Item 1 a: Classification of Service wells: Gas Injection, Water Injection, Water-Alternating-Gas Injection, Salt Water Disposal, Water Supply for I njection, Observation, or Other. Multiple completion is defined as a well producing from more than one pool with production from each pool completely segregated. Each segregated pool is a completion. Item 4b: TPI (Top of Producing Interval). Item 8: The Kelly Bushing elevation in feet above mean low low water. Use same as reference for depth measurements given in other spaces on this form and in any attachments. Item 13: The API number reported to AOGCC must be 14 digits (ex: 50-029-20123-00-00). Item 20: True vertical thickness. Item 22: Attached supplemental records for this well should show the details of any multiple stage cementing and the location of the cementing tool. Item 23: If this well is completed for separate production from more than one interval (multiple completion), so state in item 1, and in item 23 show the producing intervals for only the interval reported in item 26. (Submit a separate form for each additional interval to be separately produced, showing the data pertinent to such interval). Krueger Drilling Manager D nocal Alaska PO Box 196247 Anchorage AK 99509-3330 RE: Swanson River Field Workover HOPE Configuration Dear Mr, Krueger: Per 20 AAC 25.285 (h), the Alaska Oil and Gas Conservation Commission ("AOGCC" or "Commission") hereby grants Unocal Alaska ("Unocal")'s request for variance from the workover blowout prevention equipment ("HOPE") requirements of 20 AAC 25.285 (c) and (e), during operations on wells in the subject field. This variance is applicable to Swanson River Field wells SCD 32-08, SCU 33-33, SCU 312-09, SCU 24A-05, SCD 21-03, SRU 23-27, and SRU 32A-15. AOGCC finds that Unocal's requested variance provides at least an equally effective means of ensuring well . control as that required by regulation. As provided in AS 31.05.080, within 20 days after written notice of this decision, or such further time as the Commission grants for good cause shown, a person affected by it may file with the Commission an application for rehearing. A request for rehearing is consid- ered timely if it is received by 4:30 PM on the 23rdday following the date of this letter, or the next working day if the 23rd day falls on a hçÄday or weekend. The downhole procedures proposed to plug and abandon these wells more than satisfy the abandonment requirements found in Onshore Oil and Gas Order #2. ~~,...--- We are proposing a change for well SC 2 where instead of a cement retainer with cement spotted above and below the retainer, a on ge plug could be set at 10,530' and 100' of cement placed on top. Per my conversation with Steve Tyler on April 15, he has indicated that this proposal would be acceptable. Winton Aubert at AOGCC has been informed of this change. We are approving these procedures with the following stipulations included: 1.) Consult with Fish and Wildlife Service as to the final status of gravel pads and roads. Wells SRU 21-33WD and SCU 21-3 are the only wells associated with their respective gravel pads. Therefore, reclamation of these pads and associated roads will need to be conducted jn the near future. 2.) Well SCU 33A-8 is associated with other wells on a single gravel pad so no reclamation of the pad is necessary at this point and time. 3.) Weep holes (1/4") will be drilled in the abandonment plates of all three (3) wells. 4.) Casing will be cut-off as close to the base of the cellar as practical. 5.) Contact the BLM Anchorage Field Office 24 hours prior to the start of plugging operations. It is our understanding that these wells will be abandoned in separate phases. Dygas Bureau of Land Management Alaska State Office 222 West 7th Avenue #13 Anchorage, AK 99513-7599 Re: 1993 Sundry Notice Request for TA Wells in Swanson River Field Dear Mr. Dygas: Attached is a Sundry Notice, requesting approval to temporarily abandon (TA) 31 wells in the Swanson River Field for a period of 12 months. This Sundry Notice is being submitted to comply with 43 CFR 3162.3-4, paragraph (c) of the Bureau of Land Management Regulations. As shown on the Sundry Notice, we are requesting that the 12 month approval period for the proposed TA wells coincide with the Plan Period of the Twenty-Ninth Plan of Development and Operations for the Swanson River Field; i.e. April 1, 1993 to March 31, 1994. These concurrent time periods will greatly simplify future TA Sundry Notice and Plan of Development and Operations preparation. Two information sheets are attached with this Sundry Notice request. Attachment 1 lists the proposed TA wells using the same format as submitted last year by ARCO. The two general categories are shut-in wells being held for evaluation for current uses or disposition and wells being held for future uses under field blowdown. Attachment 2 gives a brief explanation for each well that has been added or removed from the proposed Temporarily Abandoned List. Two wells, SCU 243-8 and SCU 21-8 were added to the list while three wells, SRU 21-22, SRU 12A-14 and SRU 211-15 were removed from the list. RECEIVED MAR 2 § 199, Alaska 0il & Gas Cons. Comrn'tss'ton Anchorage Mr. Joseph A. Dygas March 18 Page 2 As was the case last year, SCU 43-4WD is not included on the proposed TA list since it is a standby water disposal well used only seasonally. If you have any questions concerning this Sundry Notice, please call me at 263-7816. Yours very truly, Petroleum Engineer DLG:sr Attachment cc: L.C. Smith, Chairman, AOGCC L. R.
