Inactive Drilling Waste Disposal Facility Closures for Southeast Alaska Sites ,. ..- The Alaska Department of Environmental Conse.[y'ation (ADEC) has received and completed its review of your September 15, 1995.~letter, with enclosures, requesting approval for closure of BP Exploration (Alaska) Inc. Drilling Waste Disposal Facilities in Southeast Alaska. We agree with your request for approval. No further action is required for these sites unless new significant information is uncovered. SITES CONSIDERED FOR CLOSURE Based upon the above referenced criteria from the June 1991 INTERIM SITE ASSESSMENT GUIDANCE FOR INACTIVE DRILLING WASTE SITES, the following sites listed below have been reviewed for closUre: (,-,7/ ~0 Mr. David Lowe March 14, 1995 Malaspina Unit 1 & lA (Sudden Stream) ~¢.o~, White River Unit #3 6~. o Core Hole #2 Core Hole #3 k,}- The decision to grant closure approva on these sites has been based (1) on a review of the submitted inactive drilling waste site assessment documents listed below bv the ADEC- Solid Waste. and Contaminated Site Staff, and (2) site visits by ADEC Central Office staff during October of 1992. Supporting Documents' (1) inactive Reserve Pit Program. Assessment and Closure Plans for each site; (2) Inactive Reserve Pit Program. Approach and Methods (Description of assessment and evaluation methodology)- (3) BPX Video-documentation of Pit Closure/Site Restoration. Submitting Person: Dave Lowe. BP Exploration 'Alaska) Covered Facilities: Above Named Facilities Synopsis of Closure Procedure- Closed as is. No further action is needed for the drilling waste facilities at these sites, except as noted below. CLOSURE APPROVALS The Department's decision upon the request for closure application submitted by BP Exploration (Alaska) Inc. is to approve for the below listed drilling waste facilities sites. effective March 8. 1995. Upon review of the su~)mitted sample results required under the 1991 Guidance, certain remote sites exhibited metal concentrations and hydrocarbons in the reserve put surface waters and downgradient waters in excess of the Alaska Drinking Water Standards and Alaska Water Quality Criteria (AWQC). While there is a basis for concern for those sites where exceedances occurred, there is also negligible risk. Corrective action at these remote sites will not be required because the impact of the corrective action would be much greater than the benefits received. These sites are Closed As Is. Mr. David Lowe March 14, 1995 CLOSED,, AS iS Malaspina Unit 1 & lA White River Unit #3 Core Hole #2 Core Hole #4 FULL SITE CLOSURE' The approval granted by this letter is for the inactive drilling waste sites only, as required under 18 AAC 60.500 (d). Closure of the Contaminated Site Program portion of the Malaspina Site 1 & lA was previously granted in the Department's October 26, 1994 letter to BPX. Closure for the pad as a whole must be coordinated between the owner/operator and the appropriate state (ADNR. ADF&G, AOGCC), or federal (BLM, USDA, NPS) agency. Additionally, should any contamination from historic spills be fourqd on the pad outside the drilling waste site (reserve pit area), notification needs to be made to the ADEC/SERO Contaminated Sites Section (465-5350). NEW INFORMATION' Should additional information concerning environmental conditions at the facility make further actions necessary to protect human health or the environment, the Department reserves the right to require additional investigation, assessment, monitoring, or remediation at the facility. DUTY TO RESPOND' Notwithstanding any other provisions or requirements of this closure approval, a person causing or permitting the discharge of oil or other hazardous substances is required by law to immediately contain and clean-up the discharge. (AS 48.04.020; 46.09.020). COMPLIANCE WITH APPLICABLE LAWS' If amendments to this closure approval are necessary to meet the requirements of any new laws or regulations, the facility owner/operator must submit an application for amendment to the Department at the above address. The facility owner/operator must adhere to all applicable state statutes and regulations as they may be amended from time to time. Ail thin sections prepared from these cuts are to be received by the Commission no later than June 1, 1980. Started making up .fishing tools o Jarred fish loese and recovered same. Ead to cut overshot bowl off of fish due to broken grapple inside. Cleaned out hole to 1715' using 12~" bit. Pulled17°ut½'°'f hole and made up drilling string consisting of 17½" hole opener, - 3-point reamer, Jars and S-W bumper sub and reamed hole to 1560'. Reamed hole from 1560 to 1699'. Using standard techniques and equipment the drilling fluid was monitored continuously for the presence of hydrocarbons~ and the drill cutt?~ngs were checked at regular intervals for the presence of hydrocarbons, and lithology. The~ results of these operations are shown on the accompanying Grapholog. ~hlaspina No. 1 was logged from surface to 1803 feet° After an unsuccessful casing job at 1803 feet, the rig was moved and the well was redrilled as Malaspina No. 1-A. Malaspina No. 1-A was logged from 1800.feet to 13824 feet, total depth. No significant show of oil or gas was encountered.
