C~mimmn Reference: Issuance of Permanent Closure Approval for Inactive Reserve Pits located at Delta`State ~#1; Little Twia # 1, W Sak 13, W Sak 24 and KRU Drill sites IA, 2A, 2B,'2H,. 2U, 2W, 3A, and 3F on the North Slope Dear Ms. Pekich: The Alaska Department of Environmental Conservation (ADEC) has completed reView and public notice for twelve inactive reserve pit closure applications and requests for permanent closure approval. As required, the closure applications described the history of the reserve pit(s), the present condition of the reserve pits(s), results of any required water sampling and an assessment of the potential risks posed by the drilling waste to human health and the environment. The risk assessments .document that trace amounts of residual hydrocarbon sheen may remain in the Kupamk River Unit sites. All drilling waste has been excavated from these sites; the Department does not consider this residual sheen a risk. ADEC has determined that the reserve pits do not present a material or probable risk to the public health or the environment. ADEC has coordinated review of the closure plans with the appropriate land owners/managers. Public notice requesting comments on the closure requests was published February 21 and 22, 2002 in the Anchorage Daily News and posted on the state web site February 21, 2002. The Department received one public comment, which objected to closure approval for the drilling waste reserve pit at KRU A-1. The objection was about one water sample collected from a tundra pool adjacent to the drilling pad, which exceeded the water quality standard for lead. ADEC inspected the site, all drilling waste has been excavated, and the source of contaminants has been removed. ADEC has determined that the reserve pits at KRU A-1 and the other sites meet the closure requirements of 18 AAC 60.440. The wellhead and casing were cut off to a depth of five feet below the original tundra level. A large reciprocating saw was used that in my opinion was much quicker and neater than burning each individual string of casing with a cutting torch. The cut was clean and flat and made for a even surface to weld the marker plate on. The marker plate had all the proper information bead welded on it with the exception of unit. The original drilling permit and Sundry approval showed this well to be in the Delta State unit but the marker plate had Prudhoe Bay Unit welded on it. This was ground off and the proper unit name was welded on in its place. The glory hole will be filled in and a final location inspection will be performed after the ice pad melts away. RU slickline unit and drift the 9-5/8" casing to 250' for a 9-5/8" cast iron bridge plug. If unable to drift for CIBP, drift for a 3-3/8" inflatable bridge plug (IBP). RU E-line. RIH to 250' and set either the CIBP or the IBP. · If IBP used, RU slickline and RIH to tag and make sure IBP is set. March 20, 1996 · RU Cementers. Pump 35 bbls of Arctic Set I cement down the 13-3/8" annulus while taking returns up the 9-5/8" casing until cement returns are obtained at surface. · WOC for 2 hours. If the casing is collapsed, RIH with coiled tubing (if it will pass collapsed section) and set a 200' balanced Arctic Set cement plug on top of the mud at 2,016'. Timber planks around the well may be useful when the operator returns to put the well on production. There are two pits; one is neat and well diked, while the other is rough and has some wire rope and several large pieces of iron exposed. The iron and wire rope in the mud pit should be removed from the site. The five piles of combustible material should be disposed of by burning and burial, or removal from the site.
