The latitude and longitude of the Kahiltna No. 2 well is proposed to be 62° 3' 32" North, 150° 46' 54" West. The Kahiltna No. 2 well will be drilled to a maximum depth of 7,500' true vertical depth and will penetrate into the Chickaloon Formation. This structure was previously drilled to a depth of 7,265' without encountering any evidence of oil shows or liquid hydrocarbons. CIE believes it improbable that a liquid hydrocarbon system exists in the Susitna Basin, and is particularly confident in the absence of liquid hydrocarbons in the Kahiltna structure, since it has been previously drilled. Please see the attached geological review of wells that have been drilled into this basin. Cook Inlet Energy believes that there is no appreciable risk of encountering liquids as part of this drilling, and hereby requests that AEDC make the determination that the Kahiltna prospect is exempt under AS 46.04.030(c) from the requirement to submit an oil discharge prevention and contingency plan and proof of financial responsibility, since the well will not penetrate a formation capable of flowing oil to the ground surface. The deepest well drilled encountered predominantly Tyonek Formation with some pre-Tyonek (probably Chickaloon Fm. Equivalent). The Tyonek section is a series of meandering and anastomozing stream channels with sandstones, interbedded siltstones and claystones with interbedded coals. The coals are thin and any gas seen is biogenic gas generated from the coals and is not associated with any liquid hydrocarbons. The Tyonek, Beluga and Sterling are all gas prone formations. Liquid hydrocarbons are only encountered in the lowermost Tyonek (G -Zone) section a considerable distance to the south in Cook Inlet. The disposition of each well surrounding the proposed Kahiltna 2 location is listed above. In each case it was determined from mudlog and wireline logs that no liquid hydrocarbon was encountered. The deepest well, Trail Ridge U-1 well, was drilled to a depth of 13,707' to the south-west of the Kahiltna 2 location and was a dry hole. It did not encounter any oil shows or liquid hydrocarbons or encounter any appreciable gas shows on the mudlog while drilling. Each of the other wells that have wireline and/or mud logs encountered only minor gas shows while drilling. The Kahiltna River 1 well, 1.3 miles to the south of the Kahiltna 2 location, drilled a section of gravels from the surface to a depth of approximately 500'. It then drilled approximately 2400' of sand, with only background gas, before encountering 3 thick coals at 2900', 3000' and 3200'. These coals did not encounter any gas while drilling and should act as a seal for potential gas below. Gas readings remained very low with no shows until coals encountered at 4430' were drilled. The coals in the remainder of the well down to 7265' only displayed a coal gas signature with no oil shows, fluorescence or cut. Shirt Lake'~ Dear Mr. Van Alen, We spent considerable effort in first going through the sample bags picking out pieces which were obviously granitic material. In this manner we got about 0.8'gm of apalitic and about 3 gm of granitic material. Neither is suffi.cient for accurate U and Th analysis. The remaining material in the sample bags contained a lot of coal, balled up drilling mud and some obvious sedimentary material. We then went through the samples and removed all the obvious material that was not granite such as coal, chert, mud etc. In this manner we obtained about 15 gms from the upper granite section and 15 gms from the bottom section. The four samples were sent to Technical Services Laboratory in Mississauga, Canada for analysis. They reported that there was too small amount of sample to obtain Th results although they tried but could not detect any. On U the results were as follows: Sample Description % of U~0o ~ v RSL1-A 3 g mix, all depths granite chips <0.005 RSL1-B 1 g apalitic chips <0.005 RSL1-C mix of material 1740-1860 ft 0.014 RSL1-D mix of material 1860-2060 ft 0.010 The results of sample C and D are 10 to 15 times the background values for granite, which we find encouraging for the radiogenic heat theory, unless the circulating mud concentrated the heavy minerals. I met the contractor at the Lynx Lake turn off approximately one mi ie South of Nancy Lake at 7:45 AM. Mr. Bill Osborne of Exploration Service Company, Inc. out of Anchorage, had been the successful bldder on the contract to clean-up subject well location for the bonding company, Fireman's Fund, American Insurance Companies. We proceeded to the bridge at Lake Creek where the D8 cat was off loaded and commenced walking to the location under its own power. Mr. Osborne, his three men and I, drove ahead to the 0II Well Road which begins about 3.5 miles In. on the Lynx Lake Road. At this polnt the Division of Parks has erected what they call a fotdlng gate. I had obtained a key from Division of Parks to unlock this gate and we waited there for the cat to arrive. Since the cataplllar could only walk at approximately four miles/hour, it was almost an hour before he caught up with us. We all then proceeded to the well location on the Oil Well Road waiting at two different points for the cat to backfill the creek washouts so we could proceed. We finally arrived at the location about I1:00 AM and the cat arrived about 11:30 AM. The P&A marker was cemented in place in the top of the 9 5/8" casing with several sacks of cement. The P&A marker had the following information bead welded along