Clean-up inspections were made on November 4, 19'85 by Lonnie Smith and March 5, 1976 by Russ Douglass. Final abandonment approval was not given after these inspections due to incomplete clean-up of trash. No subsequent inspections were made. On July 30, 1981, Harold Hawkins and I flew over the site on the way back from an inspeation trip to Lewis River. The attached photograph shows good revegetation of the site and no trash was apparent. This site is inaccessible except by helicopter. Oklahoma, concerning final in- spection and approval of clean up for the following exploratory wells: (i);~,~AmareX~isla~Grande~.#1, 2~-~/-~~° ~ ~-~.~- (2) '~Amarex Moose Point'Unit"#l. With respect to the first well (Isla Grande), I have been under the impression that all requirements have long been satisfied. The site was re-entered during the winter of 1975-76 and the reserve pit received much additional site restoration. All debris found around the periphery of the location and winter access road was collected and removed. The entire area was hydroseeded aerially and personnel from AOGCC have, to my knowledge, witnessed the new growth. I am not aware of any stipu- lations that have not been satisfied. .. By copy of this letter I am enclosing a copy of your June 4th letter to Amoco Production Company, attention Mr. Jim Saviers. Under an agreement between Amarex and Amoco, the latter accepted responsibility for satisfying AOGCC requirements on clean-up and site restoration. In complianCe with 20 AAC 25.170 Section (a), "Within one year of suspension or abandonment of an on- shore well", all clean up work is to be finished. Section (b) provides t_he means for an extension of time if a valid reason exists. Section (c) provides for on site inspection. Consequently, ~ are presenting the following list of your abandoned and/or sus~nded wells. Many of these are now more than one year old and are not in compliance with regulations. Others should have the final inspection completed this summer while weather permits. This list covers the years 1975 to date. There may be some earlier wells that also need inspec- tion. If you have any earlier wells to be inspected this summer please inform us. During that visit pictures were taken and further cleanup requirements, we~ imposed., Main problem was the sump or P!~ area al.ong .the east side of the location. This. area had water standing in it,. several large trees tn it, .and a considerable amount of trash and debris !eft from t~ drilling?operations. The general location was also considered to have to~?~ .debrls. laytag .around. On my inspection the locati°n -had been leveled and cleaned. After discussing the. details of the-problem at .length, it was decided that Mr. Barber and Mr. Denton couldn,t answer the letter until they were sure of the status of the clean up of .the location,, in case Mr. Kelly had performed work that we weren't aware of. Since no snow had fallen as yet, even though the pit a~ ground area were all frozen., i~t was easy to see any work that had been performed since my previous visit. ~ome small amour~ts of trash that had been collected in a pile had been removed, but..on the w~le, little had been done to the location since my previous visit as outlined in .aLV report. The major dif- ference I noticed was that ~the ]a~ge pad area which had been bui.lt from sand and smoothed over neatly on my prev~tous v~.sit was now .very rough due to wind erosion. The blowing wind had moved ~the sand around and-.there was much more debris sticking up and showing, making it look much rougher, This can be seen in .Photo No. 1 which shows ~.the wellhead marker~ and general area of ~the south end 'of the pad. Mr. Barber and I walked the ed.~. of the location and observed much trash and debris that must be buried or removed.. We ~then walked down the road to the . material supply pad area and t~ured ~the perimeter of this and noted, much debris and trash. As a result of your recent correspondence, an additional inspection was jointly accomplished by the Divisions of Lands and Oil and Gas on November 5, 1975, for the areas Involved within Lease Operation 74-113. To assauge your apprehension concern- ing our alleged conflict in cleanup requirements, you may consider this letter as being jointly issued by both divisions. It also has the concurren, ce of the Department of Fish and Game. Responses . correspond by same number to your October 9, 1975, letter. .................... 1.