The well was finally plugged and abandoned in 1981 in accordance with ~ AOGCC regulations in effect at the time. The abandonment was completed with the installation of a P&A marker post which was welded onto a steel plate, which was then welded onto the 30" conductor after the wellhead was cut off. BPXA is remediating the Lake State No. 1 gravel pad, and will recover as much of the gravel as possible for re-use. This required that the abandonment marker be removed and replaced with a subsurface steel marker plate installed below the original tundra surface level, as per 20 AAC 25.170. The following operations summary describes how and when this work was accomplished. Attachment I shows the final condition of the near-surface part of the wellbore after the work was completed. Attachments II and III photo-document the cement surface plugs and the installation of the subsurface steel marker plate. Operations Summary: March 3, 2008: Moved in excavator to expose top of well in preparation for cold tap. Discovered evidence of prior excavation, as plate to which P&A marker was attached was partly torn off and all casing strings exposed. Completed excavation to expose enough of conductor to make Wachs saw cut tomorrow. March 4, 2008: Prep to make preliminary Wachs saw cut, but problem with support equipment being fit for work delayed work by one day. March 5, 2008: Made split cut with Wachs saw with difficulty due to the way plate was partially attached to 30" conductor. Corrosion where plate still attached indicates that previous excavation occurred several years ago. Top of cement in 13 3/8" X 20" annulus is 3 ft below Wachs saw cut. March 6, 2008: Rigged up Wachs Goliath cutter approximately 25" below original plate attachment point. Made clean cut of all casing strings. Top of 9 5/8" casing is approximately 20 "below cut. Appears to be ice in 9 5/8" x 13 3/8" annulus. Rigged up heater to apply heat overnight. Secured well for night • • March 7, 2008: WOW day. Inspected well and found only about six inches of ice in 9 5/8" x 13 3/8" annulus melted. Re-secured well, and continued to apply heat. March 8, 2008: Rigged up to jet with hot water to clean out 9 5/8" x 13 3/8" annulus. Started jetting at 1600 hrs, and pumped 12 bbls of 100° fresh water. Shut down at end of shift and freeze-protect equipment. March 9, 2008: Continue to jet with hot water. Jetted 9 5/8" x 13 3/8" annulus to 20 ft, and hit hard bottom. Unable to j et deeper despite several attempts. Rig down equipment, and prep for excavation to expose casing at final cut elevation below tundra grade. March 10, 2008: Move in excavator and start on deepening excavation to below tundra grade. March 11, 2008: Complete excavation and prep for final casing cuts tomorrow. March 12, 2008: Rigged up Wachs Goliath cutter at 4 ft below original tundra surface. Attach lifting slings to casing and apply tension. Made successful cut of all casing strings in single pass, and removed cut-off sections. The 20" x 30" annulus contained ice at cut elevation, and 13 3/8" X 20" annulus is cemented. The 9 5/8" x 13 3/8" annulus contains a cement plug of unknown depth, the top of which is 12.5 ft below casing cut. Rigged up heater to thaw ice in 20" x 30" annulus overnight. March 13, 2008: Rigged up to jet 20" x 30" annulus with hot water. Pumped 25 bbls 100° water to flush annulus. Freeze protect equipment at end of shift, and apply heat to well overnight. March 14, 2008: Resumed jetting out 20" x 30" annulus. Encountered hard cement in annulus 4 ft below casing cut. Notified AOGCC of well condition, but inspector declined to witness well before topping off with cement, and gave approval to proceed with cementing. March 15, 2008: Rigged up cementers and performed top jobs on 20" x 30" and 9 5/8" X 13 3/8" annuli. Pumped total of 5 bbls Arctic Set slurry. AOGCC inspector (Chuck Sheve) witnessed cementing, and gave approval to install subsurface marker plate after WOC time. Rigged down cementers, flushed lines to contaminate truck, and washed up. WOC with heat tent on well. March 16, 2008: Installed subsurface maker plate with the following bead welded on top of plate: BP Exploration Alaska, Inc. After leaving the message with you, 1 did speak with Bob Gardner. We discussed the thought process you all went through coming up with the proposed work. Tapping the plate with everything already cut off is one of the choices. It is probable that the oil bas mud has gelled through the years. Only drawback with any tapping is you get what you get and not necessarily what is there. Supervisor rl FROM: Chuck Scheve, SUBJECT: Surface Abandonment Petroleum Inspector Lake State #1 PTD# 169-021 ~ Saturday, March 15, 2008: I traveled to BPXs Lake State #1 exploration location to inspect the casing cut off and re-abandonment of this well. All casing strings were cut off at approximately 4' below original ground