Pressure tested 13-3/8' csg to 700 psi - OK. Rigged up Electric line and perforated 4 shots/ft from 1766' to 1786'. Rigged up Dowell for P&A cementing. NOTE: It was discovered after the job that the tubing had separated from the tubing hanger during the pumping of the cement and dropped downhole. This allowed a significant portion of the cement to circulate directly across the wellhead back to the surface tank, rather than cementing down the tubing and back up the tbg x 13-3/8 annulus as planned. Page I of 5 ( Date: From: To: Subject: March 12, 1999 Mike Bill Blair Wondzell, AOGCC Sag River State 4/1 - P&A Procedure Revision Reference: Sundry Notice Approval No. 398-295, 11/20/98 Per our phone conversation today, the following is the current status of this well and our proposed revisions to the remaining steps of the approved P&A procedure. Based on our conversation, I understand you are in agreement with these revisions. If this understanding is not correct, please call me at 263-4254. Current status: - 9 5/8 casing has been removed from 1890' to surface - the casing stub was isolated with a retainer at 2230' and a cement plug 1953' to 1878' - 3 ¥2 tubing was installed within the 13 3/8 surface casing - the 3 ¥2" tubing separated from the tubing hanger during cementing to P&A the well in 1996 - the tubing top was found at about 40' - cement was found at about 380 feet within the tubing and at the top of the tubing stub in the annulus Recent P&A work completed in conformance with approved procedure: - probed around the neck of the tubing - cement around the tubing neck is believed to be hard - tagged cement 3 V,- tubing top at 38' SLM and at 374' SLM within the tubing - perforated 4 circulating holes at 165' ELM - attempted to set a retainer with ELine at 160' ELM - could not set retainer and pulled it out of the well Proposed procedure fr6m here forward: - Run in hole with 1" work string to about 370' - Circulate Arctic Set I cement to surface - Pull work string to surface - Pressure up on well while cement is still green - Perform top job if necessary - Wait on cement for 24 hours - Remove wellhead. Cut off all casing strings 4' below original ground level. Verify that the cemnet inside the 13 3/8' casing is at surface. - Weld a steel plate across the conductor with well info bead welded on the top - Remove well cellar and backfill the hole to pad grade level. We have added a step to probe the cement top outside of the tubing at 40' by hand to better assess whether it is in fact hard cement. The remainder of the procedure is as we discussed, utilizing a retainer in the tubing at 160'. Pressure test the 13-3/8" casing to 700 psi. 2. Run a probe by hand to tap down around the neck of the tubing at 40' from ground level (FGL) and determine if the cement is hard cement. 3. Rig up Slickline and make gauge/tag run to PBD in 3-1/2" tubing - est. 379' - if possible. 4. Rig up Electric Line. Perforate 4 circulating holes in tubing at 165' (FGL). Run and set 3-1 / 2" cement retainer at 160' FGL. o Rig up CTU. Run in with cement retainer stinger on CT and sting into retainer at 160' below ground level. If possible to circulate below the retainer (tbg previously cut @ 210~ and up the tbg x 13-3/8' annulus, pump cement below the retainer and back to surface, sting out of retainer and cement the tubing and 13-3/8" back to surface. If circulation is not possible, sting out of the retainer and cement from the retainer back to surface. Use Arctic Set I cement in either case. 6. Wait on cement 24 hours. 7. Remove wellhead. Cut off all casing strings 4' below original ground level. Verify that the cement inside the 13-3/8" casing is at surface. 8. Weld a steel plate across the conductor with the following information bead welded on top: ARCO Alaska, Inc. Prudhoe Bay Unit Sag River State # 1 866' FNL, 2637' FWL, Sec 4, T10N, R15E, UM 9. Remove the cellar and backfill the hole to pad grade level. See Attachment #2, Options 1 & 2 on pages 4 & 5 for proposed final abandonment condition. The weIi is presentiy in service as a permafrost freeze-back monltoc weII with aii producing zones piugged off according to reguIatzons. Furthermore, the 9-5/8" casing has been cut &piugged to a depth of 1890' with a cement piug set over the 9-5/8" stub from 1953' to 1876'. Our intentions are to set a cast iron bridge piug at 80 feet beiow the surface and fiii the hoie from 80' to surface with Arctic Set I cement. The existing weiihead equipment wziI then be cut off at a depth of 2 or 3 feet beiow surface and a nzckei piated welihead assembiy butt weIded in piace. The nickeI pIated "Dummy" tree wzii then be nlppIed up and an appropriate abandonment marker piate wlii be weIded at the base of the bradenhead. I departed Anchorage in the company of John Hiller by commercial carrier and arrived at Deadhorse at 11:50 He checked in at the BP Camp at 12:30 P.H. -and made arrangements to witness BOP test on the subject veil. Coring was in progress when we arrived. The BP drilling representative, Hr. __Eddie