~ Du~i. ng tl~-November 5,-.1-975, inspec, tion-we noted cans, ' numerous pieces of visqueen, pipes, timbers, boar~s, palettes, metal strapping, gloves, assorted pieces of iron, steel cable, metal drums, and even a pipe valve · .~ around tbe..dr~il pad and cleared area some.quarter mlle to the north. In fact, in the middle of the road north of the drill pad there Is presently si. tuated a small pipe tripod some two and one-half feet in height with assorted debris underneath, which was undoubtedly placed there either by Mr. Thomas E. Kelly or his associate during or subsequent to the inspection by 0II and Gas on September 19, 1975. 2. Backblading may have been accomplished during April In the presence of snow and ice, however, there Is substan- tial work left such as filling the large area of open pit on the northern end of the reserve pit or sump. In addition, there are numerous stumps, timbers, cans, 55-gallon drums, etc. that are presently exposed and within the sump. The entire sump needs to be filled, backbladed, and smoothed. Your letter Indicates sprouting of the various stumps. This is a common occurrence for fallen cottonwood when warm weather comes. The trees in the pit are cottonwood, not spruce. Amarex, I nc. /'~. Page 2 -~November 21, 1975 3. The various oll drums placed at either end of the airstrip are green in color and would not necessarily be construed as runway markers. Please see that these are removed as they were still in place on 11-5-75. This office has no objections to the reten- tion of the presently placed wind socks should AMAREX so desire to leave them in place. 4. We noted several reflectors still in place during the November 5, 1975, inspection. All of the reflectors must be removed. 5. The approach area to the swamp needs substantial restoration work. There are numerous large stumps and trees that have been utillzed as corduroy when the bottom fell out of this portion of the winter haul road. The corduroy must be removed and the entire area restored. Reseeding for this area may be required. . 6. The sledge.has not been removed as indicated in your letter of October 9, 1975, but rather moved approx- imately 50 to 65 feet from its original position ................... during-our early inspections of this year. The sledge must be removed from the area. It may be placed at S & G Construction's Beluga camp site. In summary, there is substantial work to be accomplished throughout the entire area under Lease Operation 74-113. Had AMAREX accomplished such work this summer prior to freeze-up it would be out of the area; how- ever, it appears now that all of the work cannot be accomplished until next summer. A detailed plan..and-i,em.Lzedsched.ule-of..restoration work as requlred in the above six paragraphs is to be submitted for approval prior to commencing work but not later than April 1, 1976. Thursday, February 27,1975 I departed Anchorage by company charter aircraft at 4:30 p.m. and flew northwest across the Cook Inlet to the Susitna River where the well is located on an island in ther1ver. Before landing I'd requested the pilot to pass over the rig and the roads so I could observe the activities and use of the roads and pad area. We landed on anicestr1p just northwest of the well location where I was met by the opera tor I s drill i"g supervi sor, Mr. Ji.m Wa tson. Mr. Wa tson drove me by truc1< to the well location. The road has an ice bridge across a portion of the Susitna River and due to the recent wa,rm weather and tides there was 6" tea foot of water over the ice bridge in several pla.ces.. We arrived at the well locatton at approximately 5:30 p.m. There were only about 3 hours of daylight left so I made a visual inspection while walking the perimeter of the loc'at1on. The 13....3/8" casing had been set at 1458 feet and, a.ccording to the operator, the cement returns were good and no Utop jobn was ,required on this casing. No casing test plug was available and since this was a 3000 psig.work1ng pressure stack Mr. Watson said that the casinghead and casing would be adequate for 3000ps1g pressure. All tests would be conducted against the c,asing and cement job as well as the surface equipment. The r1g p,umps were to be used for the te'S t and this proved s11ght1y inadequate since the pump engine clutch would slip severely in the neighborhood of 3000 psig. It was difffcultfor the driller to get the pressure above the 2800 psigrangewithout burning the clutch. The first test attempted was on the blind rams, the casing and the last set of