AK 99519-6612 Re: Approval for Closure - Inactive Drilling Waste Disposal Sites Dear Mr. Tavior: The Alaska Department of Environmental Conservation (.~)EC3 has received correspondence from Mr. Dave Lowe. dated January, 22, 1995. concerning a recent list of inactive reserve pit closures. The list was addressed to your office and dated January,' 12. 1995. Four sites were inadvertently omitted bv ADEC ~om the list of closure approvals, and two additional ommsions were ~denufied bv me Department while reviewing Mr, Lowe's letter. Furthermore, four sites received condiuonal closure stares contingent ur~on surface rehabilitation: three other locations were mentioned as candidates for further remedial action. Surface work ~s complete or in progess at these latter sites and then: stares is now subject to further review by the Departmem. This correspondence describes our review procedures, puts forward the Department's findings, and takes acuon upon the closure requests. The s~tes have been reviewed in accordance with the ,~DEC Interan Site Assessment Guidance for tnacnve Drillin~ Waste Sites, June 1991. The third draft of Alaska's new Solid Waste Re_malauons. 18 AAC 60. is currently under review, and ti'ds third draft contains a chapter on lmacuve Reserve Pit closures. The closure criteria m tl'us proposed re~m~lauon parallels the closure criteria in the 1991 Gmdance Document. Closure under the 1991 Guidance Document should constitute closure under the proposed Solid Waste Regulations. The review procedures include an evaluanon of the risk screenm~ assessment reamred in the 1991 Guidance Document. and is summarized m our previous correspondence ~Januarx' 12. 19955. Prior to the beginning of drilling, a sump of sufficient size to contain all waste fluids will be constructed. This sump must be lined with material impervious to oil at all seasons of the year. 2. Prior to the beginning of drilling, adequate ditching shall surround the area, taking advantage of the natural topography of the land to insure that any spill that might occur will be drained into the sump. 3. Prior to abandonment of the site, the sump must be cleaned of all oil and covered. 4. The operator must dispose of all refuse, waste, debris, garbage, pallet board, visqueen, barrels, etc., by being burned and non-combusted residue must be removed to a disposal site approved by the Alaska Department of Fish and Game. 5. No stream or body of water will have any foreign material added to it. This includes vegetation, soil, petroleum products, sewage, or refuse. 6. All preparatory work for drilling will be done prior to May l, 1969. This includes construction of access roads, airstrips, gravel dumps, and necessary excavations. cc: B.
