Dear Ms. Pekich:
The Alaska Department of Environmental Conservation (ADEC) has completed review and public
notice for permanent closure approval of the inactive reserve pits at the above references production
pads located in or near the Kuparuk River Unit of the North Slope Oil Fields. The closure
applications and corrective action plans provided the required information describing the history and
conditions of the reserve pits, results of required water sampling, and assessment of the potential risks
posed by the drilling waste to human healtli and the enviroIinfëíit;-äs- wernis notice. or-completed-
corrective actions. All drilling waste, totaling thousands of cubic yards, was excavated from the
production site reserve pits and the waste was capped in place at the exploration sites. Before and
after waste excavation or capping, the pits were tested for the presence of hydrocarbon sheening and
trace metals. Trace amounts of residual hydrocarbon sheen may remain in some production site pits.
All drilling waste has been excavated from the production sites and trace amounts residual sheening is
not considered a risk. ADEC has determined that the reserve pits do not present a material or
probable risk to the public health or the environment.
Public notice requesting comments on the closure requests was published February 25 and 26, 2004 in
the Anchorage Daily News and posted on the state web site February 24th 2004. No public comments
objecting to closure approval were received in response to this public notice. ADEC has determined
that the reserve pits at these sites meet the closure requirements of 18 AAC 60.440.

Under authority of 18 AAC 60.440 (j), ADEC grants permanent closure approval to ConocoPhillips
Alaska Inc. for all inactive reserve pits at the following sites:

Terms and Conditions
This permanent closure approval is subject to the following terms and conditions:
1)
In accordance with 18 AAC 60.440(1), the Department will require additional investigation,
assessment, monitoring or remediation if new information regarding conditions at the
reserve pit facilities indicates that further actions are necessary to protect human health or
the environment.
2)
The approval granted by this letter is for the inactive drilling waste reserve pits only.
Closure for the pad as a whole (if required) must be coordinated between the owner/operator
and the appropriate land owner/manager.
Any person who disagrees with this decision may request an adjudicatory hearing in accordance with
18 AAC 15.195- 18 AAC 15.340 or an informal review by the Division Director in accordance with
18 AAC 15.185. Informal review requests must be delivered to the Division Director, 555 Cordova,
Anchorage, Alaska, 99501 within 15 days of the permit decision. Adjudicatory hearing requests
must be delivered to the Commissioner of the Department of Environmental Conservation, 410
Willoughby Avenue, Suite 303, Juneau, Alaska 99801, within 30 days of the permit decision. If a
hearing is not requested within 30 days, the right to appeal is waived.

Dug out cellar, Held PJSM, CAPI Safety Specialists checked air quality, issued confined space, hot work
permit.
Welder cut off 20" conductor and mouse hole 3' below tundra level. Sealed off top 2' casing with cement.
Welder install P&A cap on top 20" conductor. Removed excess debris from cellar.
AOGCC PI, John Spaulding witnessed the P&A of well Colville # 1.
Backfilled cellar with same material removed to perform P&A.

ConocoPhillips Alaska, Inc.>hereby files this Application for Sundry Approval to change the P&A
marker on Colville well~. This application requests approval to remove the present dryhole marker
posts for wellbore caps below the tundra grade when the gravel pads are removed and the tundra
reclaimed. The wellbore caps will contain the required P&A information."~We will notify the slope
AOGCC inspectors so they can inspect surface cement plug and take digital pictures prior to welding on
the wellbore cap.

well material. I know we both UnderStand that the State's well
sample library is public property and that granting Mobil permission
to' extract portions of material from this library for the purpose
of conducting the indicated analyses and submitting the resultant

public interest.

In the northern part of the NPRA, Unit TR-3b contains the Sag River
Sandstone. The unit ranges in thickness from 216 ft (66 m) at Peard 1
to 36 ft (11 m) at West Fish Creek 1. with the thickest devetopment
just south of and parallel to the Barrow High. The unit thins toward
the south across the Reserve and probably is present only in the
northern hatf of the NPRA. In the Barrow area, TR-3b thins toward the
north where it onJaps the Barrow High. East of Dease Inlet. the basal
"Pebble Shale" unconformity truncates TR-3b. Hear Dease Inlet, TR-3b
appears to thicken toward the north-northeast. and it h uncertain
whether truncation or onlap occurs.
Unit TR-3b is the "cleanest" stratfgraphfc unit drit ted to date on the
Reserve. The sandstone tithofacies of the Sag River is restricted to
the northern part of the NPRA where f tis a sheet 1 ikè sand probaÞ ly
consisting of, a series of overlappfng bars. The unit becomes
increasingly. sf1ty toward the west and south. 111 the Barrow area.