the sides: Farms Oil Co., Red Shlrt Lake No. I, 660' FNL & 1980' FEL, Sec. 24, TI8N, R5W, S.M. When the location was near complete late in the afternoon I took several photos which are attached. The P&A marker can be seen as Item #1, in Photo #1 and #2 and #4. Approximately two pickup loads of trash consisting of sacks, plastic, boards, miscellaneous pieces of iron, junk, cans, rotary hoses, drilling mud, etc. were on and around the location. The old rat hole, which had sunken In, was refilled and leveled. The old reserve plt was refllled and leveled. Pieces of wire rope were cut off and reburled. A large cut was made by the cat operator along the Southwest edge of the original drilling pad, and all of the trees that had been pushed off of the drllllng location to clear an area for the drilling pad, were pulled out with (' Homer L. Burre I I -2- September I I, 1972 cables or with the cat blade and stacked in thls cut. The trees were then chained sawed into I0 to 20 foot lengths and then, along with all the collected debris, were mashed down Into the cut and covered with dirt. The complete location was scrapped and releveled and is now smooth and clean. The aluminum water pipe was collected and hauled out'of the location. Only three good joints of this pipe and one damaged joint were recovered since someone had stolen the majority of this plpe. Work was complete on the location at 7:15 PM and we all drove back' out to the Lynx Lake Road and awaited the cat. When the cat passed through we straightened the fold-gate post and locked It with the Dlvslon of Parks lock. I gave Mr. Osborne a copy of the Field Inspection Report Form (copy attached) which I had filled out indicating a "satisfactory" clean-up of subject Iocatlon. I made arrangements to meet these contractors, to fly them into the Redshirt Lake location and review the necessary work to be bid. The contractors who responded to this Inspection trip were, Dean Allen, with Industry Service Inc. and Bill Osborn, with Exploration Service Company Inc. We. departed Lake Hood In a state chartered float plane at 8:10 Am, Tuesday morning, and arrlved at Lynx Lake approxlmately 15 minutes later from which we flew I I/2 mi les of road to the Redshlrt location and discovered two wash-outs of the road. We landed on the lake to the west of the location and walked about a quarter of a mi le th rough the heavy brush to the location. The location was still essentially in the condition as in 1969, wlth the old pit sunken in and considerable debris littered about. However, aOSion and new vegetation has altered the location back to a more ural state. The well P&A marker was in an upright position with a small amount of concrete around the base, but it was not affixed to the casing and I easily pushed it over. I suggested the bidder would have to replace this well marker and cement the new marker Inside the 9 5/8" casing as required by state regulations. I informed the bidders it-would be better not to scrape off any more of the vegetatlon than was necessary to fill In and level the old pit area or other sunken holes, like the old rat hole near the well and around the casing. There ls a great deal of w.~re rope, steel pipe nipples, fittings, buckets, thread protectors, mud sacks, wood boards and timber debris around the location. i suggested all the burnable items could be burned on location, If a burn permit could be attained and that the non-burnable Items could be buried in the old pit area before it was covered and leveled; or all of the debris could be buried. I.also pointed out the aluminum water pipe leading from the location to the lake, southeast ot the location, probably 8 to I0 joints of pipe in place, which would have to be either buried or carried out. We returned to the plane and took off about 9:10 AM and again flew over the road to get a better look of the wash-out places. The wash- outs will have to be repaired in order to get the tractor and men In to clean up the location. We then continued to fly the Lynx Lake Road to the highway near Houston and returned to Anchorage arriving back at 9:35 AM. / ANCNOJ[4GE May 15, 1972 Jack F. The location was leveled with all slopes trimmed. The reserve pit and rat hole was filled. The well marker had been reset in concrete and appeared to be satis fact ory. There was a snow cover of about 5" on the ground, there- fore, it was impossible to see if all the litter and debris had been removed or covered up. Until the ground is bare and can be closely inspected, it is recommended that the drilling bond on this well not be released. It is understood that there is an additional bond being held by the Division of Lands to provide for clean up of the access road. While this is being done another inspection should be made. The homesteader's road in was well dried out, but there was evidence that in low places it had been badly rutted when wet. However, the evidence did not indicate that it had been damaged by dual-wheeled vehicles such as were used to haul the rig and equipment out of the area. Also, the road from this road in to the well location was undamaged in spite of the fact that it was a newly bulldozed road and unsurfaced. The location itself is not cleaned up though it would take probably no ~ore than two or three hours work with a dozer to complete the job. The top of the casing was a few inches below ground level, and it was not covered. Also, the rat hole had not been filled. It was open about ten feet down to water. Larson Petroleum