Amoco Production Company - Drilling Waste Reserve Pits Final Closure Approval of 25 InaCtive Facilities The Alaska Department of Environmental Conservation (ADEC) has evaluated your corres2ondence, dated Februar; 19. 1992. requesting closure of 29.4xnoco Production Company i..~oco') inactive reserve pit disposal facilities. Surface evaluations were performed at the sites in !989 and !990. Tb2s corresr~ondence describes our review procedures, puts forward the Deeartment's findings, and takes action upon the closure request. The 29 facilities were assessed by .Amoco prior to the issuance of the ADEC Interim Site Assessment Guidance for Inactive Ddiling Waste Sites, June 1091. The new Alaska Solid Waste Reguiations.'l 8 AAC 60, became effective January. 28. 1996 and contains a chapter on inactive reserve pit closures I 18 AAC 60.440~. The closure criteria in the new regulations parallel the closure criteria in the 1991 guidance document, and the review procedures require a discussion of the risk screening assessment as required in the 1991 document. Briefly, the significance of risk to local receptors is evaluated through srudv of contaminant release, exposure criteria, and conse~iuence criteria. , The 1989- t 990 .Xanoco assessment program included acquisition of numerous (I 0-30) shallow cores within and adjacent to each drill pad. sampling of the cored material at five-foot intervals, and instailation of monitoring wells on several facilities from which shallow groundwater was encountered while coring. Napatuk Creek No. 1 Concern is expressed by the U.S. Fish and Wildlife Service over surface conditions at Naparuk Creek No. 1. which appear to be impacted by abandoned drilling-related trash and e~uiement. Of particular concern are references in the original assessment document to drums, batter/es..and saclcs of drillin~ mud and/or mud additives. Recent documentation ~'8/I9/96') supplied by Arnoco rd the ADEC demonstrates that further clean-uu was rerformed after the assessment dare. and uhe debris was removed or disposed of properly. This in.formation has been forwarded to the U.S. Fish and Wildlife Service for review. Tvonek State No. I Concern is expressed by the Contaminated Sites Section of :XX)EC over potential groundwater contamination from buried reser~'e pit wastes at the Tyonek State No. 1 Iocation. especially with frequent summer habitation of the site by Tyonek village residents. Evidence from the 1990 monitoring well data indicate substantial water quality, exceedances with respect to c~omium, lead. barium. TPH. and the BTEX components. Subsequent analyses from samples collected in 1991 and 1993 indicate the BTEX concentrations are diminishing; however, metal analyses were not reported and TPH concentrations appear to increase significantly in 1993. Final closure approval of the reserve pit may be granted under 18 .*AC 60.440(j)(5) ~if the owner or operator demonstrates that water pollution in the affected water body is diminishing'. Thererbre, it is requested that Amoco re-sample the two monitoring wells to verify that BTEX. DRO. and metal c~ncentrations are diminishinz. Standing water occurs within the depression in possible contact · ,viriq .a~,e waste. Consequently. closure of t~e reserve pit under i8 .-L-XC 60.~0(j) requires sampling and analysis or' surface water at the site as' specified in Tables C and D. Water from ponds on the nor& and south ends of the reser,'e pit and at background and down- gradient locations should be san:vied. The analytical data. an appropriate aualitative risk xssessment, and analysis of feasible corrective action as outlined in 18 A,-XC 60.440(f)(7-t0) are required prior to closure. Chuitna River State Further in.formation is required to reach a f'mal decision on the closure status of the Chuima ~ver State location. High concentrations of BTEX (Level A and B soil exceedances), ,, H. and several metals in the rose:we pit drilling waste exist at or within 5-~0 ft depths and may contact the large pond of standing water. Groundwater from rnonitord, ng wells around the mt identified variable levels of pe=oieum hydrocarbons. Large concentrations -; ZPH at station MW28 ,(TPH = 58 rog/l) and MW9 (TPH = 10 rog:l) were observed in the :.)i. '~ 993 data. The down-gradient occurrence at MW9 suggests that TPH-denved organics may be migrating outside the pit area. Groundwater metal analyses were not included. Surface water analyses from the 1993 program identified trace levels of the BTEX components: elevated levels of barium and lead (Pb =25 ppb) were detected in a 1989 surface sample. ~'7ne Der~amnent reauests that further sampling and analvses of the re=uired metal and hydrocarbon components listed in Table D (18 AAC 60.440) be performed at the site, utilizing analytical methodology specified therein. At least one surface water sample from location $W4, and three groundwater samples from MW9, MWl7, and MW28 are re=uested. The Depam'nent recommends that you bail/purge the monitoring wells prior to sampling and use a field-filtration method to eliminate particulates from the groundwater (i.e. measure only the dissolved metal concentrations'). Final closure approval of the site should then be possible under 18 .