The Sag River Sandstone is the sandstone lithofacies of the
TR-3b parastratigraphic unit. The rocks are Late Triassic to
Early Jurassic and are _restricted to the northern half of the
Reserve.
The Sag River Sandstone is a sheetlike sand body that
probably consists of a series of overlapping bars. The
lithology is typically light-greenish-gray glauconitic
ca 1 careous sandstone. The Sag Ri ver Sandstone becomes
increasingly silty toward the south and west. At Inigok 1
and Tunalik 1, laterally equivalent siltstone and shales are
present. The Sag River Sandstone also grades into equivalent
calcareous and glauconitic siltstones, shales, and silty
sandstones on the Barrow High.
Porosity within the unit is very good in wells drilled on the
Reserve. The lowest porosity, 7.3 percent, was at Ikpikpuk

Porosities above 16 percent were recordecrTn--aTTwelTS-Tntñe
northwestern NPRA. A second area of good porosity
development is over the Fi sh Creek Platform northward to
where the unit is truncated by the basal "Pebble Shale"
un~onformity. There were several minor oil shows in the Sag
River Sandstone at East Simpson 1 and East Simpson 2.

lkpikpuk 1 (480 ft, or 146 m) and Inigok 1 (343 ft, or 15 m)
in the Ikpikpuk Basin. East of the Dease Inlet, the basðl
IIPebble Shale'l unconformity truncates TR-3a. The truncation
zone runs roughly east-west and is just north of J. W. Dalton
1 and W. T. Foran 1. West of Dease Inlet, the unit onlaps
the Barrow High.
Thicknesses of TR-3a at East Teshekpuk 1 and West Fish Creek
1 indicate thinning over the Fish Creek Platform. Thinning
also is apparent on the flanks of the Meade Arch, as
indicated at South Meade 1 and Kugrua 1. In the western half
of the Reserve, the unit is thickest at Tunalik 1 and thins
northeastward toward the Barrow High. Lithology and high
gamma-ray curve defl ecti ons with; n TR-3a suggest that the
thinning may be due to periodic nondeposition.
The TR-3a unit consists of calcareous carbonaceous shales and
siltstones, silty limestones, and silty calcareous
sandstones. Glauconite is a common accessory mineral in the
sandstones, and thi n shell beds occur throughout the
interval. Sand-shale ratios and clastic ratios indicate that
tbe best sand development is in the northwestern part of the
Reserve.
High sand-shale ratios at Peard 1, Walakpa~1, Walakpa 2, and
lko Bay 1 i ndi cate a source area northwest of the present
shoreline. TR-3a is progressively more argillaceous toward
the southeast and more calcareous toward the south. Over the
Fi sh Creek Pl at form, the amount of 1 imestone present
increases significantly. At South Harrison Bay 1, the unit
1s mostly limestone. At Lisburne 1, with no nearby control,
arenaceous limestone is indicated. Apparent lithologic
anoma-li es occur at East 5i mpson 2 where the un; tis
interbedded siltstone and limestone and Drew Point 1 where
the high sand count may be caused by statistical variations,
or may indi.cate a small barlike bOdy flanking the Barrow
High.

This, figure shows representative sections· of the Sag River
Sand~tone at South Meade 1, Walakpa 1, and West Dease 1. In
this report, the top of the Sag River Sandstone is chosen at
a prominent ganuna-ray and reshtivity deflection that can be
recognized regionally. These sections show that the log
character of the Sag River Sandstone is fairly consistent in
the vicinity of the Meade Arch, while the overlying rocks are
vari.ble. The NBarrow sandstone" and Sag River Sandstone are
separated by a shale and siltstone unit.

(duplicate copies attached) as submitted with their well
completion report on April 15, 1966;/is correct.