Read, informed us that the well would be ready for the BOP test a~ app--~oximately ll P.H. He drove the roads to familiarize John with the location of various pads and checked over the equipment on the truck. The new radio, beacon ana'storage box had been installed as requested. He stored the two sleeping bags, hard hat, in~hlated coveralls and survival gear in the locked box, along with a few hand tools and an electrical cord brought up for use with the pickup. We returned to the BP well at approximately 11:25 P.H. and immediately commenced witnessing the BOP test, which was not completed until 6 A.H. on'the 14th. Various connection leaks had to be repaired and tightened. Some do~n time was caused by engine starting problems on the test pumps - which slowed down the test. However, good pressure tests were finally obtained. The Hydril, BOP, stack manifold and adjustable chokes were all tested to 2000 psi and then on subsequent tests the bllnd ra~ and gate ram preventer8, together with the test manifold system, were tested to 5000 psi. The two Kellycock valves were also pressure tested to 5000 psi; I filled out a Field Inspection Report on the BOP shut-in test. I gave one copy to Hr. ~k~_Read, the BP drilling foreman on the rig, and the office copy to Hr. J~ie, the BP drilling representative, while talking with him the next morning. I also discussed the test with Hr. Gillespie and the only negative thing on the report was the well sign which I considered inadequate since it did not have the drilling permit number and the exact location of the well. I also noted on the report that it required 6-1/2 hours to complete the test. Wednesday, October 14~ 1 P.H. We traveled over to Prudhoe Bay and checked in with Hr. Landon Kelly at the ARCO Base Camp. I talked to Hr. Kelly about Drill Site 1-1 veil that was apparently under repair and made arrangements for testing the down hole safety shut-in valve installed in the Sag River No. 1 which is supplying the crude oil to the crude oil topping plant. We then toured many of the ARCO facilities looking around and familiarizing John Hiller with the locations. As we were going by Drill Site No. 1 we could see oil flowing into the pit, 8o we pulled in and met Ike Huvall, the drilling foresmn. He said the well was being bled down so it could be reentered to pull the tubing ball-valve. ~he flow to the pit was not crude oil but oil emulsion,~ud. Boner L. Burrell ~ -2- ~ ~ctober 22, 1970 We ate dinner at Drill Site No. 1 and returned to the crude oil toppin$ plant where we met Hr. Lewis Berdon who conducted the shutdoen of the crude oil toppin$ plant so that the safety shut-do~n valve could be checked. Since the do~nhole safety shut-in valve in the Sag River No. 1 is a differential pressure-type valve, it was necessary to shut in the well at the surface to build up pressure, then open the surface valve to a full flo~ condition. This exceeded the normal operatin$ range that the safety shut-do~n valve is set for and the valve closed off. The wing valve on the flow line vas then closed ~nd the veil tubins pressure dropped from the hish flo~ rate pressure of 1700 psi to approximately 450 psi. We observed the tubin$ pressure for seven minutes and no increase in pressure occurred, indicating that no leakage past the dmmhole valve was occurrins. Reopening of the valve required some 30 minutes, since it vas necessary to pump dovn the tubing to increase the pressure above the downhole valve to equalize vtth the pressure trapped below' the dounhole valve before the valve would open. The checking of the operation of this downhole shut-in valve required a period of about one hour, for which the complete topping plant was shut dovn. During this perlod the sas flare pilot went out, as well as the main heaters, and all required relightin$. The PD meter on the three- phase metering separator which measures all crude oil flor from the well to the plant had been re$istering at the rate of 1'20" barrels per hour during operation prior to shuttin8 in the well. ~hen the well was shut- in the flow rate dropped to zero. The field inspection report was written up and a copy passed on to ~lr. Berdon. The only negative notation on this report was concernin$ the well sign which does not give the location or permit number. ,~,Th~ursday., October 15. We checked out of the BP camp at about 10 A.H. and drove to Deadhorse. As much as possible, all casinghead gas production will be used prima- rily as fuel for the topping unit operation and secondarily, as fuel in the base camp power gen- eration and heating facilities. Using an average 800:1 GOR at a design maximum crude input to the topping unit of 5000 BOPD, gas production will be 4000 MCFPD. Calculated topping unit fuel requirements are 550 MCFPD, leaving 3450 MCFPD to be flared. An additional estimated 1500 MCFPD will be required within the next 60 days to furnish fuel for power generation, quarters heat- ing, and waste incineration. This would make the total estimated fuel requirement 