Dear Mr. Vaagen:
We have reviewed the well files, which contain recommendations for tinallocation
clearance for the following wells:
Sag Delta
Kuparuk River ST 1
(PTD 175-058)
(PTD 169-042)
We found field inspection reports in both of the above files recommending tìnallocation
clearance. The reports show the locations to be in compliance with (20 AAC 25.170
Onshore Location Clearance) and, therefore, the Commission requires no further work on
the subject wells. However, BP Exploration (Alaska), Inc. remains liable if any problems
occur in the future with either of the wells.
Final location clearance is hereby approved for the above listed wells.

AUQust 7 2002: I traveled to multiple locations as listed below, to witness location
abandonment's.
MPU N-01 (PTD 184-013): BPXA, the pad and the area surrounding the
abandoned well was clean and did not have any standing water located over the
area that was presumed to be the casing stub. I recommend this well for final
abandonment and location clearance.
West Sak 25 (PTD 182-027): As noted in the accompanying photos there is water
standing over what is presumed to be the old well, also there appears to be old
drilling mud mixed in with the gravel that is kind of bunched in a haphazard manner.
I do not recommend this well for a surface location clearance until further
remediation to the site has been done.
Gwyder Bay South 1 (PTD 74-55): The pad area has a considerable amount of
gravel as well as a 5000' runway. Mr. Osborne the Fairweather rep. informed me
that the DNR is considering leaving the runway as well as other portions of the pad.
The USGS uses the area near the river for a camping and staging area during the
summer months. Alaska Clean Seas also uses this area to stage spill remediation
equipment, as this area is located near the mouth of the Kuparuk River Delta. The
area located near the wellhead is mounded up and appears OK for final
abandonment. I recommend Gwyder Bay So. # 1 for final abandonment. Once
a decision has been made and gravel remediation has been performed, the
AOGCC must be invited for a final location clearance
~ Kuparuk River State 1 (PTD 169-042): The pad area around the wellhead was in
excellent shape and was hard to tell where the well was located as noted. I
recommend Kuparuk St. 1 for final abandonment and location clearance.
Sag Delta No. 1 (PTD 175-058): The pad area is located on an old island that is
washing away and going back to it's natural state. As noted in the photos the area
looks quite good. I recommend a location clearance be granted.

on BPX exploratory well "Kuparuk River State #1"
I arrived the location to find the well ready to have the marker plate welded on. This
well had been drilled by Arco and has become a BPX property The following info
had been bead welded to the marker plate in the following fashion;

The location is all Gravel, which DwaYne Vaagen (Fairweather rep.) reported was
natural height and composition for this ar. ea. It was impossible for me to determine
the accuracy of this statement. It appeared much higher than the area surrounding
the pad. Investigation and a follow up inspection this summer is warranted. If the
gravel has to be recovered the casing stub will~:-not be deep enough to meet our
regulations.
An interesting note; the original marker post was cemented in a barrel and buried
approximately four feet from the casing stub. It seems the marker post was an after
thought.

Re: Sundry Notice for Kuparuk River State No. I --- P&A Marker Change-Out
BP Exploration (Alaska) Inc. (BPXA) hereby applies for Sundry Approval of its plan to change
the current Plug and Abandonment marker post on well Kuparuk River State No. 1, to a
subsurface marker plate. The anticipated commencement date of this work is March 01, 2002.
BPXA will be removing contaminated gravel from and reclaiming the site of the Kuparuk River
State No. I drill pad. At that time BPXA, would like to remove the P&A ID marker post at
surface and replace it with a subsurface marker plate welded over the casing stubs at a depth of
4 feet below original grade level. No gravel will need to be removed in the vicinity of the well
bore but BPXA would like to remove the collision hazard presented by the current above ground
P&A marker post. After the new marker ID plate has been installed, the excavation will be
regraded and contoured to blend with its surroundings.
Pertinent information attached to this application includes the following:
1, Three (3) originals; AOGCC Form 10-403 for the well;
2, Three (3) copies; Marker removal and change-out program for Kuparuk River State No. 1
with schematics showing both the current configuration and the proposed changes.

