The Commission recently reviewed the well file of J~n American Redoubt
Shoal Unit No. 2 drilled in 196.8. We have determined that the reported
phy----sical condition of this well me~ts all requirements for plugged and
abandoned status in effect during 1968. Accordingly, we have changed the
status of this well from shut-in to plugged and abandoned on our records.

2102, Plu~g:Lug procedure.
Each abandoned well or hole shall be plugged by or on behalf of the
owner, operator, or producer who is in charge of the well amd responsible
therefor. Before any well is abandoned, it shall be plugged in a manner
which will permanently confine all oil, gas, amd water to the separate
strata originally containing them. Unless a different method and procedure
shall be approved by the Co~nittee upon application by the owner, operator,
or producer on Form P-3, the method and procedure for plugging the well shall
be as follows:
(a) The bottom of the hole 'shall be filled to, or a bridge shall be
placed at, the top of each hydrocarbon-producing formation open to the well
bore, and in either event a cement plug not less than 50 feet in length
shall be,'placed, whenever possible, immediately above each hydrocarbon-
producing formation open to the well bore,
(b) A cement plug not less than 50 feet in length shall be placed at
approximately 50 feet below all fresh-water-bearing strata.
(c) A plug shall be placed at or near the surface of the ground in
each hole.
(d) The interval between plugs shall be filled with heavy mud-laden
fluid which will effectively seal the formation to which it is applied.
(e) An uncased hole shall be plugged with heavy mud up to the base of
the surface string, at which point a plug of not less than 50 feet of cement
shall be placed.

2103. Well Marker
The exact location of the abandoned hole must be shown by a steel marker
al'least four inches in diameter and at least 10 feet long set in concrete
and extending at least four feet above ground level. The marker must bear
the name of the operator, well name and number, and exact location. This
information must be bead-welded directly to the marker pipe. The top of the
pipe must be closed with a Cement plug, screw cap, or welds. When requested
by the surface owner, such requirement may be waived by the Committee. In
navigable waters, markers shall not be required.

2104. Selamtc, core, or exploratory holes.
Before abandoning any seismic, core, or exploratory hole which pene-

trates a usable freshwater formation, the owner or driller of such hole
shall plug the same in such a manner as to properly protect all fresh-~
bearing formations and in a manner approved by the Committee.
Within 60 days from the plugging of a hole drilled for seismic, c~
exploratory purpose exceeding 300 feet in depth and not covered by a d~
permit, the operator shall file with the Co-,~ittee an affidavit settinl

2105. Water wells.
When the well or exploratory hole to be plugged may safely be use,
a fresh-water well and such utilization is desired by the landowner, t

very marketable resource until the extent of the reserves is better

might be a good time to apply pressure since we know there are plans
underway to move an offshore rig up.

Your letter of September 12, 1973,' received by Amoco Production
Company (Amoco). on September 17,,1973, requested certain information
pertaining to the gas well identified as "Middle Ground Shoal State
18743 Well No. l" and the oil well identified as "Redoubt Shoal Unit
State 29690 Well No. 2" and the above referenced leases on which
these Wells are located. You are advised as follows'

With respect to.Middle Ground Shoal State 18743 Well No. 1 please
.be advised that the situation is about the same as was described in
our 'letter of April 24., 1969 except that we are now considerably more
optimistic about prospects for a market for this gas. Amoco has kept
abreast of the possible and potential gas markets in the Cook Inlet
Basin area but as yet has been unable to negotiate for the sale of gas
from this well and lease. As stated in our letter of April 24, 1969,
one possible future market for this gas is for lease fuel for gas lift
and other oil producing operations in the Cook Inlet fields. We
believe that the casinghead gas. still being produced with the oil in
these fields will become insufficient for lease operating purposes
before all of the oil from such fields is produced. When this happens,
.and it appears to be considerably nearer than it was in 1969, it, is.
believed that this Imay create a good market for gas produced from this
well and lease and that the availability'of the gas from this lease
for such purposes will also serve to increase the ultimate production
of oil' from such other fields. Amoco plans to continue to keep advised
of thiS and other possibilities for marketing this gas and to continue
all reasonable efforts to find a profitable market for it. If and when
such-market is establ i.shed Amoco wil 1 exert al 1 reasonable efforts to
fumther explore and develop this lease for-gas.

