Final Closure Approval of 25 Inactive Facilities
The Alaska De=artment of Environmental Conse~,ation (ADEC) has evaluated ,/our
co=eseondence, dated February t 9. 1992. requesting closure of 29 .Amoco Production Company
i.~oco) inactive rese:we pit disposal facilities. Surface evaluations were performed at the sites
in !989 and !990. Tzis corresr~ondence deschbes our review procedures, puts forxvard the
De=artrnent's findings, and takes action upon the closure request.
The 29 facilities were assessed by .Amoco prior to the issuance of the ADEC Interim Site
Assessment Guidance .for Inactive Dfilling Waste Sites. June tOOl. The ne:v Alaska Solid Waste
Regulations. 18 ,*&C 60, became effective J'anuarv 28. 1996 and contains a chapter on inactive
rese~'e pit closures il 8 ,-L-kC 60.4403. The closure criteria in the new regulations parallel the
closure criteria in the 1991 guidance document, and the revie:v procedures require a discussion of
the risk screening assessment as required in the 1991 document. Briefly, the significance of risk
to locai receptors is evaluated through study of contaminant release, exposure criteria, and
conseauence criteria.
The 1989-1990 .~noco assessment program included acquisition of numerous (10-30)
shallow cores within a. nd adjacent to each drill pad. sampling of the cored material at five-toot
intervals, and installation of monitoring :,,,ells on several facilities from which shallow

Concern is expressed bv ,,he U.S. Fish and Wildlife Service over surface conditions at
Naaaruk Creek No. t. Wi'Lich appear to be imaacted by abandoned drilling-related trash and
euuiament. Of particular concern are re:~rences in the original assessment document to
drums, batteries, and sac,cs of drillin~ mud and/or mud additives. Recent documentation
(8/~9/96') suaDiied bv ,Krnoco to the .&DEC demonstrates that further clean-ua was
?e~orTned after t~he assessment date. and Lbie debris was removed or disposed of properly.
This irn:orrnation has been forwarded to rU, e U.S. Fish and Wildlife Service for review.
Tvonek State No. 1
Concer.., is expressed bv ~e Contaminated Sites Section of ADEC over potential
_.ou,c~ a ate, contamination ,%om buried reset-ye pit wastes at the Tvonek State No. 1
location, esaeciallv with freauent summer habitation of the site bv Tvonek village residents.
Evidence from the i990 monitoring well data indicate substantial water quality, exceedances
with resoect to c~omium, lead. barium. TPH. and the BTEX components. Subsequent
anaivses from samples collected in 1991 and 1993 indicate the BTEX concentrations are
diminishing: however, memi analyses were not reported and TPH concentrations appear to
increase significantly in 1993. Final closure approval of the reserve pit may be granted
under 18 AAC 60.440(j)(f) 'if the owner or operator demonstrates that water pollution in

Barium. TPH. and BTEX concentrations in soil cores from the .Khtna Inc. No. 1 site (core
locations 5. 6. 12. !55 indicate drilling waste is present at or within a five foot depth within
:,he reserve pit depression. Standing water oczurs within .the desression in possible contact
· .vitln ~e waste. Conseauentlv closure of the reserve sit under i 8 .-L,C 60.4-40(j) requires
samsiing and analvsis of surface water at the site as' specified in Tables C and D. Water
::rom ponds on the nor',h and south ends of the rese,,we pit and at background and down-
,.ame,,t locations should be sampled. The analytical data. an appropriate sualitative risk
assessment, and analysis of feasible corrective action as outlined in 18 .-M,C 60.440(f)(7-10)
are reauired prior to closure.
Chuitna River State
Further information is required to reach a final decision on the closure status of the Chuima
~ver Stare location. High concentrations of BT£X (Level A and B soil exceedances),
, ~ H. nnd several metals in the rese~'e pit drilling waste exist at or within ~-~0 ft depths,
~nd may contact the large pond of standing water. Groundwater from monitoring wells
3round the ?ir identified variable ieve!s of pe~oieum hydrocarbons, karge ccncentrations
o/TPH at station Mwa$ (TPH=58 mg:'l) and MW9 (TPH = !0 rog.,1) were zbse:-ved in the
t993 data. The down-gradient occurrence a: 3,fW'9 suggests ~at TPH-derivea organics mav
be migrating outside the pit area. Groundwater metal anaivses were not included. Surface
water analyses from ~e 1993 program identified trace levels of the BTEX components:
elevated Ievels of barium and lead (Pb=25 ppb) were detected in a i989 surface sample.
The Desarn'nent requests that further sampling and analyses of the resulted metal and
hydrocarbon components listed in Table D (18 AAC 60.440) be pertbrmed at the site,
utilizing analytical me~odolog3/specified therein. At least one surface water sample from
location SW4, and three groundwater samples from MW9. MW17, and MW28 are
resuested. The Department recommends that you bail/purge the monitoring wells prior to
sampling and use a field-filtration method to eliminate particulates from the groundwater
{i.e. measure only the dissolved metal concentrations'). Final closure approval of the site
should then be possible under 18 :-M-kC 60.4.40(j)(5) if the contaminant levels are indeed
diminishing.

