Cook Inlet Energy currently plans on drilling a gas exploration well west of Trapper Creek,
approximately 1.3 miles north of the old Kahiltna River No. 1 well. The latitude and longitude
of the Kahiltna No. 2 well is proposed to be 62° 3' 32" North, 150° 46' 54" West. The Kahiltna
No. 2 well will be drilled to a maximum depth of 7,500' true vertical depth and will penetrate
into the Chickaloon Formation.
This structure was previously drilled to a depth of 7,265' without encountering any evidence of
oil shows or liquid hydrocarbons. CIE believes it improbable that a liquid hydrocarbon system
exists in the Susitna Basin, and is particularly confident in the absence of liquid hydrocarbons in
the Kahiltna structure, since it has been previously drilled. Please see the attached geological
review of wells that have been drilled into this basin.
Cook Inlet Energy believes that there is no appreciable risk of encountering liquids as part of this
drilling, and hereby requests that AEDC make the determination that the Kahiltna prospect is
exempt under AS 46.04.030(c) from the requirement to submit an oil discharge prevention and
contingency plan and proof of financial responsibility, since the well will not penetrate a
formation capable of flowing oil to the ground surface.

The section drilled in each well was predominantly Tyonek with some shallower formations, probably
equivalent to the Beluga and/or Sterling Formations. The deepest well drilled encountered
predominantly Tyonek Formation with some pre-Tyonek (probably Chickaloon Fm. Equivalent). The
Tyonek section is a series of meandering and anastomozing stream channels with sandstones,
interbedded siltstones and claystones with interbedded coals. The coals are thin and any gas seen is
biogenic gas generated from the coals and is not associated with any liquid hydrocarbons. The Tyonek,
Beluga and Sterling are all gas prone formations. Liquid hydrocarbons are only encountered in the
lowermost Tyonek (G -Zone) section a considerable distance to the south in Cook Inlet.
The disposition of each well surrounding the proposed Kahiltna 2 location is listed above. In each case it
was determined from mudlog and wireline logs that no liquid hydrocarbon was encountered. The
deepest well, Trail Ridge U-1 well, was drilled to a depth of 13,707' to the south-west of the Kahiltna 2
location and was a dry hole. It did not encounter any oil shows or liquid hydrocarbons or encounter any
appreciable gas shows on the mudlog while drilling. Each of the other yells that have wireline and/or
mud logs encountered only minor gas shows while drilling.
The Kahiltna River 1 well, 1.3 miles to the south of the Kahiltna 2 location, drilled a section of gravels
from the surface to a depth of approximately 500'. It then drilled approximately 2400' of sand, with only
background gas, before encountering 3 thick coals at 2900', 3000' and 3200'. These coals did not
encounter any gas while drilling and should act as a seal for potential gas below. Gas readings remained
very low with no shows until coals encountered at 4430' were drilled. The coals in the remainder of the
well down to 7265' only displayed a coal gas signature with no oil shows, fluorescence or cut. The
Kahiltna 1 well drilled a section believed to be Chickaloon Fm. at the TD of the well.

Final Closure Approval of 25 Inactive Facilities
The Alaska Department of Environmental Conservation (ADEC) has evaluated your
co=es2ondence, dated Februav:' 19. 1992. requesting closure of 29 .aanoco Production Company
<.~oco') inactive reserve pit disposal facilities. Surface evaluations were performed at the sites
'n: 989 and 1990. T'ais corresrmndence desc~bes our review procedures, puts forward the
De2artment's findings, and takes action upon the closure request.
The 29 facilities were assessed by Arnoco prior to the issuance of the ADEC Interim Site
Assessment Guidance for Inactive Ddtling Waste Sites. June lC)01. The nesv Alaska Solid Waste
Regulations. 18 AAC 60, became effective January, 28. 1996 and contains a chapter on inactive
rese~'e pit closures I 18 A-kC 60.440). The closure criteria in the new regulations parallel the
closure criteria in the 1991 guidance document, and the review procedures require a discussion of
the risk screening assessment as re=uired in the 1991 document. Briefly, the significance of risk
to local receptors is evaluated through smdv of contaminant release, exposure criteria, and
conseauence criteria.
The 1989-I 990 Amoco assessment program included acquisition of numerous (10-30)
shallow cores within and adjacent to each drill r~ad. sampling of the cored material at five-foot
intervals, and instailation of monitorin_o wells on several facilities from which shallow

submitted inac:ive drilling waste site assessment document listed below by the the ADEC Spill
Prevention and Resvonse i'SP.~R', Division. and by the other appropriate state or federal
agencies, including the Alaska De=ar*~ent of Natural Resources - Division of Land (ADNR-
DOL~ staff, ihe Alaska Department offish and Game (ADF&G), the U.S. Fish and Wildlife
Se,~'ice. the U.S. National Park Se:'vice. and the Bureau of Land Management: (2) public
response to the closure request during the the 30 day revie;v process (four sites excluded, as