Background Information and Present Condition
The Kupamk River State No. 1 well was spudded by the Atlantic Richfield Company on
April 25, 1969 and drilled to TD at 10,512' MD on June 17, 1969. After extensive
testing, coring and wireline logging operations, the well was permanently abandoned on
June 27, 1969 using the following procedure: A 500 sack Class "G" cement plug was
placed over the interval from 9500' - 9900' MD. The next two plugs were 350 sacks
each of Class "G" cement, the first placed over the interval from 9050' - 9250' MD and
the latter across the shoe of the 13 3/8" casing from 2070' - 2270' MD. The final plug
was a 50 sack Class "G" cement plug at surface (see Attachment I). The well head, base
flange and associated valves and equipment were removed and a 4" diameter X 10' long
steel marker post was installed (see Attachment II). The reserve pits were filled and the
location was leveled. Subsequent site clearance inspections by AOGCC have failed until
further clean up is attained.
At this time, BPXA, the current operator of the property has decided to perform the final
clean up and clearance work required by AOGCC for final approval. According to
AOGCC reports on file, the last site inspection in 1986 indicated steel piling and timbers
to still be present on location. A site characterization has been performed and it has been
determined that diesel contaminated gravel will have to be removed, clean gravel brought
in, and the site re-graded. The remediation area exists to the south east of the Kupamk
River State No. 1 P&A marker. At this time there is no reason to disturb the gravels in
the vicinity of the current marker. However, since the hope is to return the location to as
close to its original state prior to drilling, as is reasonably possible, AOGCC has
suggested that the marker post be replaced with a subsurface marker ID plate under the
guidelines 20 AAC 25.120 (a) & (b). Attachment II depicts the final configuration of the
proposed P&A marker plate.
Summary of Proposed
To effectively leave the site of the Kupamk River State No. 1 well in an approved
abandoned condition and satisfy the conditions laid out in Alaska Oil and Gas
Conservation Commission (AOGCC) regulations concerning P&A marker placement, the
following tasks will be completed:
Excavate around the current P&A marker post to the top of the casing stub as it
exists below grade level.
2. Cut off the current marker post.

Weld on a new ½" X 24" X 24" well identification P&A marker with all pertinent
well information bead welded tO the face of the plate.
4. Backfill excavation and re-grade surface.
5. Remove any remaining debris on the site.
The above work will leave the well in compliance with section 20AAC 25.120, and will
remove the collision hazard presented by the well marker post currently in place.
3.0 Proposed Operations Program
The following Operations Program addresses the replacement of the abandoned well
marker post with a subsurface well ID plate only, and is based on a winter operation
using an ice road for access.

Obtain required permits and regulatory approval before starting job. Fairweather
proposes to secure all permits for the project on behalf of BPXA. Anticipated
permits include the following.

Mobilize required personnel and equipment to the Kuparuk River State No. 1
location on an as needed basis via ice road. The proposed personnel and

grade level. Insure proper well information is bead welded onto face of ID plate
and let AOGCC representative inspect as needed.

Backfill excavated area and mound excess gravel over plate to account for
subsidence when summer thaw occurs.

Pickup any project related debris and remove all equipment and materials used in
procedure from location.
.
File new Form 10-407 with AOGCC referencing the new configuration of the
Kuparuk River State No. 1 P&A marker configuration.
Waste Disposal and Responsibilities for Waste
.
At this time, no liquid wastes are anticipated to be generated during this project.
The only wastes to be generated during the course of this procedure will be steel
scraps from the removal of the old marker post and installation of the new plate.
These wastes will be transported and disposed of at the North Slope Borough
Waste Disposal Site.

During the course of characterizing the Kuparuk River State No. 1 well site,
contaminated gravels were identified southeast of the marker location, but not in
the area to be excavated for marker change-out. In the event that any
hydrocarbon contaminated gravel and soil is identified during the excavation,
BPXA will be notified. Any sampling, transport and / or disposal of such
materials will be at the direction of BPXA and costs for such will be in addition to
any fixed price well work bid.
Reporting and BPXA Oversight
It is anticipated that the procedure will take only one day to complete. If the
length of project is extended beyond one day, Fairweather will initiate a daily
reporting system which includes daily faxed reports to BPXA's Anchorage office
and to a designated recipient on the North Slope during the term of the project.
During any periods when a BPXA representative is not on site, the faxed reports
will be followed up by a phone call to the designated BPXA contact in Anchorage
or on the North Slope.