level. The 9 5/8 casing had been steamed and cleaned out to the top of hard cement at 12' below the cut off. Cement was found in the 13 3/8 x 20"conductor at 4' below the cut off. These voids were filled with cement and a 1/2" thick marker plate was then welded to the conductor ~ casing with the required information bead welded to it. SUMMARY: I inspected the casing cut off depth, and the P&A marker plate on the Lake State #1 exploration well and found all to be in order. ,. (BPXA) Abandonment Marker Replacement Program Lake State (24-10-15) No. 1 PTD: 169-021 API No. 50-029-20012-00 Background Information and Present Well Condition• Lake State (24-10-15) is located near the southeast corner of the Prudhoe Bay Unit, in Section 24, T.lON., R. 15E., UM., and southeast of Drillsite 16 (DS-16). There is no road to the wellsite, and a short ice road spur will be constructed from DS-16 to support the proposed work. The well was drilled, logged, tested and suspended in 1969 by Atlantic Richfield Company. The well was finally plugged and abandoned in 1981, and a marker post was welded onto a steel plate which was welded onto the 30" conductor after the wellhead was cut off. The presence (or absence) of a well cellar cannot be confirmed without excavation, as the pad has been regraded around the well. The plugging and abandonment of this well has been approved by the Alaska Oil and Gas Conservation Commission (AOGCC), although it is to a lesser standard than what is required by current regulations. From a practical standpoint, there is no reason to question the operational effectiveness of the abandonment, however BPXA plans to remediate the site and recover much of the gravel for re-use; and this requires that the surface expression of the well be lowered to 3-4 ft below the original tundra surface, and a subsurface steel marker plate installed. Before this work is done, the well will be cold tapped through the steel plate covering all casing strings to verify that it is safe to proceed, and that there are no fluids in any annular spaces that could be released when the casing cuts are made. Once the plate has been removed, any annuli that are open, or contain frozen mud, will be filled with cement from the surface (top job), before the casing strings are cut at a lower elevation. Attachment I shows the present conditions of this well. Proiects Obiectives: BPXA plans to remediate the Lake State (24-10-15) No. 1 gravel pad and reserve pit. To the degree possible, the gravel will be salvaged for re-use. Lowering the surface expression of the well to approximately 4 ft below the original tundra surface is necessary to these objectives. If the remains of a well cellar are discovered during the excavation work, they will be removed as part of the project. The work is scheduled for late in the first quarter of 2008. • • Abandonment Marker Replacement Operations Program• The well work described herein will require approximately one week to complete, not including the time required to construct the ice road. Attachment II shows the final condition of the well after project completion, and the detailed Operations Program is defined in Attachment III. The well remained suspended until 1981 when it was plugged and abandoned in accordance with AOGCC regulations in effect at the time, and which are to a lesser standard than those under which P&A's must be completed today. The • • abandonment was completed with a steel marker post, which was welded to a steel plate that was welded to the 30" conductor after the well head had been cut off. From an operational effectiveness standpoint, there is no reason to question the adequacy of the abandonment, particularly since there is 9 5/8" production casing run to 9165 ft and cemented through the hydrocarbon bearing zones to 7720. All perforations have been squeezed. There is 4 %2 tubing in the well run to 8838 ft, and the tubing is plugged with cement from 8838-8571 ft, which was placed at the time the perforations were squeezed (see Attachment I). The tubing is cut and pulled from 300 ft, and the 9 518 production casing is plugged with a 100 ft cement surface plug. Well records indicate that the 9 5/8" x 13 3/8" annulus may be uncemented at the surface, and filled with 10.6 ppg Ken-X invert emulsion drilling mud, which may be incompletely frozen. As a precautionary measure, the steel plate welded to the 30" conductor casing will be cold tapped before removing the plate to determine annular contents, and verify that it is safe to proceed with the remainder of the program. Once the plate is removed, any uncemented annuli will be thawed with steam to the maximum depth that can reasonably be achieved using 1" steel tubing. The thawed mud would then be replaced with arctic set cement placed through the same 1" steel tubing. Once the cement has set, an excavation will be made to expose the conductor down to approximately 6 ft below the original tundra surface. The casing strings will then be cut using a Goliath saw at 3-4 ft below tundra grade, and a subsurface steel marker plate will be installed to complete the proposed work. Site Preparation Excavate around well to sufficient depth to expose the steel plate welded to top of conductor, and to provide working access for cold tap of plate. Do not excavate to final cut-off depth at this time. 2. If the remains of the well cellar are uncovered by the excavation, prepare to remove it when the excavation is deepened. Cold Tap and Plate Removal Rig up Furmanite, and cold tap plate welded to 30" conductor. Determine that it is safe to remove plate. 