Section 105 (e) states that "[e]ach well to be abandoned or suspended must be plugged...to prevent the movement of fluid either into or between freshwater and hydrocarbon sources and to prevent all other fluid migration within the well bore." In compliance with Section 170(a) of the regulations, "[t]he location of an abandoned well onshore or upon a historically stable island must be cleared within one year following well abandonment .... " 'Section 170(b) provides the means for an extension of time if a valid reason exists, and the wellbore is properly plugged. Sunday, August 14, 1983: I departed my home at 3:15 pm for a 3:45 pm showup and 4:45 departure via Alaska Airlines, Flight No. 341 for Deadhorse arriving at 7:10 pm. Weather: +36°F, light wind, fog. Monday, August 15, 1983: Inspection of forty-one abandoned and suspended wells began at 9:00 am and continued until 3:30 pm on Wednesday, August 17.. Separate reports cover suspended wells and a BOPE test on ARCO's DS 4-20 Monday evening. I recommend to the Commission the following wells be approved for final abandonment: B.P. Sag Delta 31-10-16 Able State #1 P.B.U. Eileen #1 West Sak #25 B.P. Put River 24-10-14 Socal 31-25 SOhio Put River 27-11-14 N. Prudhoe Bay State #2 I have also approved Pt. McIntyre #1 and #2 as the pad and well marker meet all the criteria for approval on our surface abandon- ment report. However, seeding of drilling mud off the northeast corner of the pad will occur the last week of August and will need to be inspected next summer. Pictures and surface abandonment reports are attached to this letter. I departed Deadhorse via Alaska Airline, Flight #56 at 4:30 pm arriving in Anchorage at 6:10 pm and at my home at 6:40 pm. In summary, I inspected nine ARCO locations for surface cleanup and P/A markers. ARCO Alaska, Inc. as operator for Sohio completed the abandonment of the Put River #1 well on 05/24/82. This work was performed by ARCO as per the Inactive Non-Unit Well Agreement with Prudhoe Bay Unit owners. Before commenClng with operations, the well was assured to be dead. The diesel in the 7" casing was displaced with 10 ppg NaC1 fluid. The 7" casing was perforated at 687' with 7 shots and the 7" x 9-5/8" annulus displaced from 6~7' to surface with 24 bbls of 10 ppg NaCl . A 50' surface cement plug was spotted in the 7" and 7" x 9-5/8" annulus. The wellhead was removed and all casing strings were cut below ground level. An abandonment marker was erected and the location cleaned. The abandonment marker was set and the cement plug topped off with 5 sacks ~ " of bulk "G" cement. All depths to CIBP's, cement plugs, and other data pertinent to this abandonment can be found on the attached wellbore diagram entitled Put .River #1, P&A, 05/23/82 present status. 14. The marker post didn't have ail the legal description bead welded on it, later a plate was made up with the legal description-bead welded on it and the plate bolted to the ma~rker., post (see photos i and 2). According to the well comple~ion records the legal de scription i s still wrong, i t should be 2343'FNL, 2436'FEL not 2343'FSL, 2436~FWL. The piling in photo %1 should be removed. I filled out the A.O.G.C.C. surface abandonment report which i s attached. Cleaned well up at high rate 2980 BOPD for 2 hours put on at 680 rate and stabilized thru both tubing and casing. Started to run sampler. Had leaks in lubricator. Finally got sample 5:00 AM. 6-25-69. Unable to get good transfer data. Sample bad. Opened up on both separators at 3000 BP~.each. Flowed ) 3/4'hfs to stabilize. Various problems ~ere encountered with circulating out, checking depth, ri~ing do~n BOPE and per~oratin§. It was not until 2=00 p.m. Tuesday the 24th, that the well was Opened up, drilling [luid unloaded and various tests were made. Bottom hole samples and separator samples were taken, PI tests were run and temperature surveys made. A rather cOmPlete series of tests were made to evaluate potential equipment applicatiOns· During these tests all production was flared. Approximately 15,500 barrels o[ oil were produced and flared from June 22 through July 1, 1969. Operator will set necessary plugs and leave well in a sale condition ~or suspension. In~ormation from these tests have been filed in the security box and additional information will be available when laboratory analyses are made. ~ We can expect Subsequent requests for approval from this operator of additional testing o~ the. ~ells; however, future tests will only involVe t~o or three rates £or pressure dra~-doum since most necessary data have been obtained on the tests just completed. Gilbreth, Jr. ~ff"' Chief Petroleum Engineer March 24, 1969 Re: BP Put River #1 KLV /~// HWK REL FILE On March 21, 1969, Homer :BUrrell and I arrived at subject location at 2:10 p.m. by State chartered aircraft. The security guard escorted us to Mr. John Robinson, BP's representative in charge. There, we met Mr. A. Calderwood, drilling superintendent. Mr. Robinson was at first concerned that we had been able to penetrate their security, but Mr. Burrell advised him that we had not notified their officials and had, in fact, wanted to inspect the premises without any prior notice. Mr. Robinson indicated that he was under instructions to cooperate with State and Federal officials and gave his approval to our inspection. Operator was fishing for junk at 9,349~ after attempting to run a 7" liner. When the liner would not go, he attempted to pull out of the hole, leaving a large number of scratchers and centralizers in hole. Since'he only lacked five stands being out of the hole, we waited until the bit was pulled and observed operation of the hydrill as well as blind and pipe.-rams. It was necessary for the drilling pusher to direct steam on the actuating valve~in order to turn them. The preventers worked normally. All other hook-ups were satisfactory, with adequate bloW-offs and mud-kill lines utilizing positive and adjustable chokes. After completion of the inspection, we suggested to Mr. Robinson that the operator provide a means to direct heat on the control valves so that they can be closed at any time on a moments notice.