Concern is expressed by ~e U.S. Fish and Wildlife Service over surface conditions at
Napamk Creek No. 1, which appear to be impac:ed by abandoned drilling-related trash and
ecuipment. Of parricuiar concern are references in the original assessment document to
drums, batteries, and sacks of drillina mud ancYor mud additives. Recent documentation
(8/!9/96'1 supplied by ,4~rnoco to ~e ADEC demonstrates that further clean-ur> was
refforrned after the assessment date. and uhe debris was removed or disr~osed of properly.
This in.formation has been forwarded to ~e U.S. Fish and Wildlife Service for review.
Tvonek State No. 1
Conce:-,, is expressed bv the Contaminated Sires Section of ADEC over potential
.groundwater contamination ,':rom buried rese~'e pit wastes at the Tyonek State No. 1
location, especially with frequent summer habitation of the site by Tyonek village residents.
Evidence from the 1990 monitoring well data indicate substantial water quality, exceedances
with respect to c,hromium, lead, barium. TPH. and the BTEX components. Subsequent
anaivses from samples collected in 1991 and 1993 indicate the BTEX concentrations are
dimimshing: however, me,al analyses were not reported and TPH concentrations appear to
increase significantly in 1993. Final closure approval of the reserve pit may be granted
under I$ AAC 60.440(j)(5) 'if the owner or operator demonstrates that water pollution in
the affe::ed water body is diminishing'. Therefore, it is requested that Amoco re-sample
the two monitorin,o wells to verify that BTEX. DRO. and metal c9ncerltrati~ns are
diminishing. Ac:urate analyses of the me,al and hydrocarbon (DRO and BTEX)

waste reserve pit facility, only, as rezuired under 18 A.AC 60.440. Closure for the pad as a
whole `must be coordinated between the owner/operator and the appropriate state (ADNR,
ADF&G. AOGCC), or federal (BLM') agency. Additionaily, should any contamination from
?fisronc spiils be found on the ead outside ~e dri!Iing waste site (rese,we pit area),
notification needs to be `made to the ADEC Contaminated Sites Section (269-7659).
New Information: Should additional information conce,mmg environmental conditions at
the facility `make 5zrther actions necessary, to protect human health or the environment, the
Department resets'es the fight to reauire additionai investigation, assessmenk monitoring, or
remediation at the facility.

utilizing anaivtical methodolo~ specified therein. At least one surface water sample from
location 5Wa. and three ~roundwater samples from MW9, MW17, and MW28 are
reauested. The Deea,'-u'nent recommends that you bail/purge the monitoring wells prior to
samr~iin~ and use a fie!d-fihration method to eliminate earticulates from the groundwater
,i.e. measure ontv the dissolved metal concentrations l. Final closure approval of the site
should then be possible under I$ A-kC 60.440(j)(5) if the contaminant levels are indeed
diminishing.

made a survey of the subject well location on October 4, 1968,
the results of which are shown on the attached plats. The loca-
tion surveyed is labeled "Proposed Location", but in face repre-
sents the final well location.
With your verbal approval, we submit these plats as a final
survey of the location of USA Pan American Big Lake Well No. 1.
The survey is dated 10 days after the well was spudded and, as
shown on the larger plat, the wellhead itself was surveyed for
its location and altitude.

In reference to the subject well, the Alaska Department of Fish and Game requests
the following wildlife stipulations be attached to the permit to drill'
1. Prior to drilling, a ring dike will be constructed around the drilling
area to contain any spills that might occur.
2. Prior to the beginning of drilling, a sump of sufficient size to contain
al 1 waste fl uids wi 11 be constructed.
3. Prior to abandonment of the site, the sump must be cleared of all oil
and be covered.
4. The operator must dispose of all refuse, including but not limited to,
pallet board, gar~,age, visqueen, sacks, barrels, etc., in an acceptable
manner.
