the restoration work hms taken effect and is ~ good shape. USGS subsequently issued a letter to Arco dated October 31, 1975 {attached) so indicating this location to be a satisfactory abandonment. This was the 9th of 14 well locations Inspected on federal leases which have become State leases and it appears that no further work should be required at this location. CON FI DE NTI,:',L TiTLE Senior Drilling Engineer April 8, 1970 Note to the Files: ARCO-HOME - Nora Federal Jim Keesler called at 2:30 p.m. on March 31, 1970 advising they are tentatively planning to P and A the subject well. Well has been drilled to TD of 17,658' and top of fish at 17,164'. They ran DST fron17,088' to 17,164', recovered 1,000' of water cushion and 550' of drilling mud in 1½ hours. Attempting to log through 7" liner at 15, .405' and logging tool was hung up. The formation is dense, hard non-porous from 7" to the top of the fish. A proposed set of plugs across the shoe of the 7" liner and plug across the top of the liner and a plug at the surface. Top of the liner is at approximately 10,700', 9 5/8" casing at approximately 11,000'. I advised the procedure would be satisfactory and they should submit paperwork accordingly. Keesler advised that they had reported temperatures up to 370 degrees fahrenheit and that most of the tools run in the well had been tested to 350 degrees fahrenheit. This required circulating after each log run to cool the mud down so the tools would give satisfactory calibration. He stated that the temperature gradients are higher to the north, and anticipated that if any deep wells are drilled further north, there may be trouble with equipment. O. Prior to the begining of drilling, a sump of sufficient size to contain all waste fluids will be constructed, The sump must be lined with material impervious to oil at all seasons of the year. 2. Prior to the begining of drilling, adequate ditching shall surround the area, taking advantage of the natural topography of the land to insure that any spill that might occur will be drained into the sump. 3. Prior to abandonment of the site, the sump must be cleared of all oil and covered. 4. The operator must dispose of all refuse, waste, debris, garbage, pallet board, visqueen, barrels, etc., by being burned and buried. 5. No stream or body of water will have any foreign material added to it. This includes vegetation, soil, petroleum products or refuse. 6. Failure to comply with the above provisions will result in revocation of this permit and subsequent legal action. Statement: The foregoing provisions do not relieve the lessee and/or his contractors or assignees of any responsibilities or provisions required by law or regulations of the State of Alaska or the Federal government.