No. 1. The addition of this Drilling History to the Well

On Tuesday, March 29, 1966, I went withMr. Charles Work of Sinclair Oil -
and Gas Company toFairbanks via Alaska Airlines.' At Fairbanks, we boarded a
chartered plane of Interior Airways to go to the subject well for final in-
spection. We carried extra passengers to Sa~won and to the Atlantic Susie No. 1,
then landed at Pingo Beach--Sinclair's staging area. We flew approximately 35
miles to the Colville. location late in the afternoon.
The location had been graded and the permanent marker installed. EverY-
thing at the wellhead appeared to be in good order. Nearby, however, we found
a 12 1/4 bit, several pieces of wood and sh~ktiron, three pieces of angle iron--
ten feet long and a cut piece of the drilling cable. The entire area had been
scraped clean by grading equipment. The area at the reserve pit had been filled
in and heaped up to a height of about eight feet--the materials contained snow,
ice, gravel, and dirt. A careful examination of the top showed that it also
contained some of. the smaller pieces of normal debris found around a drilling
~;ell. This included wood splinters less than one foot long, small pieces of
cardboard, welding rod stubs, etc.
Sinclair personnel stated that a large part of the pit composition was
frozen water which would melt in the warmer weather. The snow and water content
will obviously decrease the size of this pit covering, but to what degree is
only a matter of speculation. The appearance was good, however, and even with
melting, the location clean-up should be satisfactory.
Since all equipment had been moved to Pingo Beach, a truck and maintainer
were started back to the location to remove the debris mentioned above. This
thirty-five mile road was blocked in several places with drifting snow. With
this remaining clean-up and considering the appearance of the location, I
believe that the abandonment is satisfactory.

Well Location Inspection

Sinclair-Colville No. 1 (Sec. 25, T12N, R7E, U.M.)
This well was abandoned in March 1966. There is no gravel pad. The
location is clean and slightly rough like the surrounding terrain.
Grass is beginning, to encroach on the area. The abandoned well marker
is correct and in place. No additional cleanup is necessary.

On Friday, March 4, 1966, I left Anchorage by Alaska Airlines and flew to
Fairbanks on the first leg of an inspection trip to the subject well. The well
is located 940'N and 2016'E from SW corner of Section 25, T12N-RTE UPM. Upon
arrival in Fairbanks, I was advised by Sinclair personnel to be at the airport
early Saturday morning, On Saturday morning, Sinclair personnel still did not
have word on abandonment and suggested that I stay in Fairbanks until called.
On Sunday morning, we left Fairbanks, arriving at the location shortly after
noon.
b~ile communicating with Sinclair personnel at the well by radio, I advised
them not to hold up plugging procedures at the well until I arrived. By the time
that I arrived, one plug had been set and the second was being mixed. The
following plugs were set in the well:

Mr. Charles Work, Sinclair's representative, indicated that all cores and
mud logs had been shipped to the head office and he only had field prints of
the Sonic and Induction log on location. A mud log was run by Baroid on this
well. The Sonic and ES log indicated a fairly porous zone from 7,870 to 7,970,
where Sinclair had previously partially lost circulation and tested. No other
significant porous or permeable zones were evident below this depth. They had
not tested any other interval below 7,922, The DST from 7,872-7,922 had re-
covered oil, gas, and water with good build-up pressures but too much water and
too little oil to warrant completion attempt. They had continually lost some
mud while drilling below this interval. No other porous intervals were present
up to the base of the intermediate casing. A 125 ,ax plug was set and WOC 9 hrs.
Field Trip Report
-2- March 14, 1966
Went in with DP and bit and set down with 20,000 # at 7,598 KDB. Plug looked
very good. Pulled out °f hole and went in open ended and set plug No. 5 across
base of intermediate casing' POH and ran BP on DP in intermediate casing, then
spotted plug plug No. 6 on top of bridge plug. POH laying down DP.
The temperature dropped to -61*F while laying down DP and the job was very
slow. Had to leave before surface plug was set, but it was evident that Mr. Work
and his company are vitally~.interested in having this well plugged in a safe and
satisfactory manner. The temperature ranged from 0 to -61 during this abandonment
operation, ranging mostly around -30°F. Cement samples set up very hard at room
temperatures and BHT was 230°F at TD of,9930. It, therefore, appeared that
weather did not affect the cement and a good job should result.
We flew back to Anchorage late 3/8/66 (Tuesday) on Sinclair's chartered
C-46. They hauled out a large part of the Haltburton equipment and all sample
sacks as well as core barrels, change-over subs, etc.
!n. fp.rmation..on Sidelights..qf the trip:
on Monday afternoon, I went to Barrow with Mr. Work, 2 Baroid men, 1 cook,
and 1 pilot. We stayed 2 hours and returned to camp just before dark. Had an
enjoyable trip.
We heard a radio broadcast from Atlanttc's Susie Unit. They were having a
lot of trouble with bottom at 320'. They were running out of water and mud with
runways drifted over and water trucks wouldn't run. Also learned from information
available onmoving costs, Atlantic had spent well over 1 million dollars o~
moving and rigging up before the well ever spudded. This does not include any
exploratory cost.
