Dear Mr. Johnson:
On September 10, 2004, AOGCC Petroleum Inspector Lou Grimaldi witnessed "no flow
tests" forUnocal's Granite Point (GP) State Well 13-13 and GP-54 located on the Granite
Point Platform. Each well was opened to atmosphere through flow measurement
equipment with suitable range and accuracy. There was only a slight flow of gas and no
evidence of liquid to surface during the tests.
Based on the results of these no-flow tests, the subsurface safety valves may be removed
from service in Wells 13-13 and 54. Fail-safe automatic surface safety valve systems
capable of preventing uncontrolled flow must be maintained in proper working condition
in each of the wells as required in 20 AAC 25.265. The subsurface safety valve must be
returned to service in any well that demonstrates an ability to flow unassisted to surface.
Please retain a copy of this letter on the Granite Point platform.

Friday, September 10, 2004: I witnessed No-Flow verification on the Granite
Point platform in the Granite Point Field, well #13-13.
Following is a timeline and well status during test.
0830 Arrive location, Well 13-13 (Short string) lined up to Crude Oil slop tank at
0 psi. Long string had 200 psi on it. Tie both strings together and blow
down to slop tank.
1040 Shut-in well at <.5 psi.
1140 Shut-in @ 3.5 psi. Open well to flow meter @ 1400 scf.
1210 Well flowing gas at <180 scf.
1215 Well flowing gas at <180 scf. Shut-in @ <.5 psi.
1300 Shut-in @ 2.5 psi, Open well to flow @ 1250 scf.
1330 Well flowing gas @ <180 scf & <.5 psi.
1345 Well flowing gas @ <180 scf & <.5 psi.
1445 Well flowing gas @ <180 scf & <.5 psi.
I turned well back over to production at this point. During this test there was no
evidence of fluid made. The gauges used were incapable of measurement at
<180 scf or .5 psi.
SUMMARY: I witnessed No-Flow verification on UNOCAL's Granite Point Field
well #13-13 on the Granite Point Platform.

May 10. ,.2,00..1,..; I traveled to UNOCAL's Granite Point Platform and witnessed the
semi annual safety valve system testing.
I found a very clean platform with sign's of regular maintenance and much fresh
paint in evidence. The Safety Valve Systems were tested. 9 wells and 26
componentS were tested With two failures. Ted Medley lead operator conducted
the testing today, he demonstrated good test procedure and was a pleasure to
work with. The SSSV on GP-50 failed to close. This is a repeat of the previous
tests failure;/eXpressed the AOGCC's concern for therepair & retest of the
failures. The AOGCC test report is attached for reference.
