If I read it correctly, your letter states that the Commission inspection of the location conditions are required. So I assume that you are saying that Shell and yourself need to go out and take a look at these sites? Permit numbers are L68-092, L69-056, and L80-112. Are there files available or can you tell me if more is required beyond the inspection? Larson Petroleum Engineer State of Alaska DIVISION OF OIL AND GAS DATE : SUBJECT: December 15, 1969 Inspection of Shell Oil Company Kustatan River Ab and ohm e nt On February 14, 1969 an inspection was made of the Shell Kustatan River No. I location abandonment. There was so much snow cover it was impossible to determine if the location was clean as reported. On December 11, 1969 a representative of Shell Oil Company and I flew over the location &n a chartered airplane. The loca- tion had not been properly cleaned, as a number of rig matting boards were still in place. The pits and the rest of the loca- tion seemed clean. Mr. White with Shell was advised that the location could not be approved for abandonment until it was prooerly cleaned. He then had the airplane land at West Forelands and made arrange- ments for the Locher Construction Company to finish clean up with- in the next three weeks. Shell is to notify this office when the location is cleaned and it is suggested that a surface inspection be arranged when the work is completed. REL:jw FORM SA- 1 B TO: J-- O. K. Larson {)~ Petroleum Engineer 'state of Alaska DIVISION OF OIL AND GAS DATE : February 14, 1969 SUBJECT, Field Trip - Inspect Shell Kustatan River No. 1 Abandoned Location I left the office at 9:00 a.m. and from the Anchorage International Airport at 10:45 a.m. by company charter airplane, arriving at the Johnson Slough well location at ll:20 a.m. We drove to the Kustatan River No. 1 well location to inspect the cleanup. Becjuse of snow cover, it was not possible to see the actual condition of the ground. The well marker was set and the general appearance was good. January 24, 1969. It would appear that Shell could have notified this office before February ll that the location was clear: that is before additional snow obscured the surface. This well was abandoned on January 13, 1969, but the exact date the location was. cleaned up is not known. It is obvious that the location has been abandoned for some time because JOhnson Slough No. 1 was spudded on It is recommended that the abandonme:t not be approved until a fly over after breakup can be made. When the currently drilling Johnson Slough well is abandoned, the operator should be advised to request inspection as soon as the location 'is cleared and before any more snow falls.