valves on the choke manifold. Fol1owingini.t1alsaturat1on of air pockets and compression in the mud system., the pressure stabil 'lIed at 2800 psig. . We then changed to the next set of valves on the choke manifold. On this test, I noticed inaccuracies in the pressure gaugeread1ngs. We were using the pressure gauges on the Swaco control panel on the rig floor. I requested that a new pressure gauge be installed somewhere on the head so that I could check against these pressure gauges and after considerable delay a new 5000 psig gauge was installed right on the casing head valve. After pres'sur1ng up and observing this pressure gauge, I concluded that the earlier test was accurate but I utilized the new pressure gauge for all subsequent tests. The two 3-;nch valves on the flow line side of the casing spool were very difficult to operate and I required them to be greased and requested that the operator alternate greasing and operating each valve until they worked freely. I pointed out that it could be very important, from the standpoint of speed and safety, that these valves operate easily in case of emergency. The pipe rams were tested as was the Hydril. All tests ranged from 2700 to 3000 psig. When the Hydr11 was actuated a hydraulic line leaked which sup- p11esclosing pressure to the Hydril. It was soon found and fixed but it had been a continous leak for along period of time and almost all the hydraulic oil in the reservoir for the accwnulator system had been pumped out. It was necessary to shut down the testing for approximately 2 hours while two barrels of hydraulic oil were brought up to refill the reservoir. While this was going on I checked the redundant pressure system which consisted of three nitrogen bottles. I found 1900 ps1g in two bottles and 1100 ps1g in the third bottle. Even though I considered that 1100 psig was adequate for this B.O.P. system, Mr. Al Trihub, the Kenai Or11l1ng Company rig supervisor, assured me he would change this bottle for one that was nearer the 1900 psig pressure. When testing resumed we completed the test on the Hydr11 at 3000 psig and then both the upper and lower kelly cock valves, the Kelly, and the rotary hose were all tested at 3000 psig. Two safety stand-by valves were available on the rig floor and the remote controls worked in every instance. All testing was complete by 10:45 p.m. and I filled out the Field Inspec- tion Report (copy attached) on which I showed all items as satisfactory; however I did write in some explanation rega.rding two items. For Item 11t well sign; I stated the sign was incomplete" since the we11 sign I observed located on the drillers trailor house stated only the name of tbewel1..Later in discussing this with Mr.. Watson I was infonned that a complete and correct well s1gnwas installed at the entrance to the pad area so as we departed the location to drive back to the airstrip at Beluga, I observed this sign and scratched out the reference to the well sign on the inspection form and requested that Mr. Watson do this on his copy also. Item 117, operations off pad¡ I made the notation that the use of areas off and around the perimeter of the pad and roads should be gua.rded against. I noticed that several truck loads ofv:arious equipment had been off...loaded on the edge,of the roadway~ A storage pad was 1ocated just down the road from the well pad so 1 think adequate operational room is provided without using the off road areas. Mr. Watson agreed that he could do this with no problem and would have the loads moved back to the operational area. One other item I noticed on my visual inspection of the location that I did not note 0,0 the Field Inspection Report was, that in the area where fuel ;s transferred from tankers to the storage tanks, located in the fuel revetment in the southwest corner of the drilling pad, some fuel had been spilled on the ground and was puddled on top of ice and water. It was a small area, all on the drilling pad but to protect against drainage off the pad I requested Mr. Watson to cover this area with sand ,I I O. K. Gilbreth, Jr. 3- March 10, 1975 to absorb the small amount of fuel. He agreed to do this and we departed the location approximately 11:30 p.m. and drove to the Beluga airstrip which ;s about 25 to 30 miles away by the ice road where a company chartered air- craft picked me up and returned me to Anchorage at approximately 2:15 a.m. Friday morning. On this field trip, I witnessed a satisfactory B.O.P. test on Amarex Inc.'s Isla