2050 MCFPD, leav- ing 1950 MCFPD to be flared if the maximum through- put rate is reached. While requesting permission to flare at maximum conditions, more realistically, based on residual injectivity study results, we think the plant throughput could be about one-half of the design 'maximum due to residual injection limitations. This would make the flared gas volume neglegible. K. Gilbreth on May 5, 1969, this will transmit Monthly Oil Production Report, Form P-5, and Producers Report of Gas Production, Form G-7, which report test production obtained from the subject well during April, 1969. Also, two additional copies of Form P-5 have been included for use in lieu of a completed Report of Injection Project, Form P-13. Requested details concerning the test production and future plans are discussed below. For security reasons, we have intentionally omitted actual perforations and depths from the discussion; this is all on file in your office. The subject well was completed November 17, 1968, and shut in. The in-hole completion assembly installed contains dual tubing strings with a dual packer isolating all perforations in a common Lower Triassic reservoir from the upper casing annulus and a single packer isolating perforated intervals in the common reservoir. This in-hole assembly permits a simultaneous pro- duction and injection operation that will provide raw crude for processing, a means to inject the process residual back into the formation for conservation and ultimate production, and casinghead gas for process fuel. Landing nipples installed in the assembly allow either string to be used for injection or production by installing wireline safety and check valves in the desired sequence. The production reported on the attachments occurred while pro- ducing the well for crude to use in a pipeline test loop installed at the well site. The test loop installation was made in order to obtain physical characteristic data on crude produced under process and environmental conditions that would simulate ultimate pro- ducing operations. This data will be used in the design of the pipeline that will t~ansport crude from the North Slope. Crude was produced from the top section and injected into the lower section Division of Mines and Minerals Page 2 May 8, 1969 during the test. Additional well clean up and purging of equipment prior to commencing the test made it necessary to burn some of the crude. Testing was completed and the well shut in on April 28, 1969. Additional testing is planned this coming winter in conjunction with a crude oil topping unit operation. Briefly regarding the topping unit, we plan to complete the installation aud commence operation ~round July l, 1969. Full utilization of casinghead gas and injection of 80 to 85 percent of the produced crude as a residual is expected. Unit design conditions consider a maximum 1,000 BPD of diesel fuel with provisions for adding equipment for other products if required. We are aware that additional approvals and/or agreements wi%h you are required. Ran and cemented 20" 949 J-55 8rd casing ~ 263' w/500 sacks Fondu cement followed w/910 sacks 1:1 Fondu-FlyAsh cement. CIP ~ 10:40 PM 5-7-68. No cement returns. Ran 1½" pipe in annulus to 70', pumped in 200 sacks 1:1Fondu-FlyAsh cement. Had good cement returns. Landed casing, installed 20" Hydril, tested Hydril w/700 psi for 15 min., OK. Cleaned out cement and hole to 275' and drilled 129" hole 275-2800'. Ran DIL and Velocity Survey. Sonic Log did not record. Opened 129" hole to 17½" 262-2555'. Ran and cemented 13-3/8" 619 and 54.59 J-55 Buttress casing ~ 238_____~8' in 2 stages. 1st stage-~~-~0--sa~s-Cl~ss ~ %ement; 2nd stage thru DV collar ~ 855' w/1000 sacks 1=1 Fondu-FlyAsh cement. CIP ~ 2:50 PM 5-28-68. Had full mud returns throughout. No cement returns. Ran 2" pipe in annulus to top of cement ~ 210'. Recemented w/210 sacks 1:1 Fondu-FlyAsh cement. Had good cement returns. Landed casing, installed BOPE, tested CSO w/1000 psi for 15 min., OK. Ran 129" bit, cleaned out DV collar ~ 855' and float collar, no cement below float collar. Could not test DP rams or Hydril. The Alaska Dept. of Fish and Game requests the following wildlife stipulations be attached to the permit to drill: (1) Any roads constructed in connection with this well location will be constructed in a manner that will result in the least disturbance to soil and vegetative cover, No area will be left in a condition that will allow erosion to set in. (2) Prior to drillin~ the operator will construct a rin~ dike around the perflneter of the drill pad. (3) The drill pad will be kept to the minimum size necessary to do the Job. (4) Prior to drillin~ a sump will be constructed of sufficient size to contain all waste fluids. (5) Prior to abandor~nent the sump must be cleaned of all oil and filled to original contours. (6) All pollutants, garbage and refuse will be disposed of in an acceptable manner. (7) The perm/tee will repair all surface disturbances that will cause erosion if left untreated.
