Dear Mr. Moxley: ',, The .Alaska Department of Environmental Conservation (ADEC) has completed review'..and public notice for permanent closure approval of the inactive reserve pits located'at the ab6ve reference sites located on the Kenai Peninsula. The closure applications provided the required information describing the history of the reserve pit(s), the present condition of the reserve pits(s), results of any required water sampling and an assessment of the potential risks posed by' the drilling waste to human health and the environment. ADEC coordinated field inspections and review of the'closure plans with the appropriate landowners or land managers.-ADEC has determined that the backfilled reserve pits at these sites do not present a material or probable risk to the public health or the environment. Public notice requesting comments on the closure requests was published February 21 and 22, 2002 in the Anchorage Daily News and posted on the state web site February 21, 2002. No public comments objecting to closure approval were received in response to this public notice. ADEC has determined that the reserve pits at these sites meet the closure requirements of 18 AAC 60.440. This pem).anent closure approval is subject to the following terms and conditions: 1) In accordance with 18 AAC 60.440(1), the Department will require additional investigation, assessment, monitoring or remediation if new information regarding conditions at the reserve pit facilities indicates that further actions, are necessary to protect human health or the environment. 2) The approval granted by this letter is 'for the inactive drilling waste reserve pit(s) only. Closure for the pad as a whole (if required) must be coordinated between the owner/operator and the appropriate land owner/manager. Any person who disagroes with any portion of this:.decision may. request an adjudicatory heating in accordance with 18 AAC 1'5.200-310. The request should be mailed to the Commissioner of the Department of Environmental Conservation, 555 Cordova Ave. Anchorage, AK 99501. If a hearing is not requested within thirty (30) days of the date of this letter, the right of appeal is waived. If an adjudicatory heating is requested and granted, this decision remains in full effect during the adjudicatory process. Mi~ed for 30 minutes to 118 pcf slurry, and displaced in 50 minutes with 2506 ft3 of mud. During displacement, lost partial circulation, but continued displacing and later regained full cir- culation. Bumped plug with 1400 psig. Estimate 635 sacks cement in place. Pressure was 250-650 psig during job. Released pressure and cement bled back. Pressured up to 1400 psig, and held for six hours. Released pressure and opened flow line - no flow in 10 minutes. Dropped. DV bomb and opened DV collar at 1396' with 800 psig. Immediately lost all circulation, and unable to establish. Second Stage: Mixed additional mud, and 1000 sacks 'G' cement as in first stage. Displaced cement with 1175 ft3 of mud. Hole stood full during entire job, no circulation, and pressure increased from 300 psig to _650 psig. Bumped plug with 1750 psig, bled off O.K. Pressured up and held for six hours - CIP O.K. ~bruar¥ 13, 1970 Cemented top 120' with 150 sacks Class 'G' cement with 0.75% CFR-2 and 3% CaC12. Cement in place at 10:30 a.m. Removed table and BOPE.