Grande #1 well, now drilling from an island in the mouth of the Sus1tna River. All tests were perfonned to my complete satisfaction and it is my opinion that the rig and crew are in good condition and that good supervision is available for this operation. Wellsite and Settin~ 2~ The proposed surface location for Isla Grande 91 Well is in a tree and brush covered area of the northwest portion of Big Island in the Big Susitna River drainac3e. The location, at 1060' north and 1060' west of the southeast corner of Section 36, T. 15 N., R. 8 W., SB&M, is actually on an islet surrounded by stream channels and sloughs. (See attached sketch). Vegetation in 'the ~iate area of the wellsite consists of large cottonwood trees and alder brush. A location approximately 400' long and 300' wide is anticipated to acute the rig, associated rig equipment, drilling supplies, drilling foreman's trailer, and the drilling waste pit. Trees and brush removed will be piled adjacent to and be disposed of in the sump during the cleanup opera- A frozen winter location will be constructed at approximate original ground level. Sufficient excavated material frcm the drilling waste pit will be used to provide a smooth level rig location.- The remaining excavated material will he stockpiled for later use in sump abandonment. Foundation material protection and rig .support will be provided by plastic sheeting and 3x12 board matting plus tP~ regular rig support mats. Associated rig equitm~nt, drilling materials, etc., will be placed on frozen ground and supported as rec~ired. Principal access to the location area. will' befrcm the winter road which runs from Goose Bay on Enik Arm to the'Beluga River road system. (See attached sketch). The winter road cuts across the northern tip of the islet on which'. the wellsite is located. Access frcm the winter road to the location will be a cleared and frozen winter road south'.across ~the islet to the location. This d/stance is about 0.5 mile. . · he first work accomplished will be to open and stabilize the winter road frcm the Beluga road system to the Big Susitna River. Ice bridges will be re~ired to cross the Lewis and Ivan Rivers and the channel on the west side of the islet ~ which the location is situated. The drilling rig presently at Beluga River ~ellsite 224-13 will be ~ to and~ frcm the location over this portion of the winter road. 3. Method of Supply Tb~ w~ll must be completed and the drilling rig moved back to Beluga before breakup. Drilling will start during the first week of January. Scme drill- ing supplies presently at Beluga will be brought in over the winter road west of PLAN OF (H~RATION ~ OIL CO. OF C~T.T~ORNIA- GAS SUPPLY.-.CORP. If weather, does not permit bridging the .Big Susitna by mid-January, rig supply will be provided, from the west-by~fly/ng~-required materials to the Beluga airstrip. b. Fuel Requirements. Fuel will be trucked in frcm Anchorage as required. The location will be graded so that drainage from the fuel area on the location will be conducted to the waste pit. 'If supply is made frcm the Beluga side, primary fuel storage will be acccmp~ in an existing diked 50,000 gallon hard tankage fuel dump .located at the Beluga airstrip. It will be situated in a cleared and-graded alder brush area approximately 200 yards north of the drilling location. These toilets will be emptied periodically and the material hauled and dumped The proposed location is approixmately 600' frcm the nearest stream channel. Other than the necessary clearing, camp, and location construction, our proposed drilling operation should not disturb this area. 7. Other Construction on the Site The subject well is exploratory in nature. If a ~/al discovery is made, additional plans for development and surface handling of production will be suhnitted. So a. No ur~necessary surface disturbance will be allowed. In the past, at Beluga River, construction areas have been restored and regrowth of natural ~ vegetation stimulated. A similar procedure will be followed for the proposed Big Island construction. Rig and camp burnable waste will be burned in a waste pit adjacent to, but some distance from, the camp. Non-burnable drilling waste will be disposed of in the drilling waste pit. Wet camp garbage 'will be disposed of in a pit for that purpose adjacent to the burning waste pit. C. Te~ sting Any required testing will be accc~plished using approved industry techniques. No hydrocarbon fluid will be disposed of on the ground surface.