2. Remove plate and marker post. Assess condition of top plugs. Determine contents of 9 5/8" x 13 3/8" annulus. Remedial Cement-Top Plus: Rig up steam unit, and thaw frozen or partly frozen mud in any uncemented annuli to the maximum depth that can reasonably be achieved using 1" steel tubing advanced down the annuli. • • 2. Rig up cementing unit. Perform top job in thawed annuli using 1" steel tubing to convey arctic set slurry. Fill uncemented annuli to surface, and WOC as directed. Note: Please give the AOGCC inspector 24 hours notice (659-2714) to witness procedure. Excavate While WOC, extend excavation to approximately 6 ft below original tundra surface. Make sure that the excavation is sufficiently large to safely work around the conductor casing, and to ingress and egress the excavation safely. Remember: The excavation is a confined space. Conduct operations accordingly. 2. If the remains of the well cellar have been encountered during the excavation work, remove it for disposal. Segregate any contaminated gravel as directed by the BPXA on-site remediation supervisor. Casing Cuts Attach lifting sling to casing sections to be removed. Use excavator bucket to apply tension to casing section while cut is being made. 2. Rig up Goliath saw on 30" conductor at a point 3-4 ft below the original tundra surface. Cut all casing string in one pass. Remove cut-off sections. 3. Top off any voids in top plugs exposed by casing cuts with cement. 4. Three DST's were performed on this well in June, 1969. The results of these tests were filed with the D. ivision of Oil & Bas in August, 1969. A 13 5/8" 5000 PSI WP 'RSRRA BOP stack will be used on all well work performed by the rig. The BOP equipment will be pressure tested each week and operationally tested each trip. The tubing string from this well will be pulled and the packer retrieved. A balanced cement plug will be spotted from 8921' - 9085' ....... There are squeezed perforations at 9021' - 9029', 9070' - 9075', and 9092' - 9098'. There is presently cement from 9085' - 9775'. 9.7 PPG Ken-X invert emulsion drilling mud is present below the cement at 9775' to TD at 10003'. 10.6 PPG Ken-X invert emulsion drilling mud is present in the 9 5/8" x 13 3/8" annulys. The 13 3/8" x 20" and 20" x 30" annul i are cemented. The well will be displaced to a non-freezing fluid with a minimum of 9.7 PPG density above the cement plug at 8921'. A 50' balanced cement plug will be spotted inside the 9 5/8" casing from 50' - surface. The wellhead will be removed and a surface flange installed. The location will be cleaned up and an abandonment marker erected. The estimated start date for the proposed work is 1/20/81'. KLV ~.__ EEL ........ ~ , FILE ,,, In reference to the subject well, the Alaska Department of F~sh and Game requests the following wildlife stipulations be attached to the permit to drill and as the drill site is proximate to the Sagavanirktok River, an important anadromous fish stream, these should be strictly adhered to: l; Prior to the beginning of drilling., a sump of sufficient size to contain all waste fluids will be constructed. The sump must be lined with material impervious to oil at all seasons during the year. 2. Prior to the beginning of drilling, adequate ditching shall surround the area, taking advantage of the natural topography of the land to insure that any spill that might occur will be drained into the sump. 3. Prior to abandonment of the site, the sump must be cleared of all oil and covered. 4. The operator must dispose of all refuse, waste, debris, garbage, pallet board, visqueen, barrels, etc. by being burned and non- combusted residue must be removed. 5. No stFeam or body of~water will have any foreign material added to it. This includes vegetation, soil, petroleum products or refuse. Gilbreth, Jr. On a trip to BP's Sag Delta # 31-11-16 on March 21, 1969, we learned that ARCO was running approximately two weeks behind BP and had not yet set surface casing on the subject well. For some reason or other ARCO had borrowed equipment to strip- in on 20", the reason being unknown at this time. We should check reports and logs carefully above 2,500' and talk to ARCO on this matter.