P&A Marker Reconfiguration
Kuparuk River State No. 1

Background Information
The Kupamk River State No. 1 well was spudded by the Atlantic Richfield Company on
April 25, 1969 and drilled to TD at 10,512' MD on June 17, 1969. After extensive
testing, coring and wireline logging operations, the well was permanently abandoned on
June 27, 1969 using the following procedure: A 500 sack Class "G" cement plug was
placed over the interval from 9500' - 9900' MD. The next two plugs were 350 sacks
each of Class "G" cement, the first placed over the interval from 9050' - 9250' MD and
the latter across the shoe of the 13 3/8" casing from 2070' - 2270' MD. The final plug
was a 50 sack Class "G'"cement plug at surface (see Attachment I). The well head, base
fl .ange and associated valves and equipment were removed and a 4" diameter X 10' long
steel marker post was installed (see Attachment II). The reserve pits were filled and the
location was leveled.' Subsequent site clearance inspections by AOGCC have failed until
.further clean up is attained.
BPXA, the current operator of the property, decided to perform the final clean up and
clearance work required by AOGCC for final approval. According to AOGCC reports on
file, the last site inspection in 1986 indicated steel piling and timbers to still be present on
location. A site characterization was performed and it was determined that diesel
contaminated gravel needed to be removed, clean gravel brought in, and the site re-
graded. The remediation area existed to the south east of the Kupamk River State No. 1
P&A marker. It was decided that since gravel remediation and reclamation work would
be taking place on site anyway, and it was hoped to return the location to as close to its
original state prior to drilling as was reasonably possible, that the well P&A marker post
should be replaced with a subsurface marker ID plate. This would also bring the site into
compliance with current AOGCC guidelines detailing well abandonment and site
clearance requirements. Fairweather E&P, Services, InC. was contracted to perform the
marker change-out procedure. Attachment I depicts the f'mal configuration of the
abandoned well with P&A marker plate installed. Photos attached show marker prior to
backfill of excavation.
2.0 Work Summary
30-Mar-02
On March 30, 2002 the Fairweather E&P, Services, Inc. crew arrived at the
Kupamk River State No. 1 site to cut off the existing P&A marker post and
attach a subsurface marker plate per current AOGCC requirements.
Fairweather was met on site by North Slope based AOGCC inspector Lou
Grimaldi. It was determined at that time that the top of the casing stub, as
the well was originally P&A'd, was only 2 feet below original tundra grade
level. Original Sundry approval was given for a marker change-out at 4

feet below tundra grade level, and it was requested that we cut off the
casing stub to come into compliance. We then got with the onsite gravel
contractor and requested that they excavate to a point where we could cut
the stub at a depth of a minimum of 4 feet below tundra grade level. We
then placed a call to Bell & Associates and requested a site survey to insure
that we would indeed cut the casing stub deep enough. Since it was late,
we decided to reconvene the following morning to finish up operations.
This also gave the gravel contractor time to finish excavating around the
conductor.
31-Mar-02 On site, rig up welder and demolition torch. Section and remove
approximately 2.7' of 30" conductor. Break away cement to gain access to
20" surface casing. Repeat cutting procedure as before to gain access to 13
3/8" casing string. Cut and remove as well. Inspection reveals good
cement in all casing annuli. Trim and square up top of casing stub and
prep for installation of P&A marker ID plate. Surveyors have determined
~ that top of stub is now at 4.7 feet below tundra grade level. North Slope
AOGCC inspector Lou Grimaldi on site to inspect. OK given to weld on
well ID marker plate. Welds inspected and OK, Fairweather demobs off
location and back to Deadhorse. On-site gravel contractor is still working
so final stick pick will be up to them.

The Kupamk River State No. 1 well site was remediated this winter. To comply with current
reclamation guidelines, the original P&A marker post was removed (the well was originally
P&A'd in 1969), the near wellbore area was excavated, the old casing stub was cut and a new
subsurface well abandonment marker was installed with operations being completed on the
March 31, 2002.

Thursday, September 4~ 1986: I traveled this date with ARCO
representative Mi~e-Win~r~ to ARCO Kup River State ~1 to inspect
the location cleanup for final abandomment. The location was
contoured, and there was some piling on north end of location. See
pictures 2 and 5. A P&A marker post was inside a steel drum on top
of the well. Photographs attached to this report verify the above
conditions.
I filled out an AOGCC Surface Abandomment Report which is attached.
In summary, I recOmmend that the Commission not approve the
final location clearance until the piling on the north end of the
location is removed.

Dear Mr. Ruedrich: .
A review of our records shows that the above referenced wells are
suspended.
Section ll0(a) of the regulations states the Commission will, in
its discretion, approve the suspension of a well if the well is
capable of. producing hydrocarbons in paying quantities or is
reasonably demonstrated to have future value as a service well.
Section 105(e) states that "[e]ach well to be abandoned or
suspended must be plugged...to prevent the movement of fluid
either into or between freshwater and hydrocarbon sources and to
prevent all other fluid migrationwithin the well bore."
In compliance with Section 170(a) of the regulations, "It]he
location of an abandoned well onshore or upon a historically
stable island must be cleared within one year following well
abandonment .... " Section 170(b) provides the means for an
extension of time if a valid reason exists, and the wellbore is
properly plugged.
We are, therefore, requesting that you s~b~t Form 10-403,
Application for Sundry Approval, for a one-year extension of
suspended status for the above referenced wells, together
justification for keeping the wells in suspended status.