Engineer State of Alaska DIVISION OF OIL AND GAS DATE : December 16, 1968 SUBJECT, Field Trip Report - Abandonment of Red Shirt Lake No. 1 On the morning of December ]3, ]968, the operator of this well called reporting that the well had encountered granite and was being prepared for abandonment. I t-eft Anchorage in the State automobile at 12:45 p.m. and reached the location at 3'15 p.m. to find the log of the well had been completed and the loggers were tearing the equipment down. A]l personnel responsible for operations had left the location for Wasilla. I returned to Wasilla and waited until the electric log was brought in. It was discussed with the personnel responsible for plugging and it was agreed that a 60-sack cement plug from 60 feet below casing shoe and into the casing and a lO-sack plug at surface would suffice. ! then waited until the ~ementing personnel were ready to go to the location. While there ! had an opportunity to discuss the clean up requirements with the dirt contractor who was to do the clean up work. Larson .~L~ Petroleum Engineer / State of Alaska DIVISION OF OIL AND GAS DATE : December 16, 1968 SUBJECT, Field Trip Report - Check of BOP Red Shirt Lake No. 1 Some concern was felt over the trouble experienced in operation of the blowout preventers on initial test so a second test was decided upon. I traveled to the location via State automobile, leaving Anchorage at 9:20 a.m., December 12, and arriving on location at 11:40 a.m. It took some time to drain the mud from the blowout preventers and~ flow ~ipple so that operation of the rams could be seen. The pipe rams closed properly, but the drop in accumulator pressure would not close the blind rams because the accumulator pump had a blown fuse. This was replaced and the blind rams then operated as did the Hydril. While on location I met with Mr. Hill and delivered copies of the wildlife stipulations for the well. The construction of a ring dike was discussed with him. The well is situated on the end of a rather sharp ridge with the terrain falling off on three sides and a cut bank at the fourth. The contour of the location and the frozen ground make it difficult to construct a ring dike particularly where the road approaches the location. Two small reserve pits had been dug. Each was about 10 feet wide by 50 feet long by 6 feet deep. One was nearly full and the other was empty. They would not be large enough to contain any volume of fluids. Larson Petroleum Engineer DATE : SUBJECT~ December 10, 1968 BOP Test - Red Shirt Lake No.1 Farms Oil Company, Operator A requirement of the drilling permit for the above subject well was that a test of the BOP equipment be made after surface casing was set. At 8:20 a.m., December 9, 1968, a Coastal Drilling Company repre- sentative (drilling contractor on well) called requesting a witnessed test of the BOP equipment, i left Anchorage at 8:40 a.m. via State-owned automobile for the location, arriving at ll-05 a.m. Operation in progress on arrival was thawing the BOP, as the rams were frozen. This is reasonable because no warm fluids had been circulated through the BOP." When the blind rams were thawed out and closed, it was found they would not hold. Further checking revealed that one of the rams was in an upside down position. This rig, Coastal Drilling Company No. 6, is the same one that drilled the Campbell Point No. 1 well; on this well the Same problem of inverted rams was encountered. This would indicate that shop work on blowout preventers is not up to par and that on future Coastal Drilling Company operations it is necessary to check their BOP equipment. When it was apparent that the blind rams would not hold, they were actuated to release but this was not possible because the accumulator lines were iced up. After being thawed out, a quantity of water was recovered. A final test held 1,O00 psi for fifteen minutes. The first attempt to test the pipe rams was a failure because of a hydraulic leak off of pressure of 100 psi per minute. Re-activation of the rams resulted in a satisfactory test that held 1,O00 psi for ten minutes. It is apparent that the blowout preventers will safely hold the necessary pressure provided that they are properly actuated. The problem of water or ice in the actuator lines is serious and presents a potential hazard if it becomes necessary to use the blowout preventers. A closer surveillance should be kept on this operat~ion. Testing was completed at 8:30 p.m. and I left the location at 8'45 p.m., arriving in AnChorage at l l:O0 p.m. REL:may DIVISION OF Oil. Surface casing had been set and cemented at that time. While on location, it was noted that the ring dike required by the Department of Fish and'Game stipulations had not been constructed around the location. Hr. Marshall's letter' of October 28, 1968, indicated the stipulations would be forthcoming and his letter of October 30, lg68, transmitted these stipu- lations to you. Item No. I in the stipulations called for the dike prior to drilling. ~e realize that adverse weather conditions have prevailed at this location but' due to the proximity to the recreational area, fishing streams, and lakes, this dike must be constructed for protection of these resources. We are, therefore, taking this means to notify you that you have not complied with the stipulations accompanying the drilling pemit and that continued drilling operations in disregard of these stipulations could result in breach of the Oil and Gas Conservation Regulations.