Lease ADL 29690 and Redoubt Shoal Unit Well No. 2
With reference to Redoubt Shoal Unit State 29690 Well No. 2 and
Lease ADL 29690 on which it is located it is noted from our records that
this lease covers 1,883 acres located in Sections 19, 20, 29 and 30,
T7N, R15W, Cook Inlet, Alaska, and that this lease was included in the
Redoubt Shoal Unit which was terminated on November 1, 1970. Prior to
the formation of such Unit over 6.3 million dollars was spent by Amoco
and other owners of lease interests in this area in drilling three
exploratory wells, two of which were located on Lease ADL 29690. Two
of these exploratory wells were dry holes while the referenced Unit Well
No. 2 was certified by the Department of Natural Resources by its letter
of January 14, 1969 as a well capable of producing oil in commercial
quantities and that the payment of minimum royalty in lieu of rental or
actual production royalty was applicable, under the terms of the lease.
T.his well remains capable of producing oil in commercial quantities and
the primary term of this lease does 'not expire until November 30, 1975.
The initial pl.an of development for the Redoubt Shoal Unit, which
was approved by the State, covered the period from March 27, 1969 to
March 27, 1970 and called for the drilling of one exploratory well
within the Unit Area. Amoco offered a sizeable percentage of its
interests in this Unit to numerous independent and major oil companies
in order to get the proposed well drilled. However, such efforts to
get suchWell drilled were unsuccessful. At the expiration of the
initial plan of development under this Unit Amoco submitted to the
State another plan of development calling for Amoco to prudently pursue
all avenues for development with modified plans to outline specifics
when a definite course became fixed. The State rejected this plan,
however, and the Unit was terminated effective November 1, 1970.
Inasmuch as all but one of the other leases in the Unit were at this
time beyond their primary terms, they were forfeited upon termination
of the Unit. The lands covered by such terminated leases have since
been leased to other parties.
Amoco considers the area formerly included in the Redoubt Shoal
Unit to have economic development prospects and wishes to retain Oil
and Gas Lease ADL 29690 i'n its p~esent status. Amoco has and will
continue to prudently explore all reasonable means of developing this
lease and marketing the production therefrom. This'area has quite recently
been the subject of intensive geological and engineering studies with
particular attention given to present day economics in light of recent
crude price increases. There are now, of counse, new lease owners in
this area with whom we must work in negotiating and formulating further
plans for exploration and development. Amoco plans to exert all reason-
able efforts to further explore and develop this lease and to market the
production therefrom.

Amoco respectfully requests that both of the abOvE described
leases be continued in their present status until it can establish
or find a profitable market for the production therefrom and at such
time undertake further reasonable exploration and development. We
believe that the information contained herein is sufficient to support

desired in connection with this matter, please advise. We would be
glad to meet with you to discuss this further if you wish.

on location at 5:30 p.m.
Witnessed production test on subject well until shut-in time at 2:40 a.m.,
September 21, 1968, and recorded data on test for well record.
Left location at 9:00 a.m., September 21, 1968, by company charter helicopter
to Kenai. Arrived Kenai at 9:30 a.m. and left Kenai by company charter air-
plane for Anchorage. Arrived at Merrill Field at 10:40 and reached home at
11:00 a.m.

Re-entered old hole and cut window in 9 5/8" casing from 8,900' to 8,942'. Drilled
8~"z hole to 13,005' and ran and set 7" OD liner from 8,68'9' to 13,000' with 480
sacks class "G" cement and addatives. Drilled 6 1/8" hole to 14,060' and ran and
set 5" OD flush-joint liner from 12,712' to 14,057' with 140 sacks class "G" cement.
Top of cement at 13,890'.
Perforated 13,685' to 13,845' with 4 jet shots per foot. Ran DST #1 with packer at
13,655'; open 25 hrs. and recovered 71 BO and 21 bbls. mud.
Perforated 13,260' to 13,300', 13,320' to 13,350', 13,420' to 13,430', 13,490' to
13,510', 13,550' to 13,590', 13,620' to 13,640', and 13,650' to 13,670'. Set Howco
packer at 13,248' with tail pipe to 13,656'. ouened for initial 5 min. flow at
11:25 a.m., 9-19-68 with strong blow. Shut-in at 11:30 a.m. for one hour initial
shut-in and re-opened tool at 12:30 'p.m. for final flow. Flowed gas to surface
at 12:53, mud to surface at 1:13, and oil to surface at 1:35 p.m. Flowed on 5/8"
bottom hole choke and 1/4" surface choke to 4 p.m..to clean up. No tank gauge was
kept on the production from 12:30 to 4 p.m.

The Section from 8904' to TD 13,905' of this well has been abandoned. In addition to
the 150 sx cement plug from 12,-980-13,710' and the 100 sx cement .plug from 10,480-
10,900' placed in 1967 and reported on Completion Report dated 1/9/68, the following
work was done prior to whipstocking at 8904':
1. Set retainer at 9007', broke circulation and squeezed 140 sx cement to 3000 psi.
2. Cleaned out soft cement to 9007'.
3. Milled 9-5/8" casing 8900-8946'.
4. Set 20 sx plug at 9000'.
5. Dressed soft cement to 8946', replugged with 100 sx and cleaned out stringers to 8946'.
6. Set 100 sx plug #3. Drilled from top of cement at 7031' to 8946'.
7. Set 75 sx plug #4 at 8946-8917' and cleaned out soft cement to 8946' after WOC 30 hours.
8. Set 100 sx plug #5 8800-8946'. Drilled hard cement 8800-8904' and prep. to whipstock

This notice sets forth our intent to re-'e~ter Redoubt ShOal
State 29690 Well #1, which was suspended on Desember 13,~1967,
and complete the well at a new BHL within,the same,quarter
section.
A window will be cut in the 9-5/8" casing ~at-950.0'~ and the
well will be whipstocked to the east to a TD of 12,800',
approximately 750' east of the old BHL. -
