Reference: Issuance of Permanent Closure Approval for Inactive Reserve Pits located at Lewis River 13-2 and Stump Lake 41-33 Dear Ms. Hammond: \ <ö ~--a() \ The Alaska Department of Environmental Conservation (ADEC) has completed review and public notice for permanent closure approval of the inactive reserve pits located at the above reference sites located on the west side of Cook Inlet. The closure applications and corrective action plans provided the required information describing the history and conditions of the reserve pits( s), results of required water sampling, an assessment of the potential risks posed by the drilling waste to human health and the environment as well as proposed corrective actions. Corrective actions are completed at these sites. The reserve pits at both sites were capped with gravel and overburden such that ponds will not develop in the capped area. Water quality monitoring will continue at these sites for three years in accordance with requirements of the Alaska Department of Fish and Game (ADF&G) under their Susitna Flats State Game Refuge management authority. ADEC has determined that these sites present no material or probable risk to the public health or the environment. Public notice requesting comments on the closure requests was published March 7 and 8, 2003 in the Anchorage Daily News and posted on the state web site March 7, 2003. The Alaska Department of Fish and Game requested that we postpone closure until they inspect the revegetation success at the sites. They stated that if ADEC proceeds with closure approval, then ADF&G would continue with management of the sites under their refuge management authority and permit stipulations. The ADEC closure requirements do not have a revegetation standard; ADEC has determined that the reserve pits at these sites meet the closure requirements of 18 AAC 60.440. e Ms. Laura Hammond Unocal Corporation e April 17, 2003 Page 2 of3 Closure Approval Under authority of 18 AAC 60.440 (j), ADEC grants permanent closure approval to Unocal for the inactive reserve pits at the following sites: Well Name API Number MTRS Landowner Lewis River 13-2 50-283-20011-00 Section 02 T14N, R09W, SM DNRlADF&G Stump Lake 41-33 50-283-20055-00 Section 33, T14N, R08W SM DNRlADF&G Terms and Conditions This permanent closure approval is subject to the following terms and conditions: 1) In accordance with 18 AAC 60.440(1), the Department will require additional investigation, assessment, monitoring or remediation if new information regarding conditions at the reserve pit facilities indicates that further actions are necessary to protect human health or the environment. 2) The approval granted by this letter is for the inactive drilling waste reserve pit(s) only. Closure for the pad as a whole (if required) must be coordinated between the owner/operator and the appropriate land owner/manager. Any person who disagrees with this decision may request an adjudicatory hearing in accordance with 18 AAC 15.195- 18 AAC 15.340 or an informal review by the Division Director in accordance with 18 AAC 15.185. Informal review requests must be delivered to the Division Director, 555 Cordova, Anchorage, Alaska, 99501 within 15 days of the permit decision. Adjudicatory hearing requests must be delivered to the Commissioner of the Department of Environmental Conservation, 410 Willoughby Avenue, Suite 303, Juneau, Alaska 99801, within 30 days of the permit decision. If a hearing is not requested within 30 days, the right to appeal is waived. Gilbreth Petroleum Engineer DATE : April 12, 1968 SUBJECT: Field Trip Report - Discovery Royalty Test, Standard Oil Company of California, Lewis Rive~ ~t No. 13-2 On Thursday, April 11, I left Anchorage at approximately 9:15 a.m. by Company chartered, fixed-wing aircraft in route to the subject location. We landed at Standard's Beluga River camp and traveled by auto some fifteen miles to the Lewis River Unit No. 13-2. I arrived on location at approximately 11:30 a.m. and found the well to be closed-in with drill pipe and test tools in the hole. Test tools had been opened previously for short flow tests on different choke orifices. The test equipment included two twenty-four hour bombs and two forty-eight hour bombs. Only twenty-two hours of test time on the forty-eight hour bombs remained upon my arrival. Tubing pressure was 3,050 psi after eight hours and eighteen minutes of closed-in time. Since some previous test information was available, I advised Mr. Steve Booth, Standard Oil Company's drilling foreman, that we would need a prolonged four- point test with minor emphasis on data gathered at low flowing rates and major emphasis on high test rate results. The well had been reported making sand and Mr. Booth was concerned that well-head equipment might be cut out by the sand. He was advised that we would not specify any particular rate but that it would be left to his discretion to prove that the well could produce in "commercial quantities". Detailed test results are shown on the attached page, however, these might be summarized as follows: On a 1/2" choke, after two hours and fifty-nine minutes, 3/8 choke, after two hours and twenty-five minutes, well flowed 3,810 MCF. On " well flowed 3,325 MCF with a tubing pressure of 1,055 psi. On 1/4# choke, after one hour and thirty minutes, well flowed at a rate of 2,180 MCF with 2,100 psi tubing pressure. On a 1/2" and 1/4" parallel choke connection, well flowed 4,628 MGF per day with 590 psi tubing pressure. Of course, additional time was spent between the tests in stabilizing rates and changing connections, etc. The Standard representatives were advised that the volume appeared to be fairly low to qualify as a commercial quantity for the discovery royalty test. They .~were advised that this was a very preliminary idea based on limited data and the opinion expressed was without benefit of a complete economic analysis, which will be required prior to final decision. The zone which was tested is very thin, having only twenty-two feet of perforation. It is doubtful that a zone this thin can hold sufficient reserves to justify additional development. Since the test, therefore, appears to be in a "gray" area where a definite decision can not be made immediately, they were advised that if any other zone or zones in this well proved productive, it would be beneficial to them to have a representative of this Division witness productivity of that zone. In reference to the subject well, the Alaska Department of Fish and Game requests the following wildlife stipulations be attached to the permit to drill: (1) Prior to beginning of drilling,a ring dike will be constructed around the drilling area to contain any spills that might occur. (2) Prior to beginning of drilling, a sump of sufficient size to contain all waste fluids will be constructed. (3) Prior to abandonment of the site, the sump must be cleared of all oil, and covered.