whole must be coordinated bem,'een the owner,"opemtor and the appropriate state (ADNR.
.,DF&G. AOGCC), or federal I'BLM') agency. Additionally, should anv contamination from

Cuts from the State's set of core chips are to be made only out
of those individual envelopes or bags in which the total volume
of core material is greater than 10 cc. Union will provide the
State with a list of the specific core footages from which
material was extracted.
Union shall bear all costs entailed and will provide Alaska Oil
and Gas Conservation Commission with a complete set of all
thin-sections prepared. All thin-sections and all' core residue
materials are to be received by the Commission by approximately
February 15, 1981. No core material is to be retained by Union.

We received your letter of june 23, 1964 advising that for
the past three years you have been drilling for Pan American
Company on the Moquawkie Indian Reserve. You further advised
that your contract with Pan American has now been terminated.
In your letter you also requested permission of the Vii[age
Council to "stack" your rig at its present location pending movement
to a £uture site to be chosen by one o£ the oil companies successful
in the bidding on the reservation. You advised that if prior to freeze-
up you have not employed the rig on the reservation, you wiII then
remove it from the site.
For your information, at a special meeting of the Village Council
held June 27, 1964 at Tyonek, Alaska, the Village Council consented to
your request .and instructed me to communicate their consent to you by
letter. ~,,
Permission to store your rig on the reservation is co'{ditioned
however on your written agreement to hold the Native Village of Tyonek,
Inc. harmless as well as any member of the Village from damage or
loss, by whatever reason, that may be sustained to any property stored
by your firm on the reservation for so long a period of time as it may
remain there

location is on State lease, 1606' S and 768~ W of surface location. A drill
collar fish has been left in the hole from 12,588 to 11,701. Propose to set
100 :foOt cement plug .over 7" casing s.hoe, .set bridge plug above cement p lugs~
set 5 sk plug in csg at surface, Mark well in accordance with regulations,
I understand that this plan of work must receive approval in writing by the Geological Survey before operations may be commenced.

of section 25, TllN' RI~ SeWed Meridi~, as sho~ in At,acCent No. 1.
In accordance with section 2061.4 of the State of ~aska Oil ~d Gas
COnservation Regulations, Pan ~eric~ requests a spacing exception for
this location.
It is proposed to control the direction of this well from
a surface location adjacent to our offshore lease so that the subsurface
location is within Pan American lease acreage in this quarter section.
Lease No, ABL 17586 comprises an estimated 120 of the 160 acres in
quarter section 25. Pan America~ has applied for a preference right
lease with the Federal Government on the ~emainder of this quarter section
spacing unit which forms part of the Moquawkie Indian Reservation. T~e
ownership of acreage on the Moquawkie Indian Reservation is under some
dispute, with the Bureau of Indian Affairs and the State of Alaska also
claiming rights to. this land, Pan American is prepared to enter into a
pooling agreement with the eventual lessee of the partial quarter section
in the event the well is completed as a producer. There are no other
lessees within a one (1) mile radius of S.W. quarter section 25.
The well'" location has been chosen based on geological
interpretation of subsurface structure. It is considered the best
location for an exploratory well.

Completion of the well in a wholly owned quarter section,
such as N.W. quarter section 36, would require an expensive directional
drilling program which we estimate would increase well costs more than
$100,000. This expense adds substantially to the burden of drilling a
well to a location prescribed by applicable rules of the Commission.
The spacing exception is therefore requested to drill at the most favorable
location from geological considerations and to reduce drilling costs.