&*C 60.440(j)(5) if the contaminant levels are indeed dkninishinz. Final closure approval will be granted after it is demonstrated to the :-k/DEC :hat drilling wastes within :he pits are not active!v contaminating surface water or groundwater at the sites. X, ir. D. The subject well was abandoned on September 9, 1974 in the following manner: 1. Tag sand in the tubing at 2565' and perforate the tubing at 2547' with 4 SPF. 2. Circulate the hole with water and equalize 200 sacks of Class G cement with 2% CaC1 in the tubing and annulus. 3. Allow the cement to set and test a very small volume of gas out the tubing and casing. Pressure tubing to 1500 psi and casing to 1000 psi and held okay. Tag the cement plug in the tubing at 1790' and perforate at 1500' with 4 SPF. 4. Circulate the hole with water and equalize 100 sacks Class G cement and 2% CaCI in the tUbing and annulus. WOC and no indication of any gas leakage. Tag cement at 815' in the tubing. 5. Perforate the 2-7/8" tubing and 7" casing at 100'. Circulate water through the tubing and 13-3/8" and 7" annulus. Cement the 13-3/8" and 7" annulus, 7" and 2-7/8" annulus and 2-7/8" tubing to the surface with 88 sacks cement. Dump 12 sacks cement in the cellar around the 20" casinghead. Box 259 Anchorage, ALaska 99501 Dear Sir: This letter has reference to previous correspondence on this subject, ending with your letter of April 20, 1971, which requested further informa- tion regarding the work which would be required to repair this well. A summary of the steps taken to restore the well to production was attached to our monthly report of operations for January, 1971. It is ap- parent from the work described in the summary that the bottom 800 feet of the tubing s~rtng is plugged with mud and sand. In addition, mud and sand are also present in the annulus. The repair work required to return this well to production would neces- sitate moving a complete drilling rig to the well location. Because of the gas pressure present in the well, the rig must be capable of maintaining a weighted mud system to control the pressure. After completion of rig up operations, approximately six rig days would be required co pull the tubing from the well, clean out the fill with a bit to plug back depth, circulate the well clean, rerun the completion equipment, unload and test the well. This time estflnate assumes chat the repair will proceed smoothly. However, the presence of mud and sand in the tubing and annulus greatly increases the chances thac problems will be encountered in pulling the tubing from the well. If the tubing cannot be pulled in the normal manner, fishing op- erationswould be necessary, and would require considerable additional rig time. The eatimacedminimumcost to transport a complete.risto and from the'location, rig up and down, and complete the repair procedure is $100,000. As discussed above, this cost could rapidly increase if problems were en- countered during the repair. An additional factor which must be considered is the uncertainty as to the length of time that the well could be produced' before mud and sand entry into the wellbore would recur. The cost of addi- tional ~orkovers in the future can be expected to be in the same range as . listed above. During the period when the well was on production from December l, 1970 through January 11, 1971, total gas sales were 77,834 MCF. This averages out to somewhat less than 2 1/MCFD. Because these sales were during a cold winter period when the demand would be expected to be near its maximum, ':we could not anticipate sales to exceed this if the well were returned to pro- duction. Considering the limited income generated by gas sales from the well, the substantial expense required to repair the ~ell, and the uncertain per- iod of production before ~he recurrence of similar problems, repair of this well cannot be Justified from an economic standpoint. Removed bolts and added additional 3"-5000~ master valve, 2"-3000# valve off flow tee, 2"-3000# valve on annulus, and replaced original 2"-500~ valve on annulus. Pan American, Rowan, andChurch Welding personnel blew down well to atmosphere, going from 1300 psig to 0 psig in 10 seconds. Lubricated 150 gallons of methanol into tubing and allowed it- to soak over night. Pan American and Rowan personnel checked tubing pressure at 400 psig. Lubricated in 18 Dowell G-5 sticks and 54 gallons of methanol into tubing and allowed it to soak over night. Pan American and Rowan personnel blew down well to atmosphere~ from 600 psig. Connected annulus to tubing and attempted to unload tubing by rocking well. Dropped 100 lb. of dry iCe down the tubing. Unloaded approximately 2 barrels of alcohol. Flew in wire line unit. Pan American~ Church Welding, and C. A.~White personnel fabricated A frame. Rigged up wire line. Hit sand bridge at 627' but fell through to 2570'. Bailed one foot of sand and mud before shut down operations. Pan American, C. A. White, and Church !~elding personnel found tubing-pressure 180 psig. Bailed sand to 2573'. Fell through t6 2638'. Bailed hard packed sand and mud to 2648'. Bled' annulus to 300 psig in 20 minutes, bhut in annulus and pressure built up to 1200 psig in 35 minutes.
