Section ll0(a) of the regulations states the Commission will, in its discretion, approve the suspension of a well if the well is capable of producing hydrocarbons in paying quantities or is reasonably demonstrated to have future value as a service well. Section 105(e) states that "[e]ach well to be abandoned or suspended must be plugged...to prevent the movement of fluid either into or between freshwater and hydrocarbon sources and to _prevent all other fluid migration within the well bore." In compliance with Section 170(a) of the regulations, "It]he location of an abandoned well onshore or upon a historically stable island must be cleared within one year following well abandonment .... " Section 170(b) provides the means for an extension of time if a valid reason exists, and the well bore is properly plugged. Mr. R. S. Allan July 31, 1986 Page 2 ( . · ( We are, therefore, requesting you to submit Form 10-403, Application for Sundry Approval, with a program which will bring the status of these wells into compliance with the new regulations and provide a schedule for this summer when our field inspectors can accompany your representatives to the well sites for location clearance inspection. Gentlemen: In regard to the above referenced regulations, your attention is called to an attached list of wells which, according to our records, have not received a final location inspection and approval of clean up. In compliance with 20 AAC 25.170 Section (a), "Within one year of suspension or abandonment of an on- shore well", all clean up work is to ]~ finished. Consequently, we are presenting the following list of your abandoned and/or suspended wells. ~any of these are now n]ore than one year old and are not in compliance with regulations. Others should have the final inspection completed this summer while weather permits. This list covers the years 1975 to date. There may be some earlier %~ells that also need inspec- tion. If you have any earlier wells to be inspected this sum~r please inform us. Selected intervals will be logged, cored, and tested. A 20" x 2000 psi annular diverter will be installed on 16" conductor while drilling surface hole as per Division of 0il and Gas requirements. A 13-5/8" x 5000 psi BOP stack consisting of one annular preventer, one blind preventer' and two pipe ram preventers will be installed and tested on the wellhead for the remainder of the drilling and testing. The BOP stack will be tested to 3000 psi weekly during the course of the well. The well will be completed with 3-1/2" N-80 tubing. Non-freezing fluid will be left in any uncemented annuli thru the permafrost area. Permafrost is estimated to be not below 1650 ft. A certified survey plat will be submitted before spudding.
