All slides and alt residue materials are to be submitted to the Commission prior to April I, 1982. Ail materials are to be transmitted direct to the Commission an~ not ~amined by outside parties. August 6, 1976 - Departed my_~ome at 7:00-AM for .7:30 show~_? and 8:30 ~e~artu'~e vi~Wien to De .adho~- Arrived in Oeadhorse at 11:05 AM and walked to Sea-Airmotlve wherel met R~er Co, and Tom Young, representatives in charge of cleaning up their Kad River No.1, and ADL representative, Chris Gwtnn. - ~ Departed Sea-Airmotive at 12~ PM ~for the. locatlon approximately twenty miles south of Deadhorse, arriving there at 12:2§ PM. The location was extremely clean though not level. (See Lonnte Smith's letter of October 23, 1975.) Picture ~to. 1 was taken from~the air just before landing and Picture No. 2 '~as t'~ken" wh~ile lifting off to inspect the airstrip. We then flew to the airstrip to inspect a neat pile of helicopter wreckage stacked near a BLM dump site. sign. (See Picture No. 4.) Unfortunately, our pictures of the wreckage did not.. turn out.'" ChFis (~wt-nn of ADL took one of the two BLM signs as evidence.. Departed location at 12:45 PM, arr.iving at Deadhorse at 1:05 PM. A field inspection report was prepared, approving the abandonment, with the original given to Roger Coe, a copy mailed to Ken. Brooks of Texaco's Anchorage office, and a copy attached to this report. Departed Deadhorse via Texaco chartered Volpar at 1:45 PM, arriving in Anchorage at 5:15 PM via Fairbanks, .and at my home at 5:4§ PM. In su~anary, I inspected and approved Texaco's Kad River No. 1 location on the North Slope. Attachment Bill Clytherow, BLM, Fai~rbanks, called to say that Surface Land Use Permit (SLUP) Ne. Fl1999 dumping permit was issued.to Texaco, Inc. on April 21, 1969 and · the case was closed on June 23, 1970. This case is not presently in Fair- banks office, but can be retrieved if necessary. Comments on that' If you wish to pursue it further, I believe it would be in order to request BLM to retrieve the case file to determine what they mean by Closed, or if the surface land use permit was transferred to the state, or whatever the status of it is. At the south end of the airstrip was a small lagoon up-on the tundra ,between a creek and the airstrip gravel. We departed ~- 'locatlOn at 3:1'2 PM and headed for the Canning River. This was the first of 14 well l.ecations visited on a joint inspection of federal 'leases which are due to become state leases. Operator--- Sec. 4, T8N, R18E, UMFILE In reference to the subject drill-site, the following stipulations are required to preserve and protect fish and game resources: 1. Prior to start of drilling, a gravel .pad of sufficient thickness to prevent degradation of permafrost will be constructed. a. Access to this site shall be by all-season gravel road or by aircraft, with the exception that winter roads may be utilized when surface conditions are such that land damage will not result from such use. 2. Prior to the beginning of drilling, sump of sufficient size to contain all waste fluids will be constructed. This sump must be lined with material impervious to oil and oil products at all seasons during the year. Prior to abandonment of the site, the sump must be cleaned of all oil and covered. 3. The operatOr must dispose of all waste, including garbage, by burning, with non-combustible material and un-burned residue disposed of in a manner and in a location acceptable to the Alaska Department of Fish and Game, i.e., in some locations buria] may be required, in Others removal from the site may be necessary. 4. Sewage and waste water will be disposed of by lagooning or the cesspool-~septic tank method. No stream or body of water will have any sewage or waste water added to it.
