The Alaska Department of Environmental Conservation (ADEC') nas received and
c. omaie~ea its review of your September 15. 199~jietter. with enc!csures, rec!uesting
approval for closure of BP Exploration (Alaska) Inc. Drilling Waste Disposal Facilities
in Southeast Alaska. We agree with your request for approval. No further action is
reauired for these sites unless new significant information is uncovered.
SITES CONSIDERED FOR CLOSURE
Based upon the above referenced criteria from the June 1991 INTERIM SITE'
ASSESSMENT GUIDANCE FOR INACTIVE DRILLING WASTE SITES, the following
sites listed below have been reviewed for closure:

of the submitted inactive arillind waste site assessment documents listed below by the
ADEC- Solid Waste. and Contaminated Site Staff. and (2) site visits by ADEC Central
Office staff during Octoicer of 1992.

CLOSURE APPROVALS
The De~)artment's decision upon the request for closure application submitted by BP
Exploration (Alaska) Inc. is to approve for tine below listed drilling waste facilities sites.
effective Marcin 8. !995. Upon review of the submitted sample results required under
tine !991 Guidance. certain remote sites exhibited metal concentrations and
hydrocarbons in the reserve put surface waters and downgradient waters in excess of
the Alaska Drinking Water Standards and Alaska Water Quality Criteria (AWQC).
While there is a basis for concern for those sites where exceedances occurred, there
is also negligible risk. Corrective action at these remote sites will not be required
because the impact of the corrective action would be much greater than the benefits
received. These sites are Closed As Is.

FULL SITE CLOSURE'
The approval granted by this letter is for the inactive drilling waste sites only, as
required under 18 AAC 60.500 (d). Closure of the Contaminated Site Program portion
of the Maids,ina Site 1 & lA was previously granted in the Department's October 26,
1994 letter to BPX. Closure for the pad as a whole must be coordinated between the
owner/o~erator and the appro.priate state (ADNR. ADF&G, AOGCC), or federal (BLM.
:JSDA. NbS', agency. Additionally, should any contamination from historic s~ills be
founc on tiqe pad outside the drilling waste site (reserve pit area), notification needs to
:e ma~e tc t~e ADEC/SFRO Contaminated Sites Section (465-5350).
NEW INFORMATION'
Shouici additional information concerning environmental conditions at the facility make
fu~her actions necessary to protec', human health or the environment, the Department
reserves the right to require additional investigation, assessment, monitoring, or
remediatior: au the facility.
DUTY TO RESPOND:
Notwithstanding any other provisions or requirements of this closure approval, a
person causing or permitting the discharge of oil or other hazardous substances is
required lay law to immediately contain and clean-up the discharge. (AS 46.04.020'

COMPLIANCE WITH APPLICABLE LAWS'
If amendments to this closure approval are necessary to meet the requirements of any
new laws or regulations, the facility owner/operator, must submit an application for
amendment to the Department at the above address. The facility owner/operator must
adhere to ail a~)plicable state statutes and regulations as they may be amended from
time to time.

Dear Mr. BUtler:
-Pursuant to our June 27, 1979 discussions, permission is hereby granted
'to-Mobil Exploration and Producing Services, Inc. to make small
quantity cuts~f~elegted intervals from certain wells in the state's
public 'library of Alaska well samples and cores for the purpose of
conducting the following analyses:
I. Total Organic Carbon and Pyrolysis ("FID - C")
2. Vitrinite Reflectance
3. Palynological Analysis
The wells from which the small quantity sample and core cuts are to be
taken are:

Permission for the above mentioned sampling is granted with the
following provisions:
a. Cuts are to be. made only from those individual intervals in
which the volumes of sample or core material is greater than 10cc. (no
cuts are to be extracted where the volume of material in the state
sample or core envelope is less than lOcc.). Mobil will provide the
Commission with a list of the specific sample and core footages sampled.
b. Mobil is to provide the Commission ~th a report setting forth.
the results'of all total organic carbon and pyrolysis analyses. This
report will be released to the public. In the event Mobil voluntarily

submits reports on the. vitrinite reflectance and palynological
analyses, said reports would be kept confidential, if so requested.
c. Mobil shall assume all costs involved and shall provide the
Commission %rith a set of all vitrinite reflectance slides and
palynological slides prepared and return all remaining sample and core
residue. It is understood that all materials, analyses and confidential
reports will be .received by the Commission approximately October 1,
1979.
It is mutually understood that the state's well sample library is
public property and that granting Mobil permission to extract portions
of the materials in this library for the purpose of preparing the
respective slides and .conducting the above analyses is in the public

During return trip from Malaspina on June 12 excessive vibration
occurred in center main drive shaft on Mr. Bill. Beached vessel
on June 13th and found strut bearing had failed. New standard
shaft and bearing was ordered from Seattle to arrive Yakutat on
June 16. Loaded vessel and made triP to Dangerous River and re-
turned to Yakutat on same tide using two engines. Hauled generators
and several buildings on to Core Hole ~ location leaving one tractor
to commence building location on June 14th.
Loaded Mr. Bill with one tractor and several camp buildings at 7:00
A.M. and Mr. Bill departed for Dangerous River. At 10:30 A.M. Mr.
Bill reported via radio. It was bucking 20 knot winds and adverse
tides and was making only one mile per hour which would put them at
the Dangerous River bar during an outgoing tide. Due to low water
and swift current on an out going tide, and the fact the vessel had
only two engines,-it was ordered back to Yakutat to wait for better
weather conditions.
Mr. Bill made round trip to SitukRiver successfully. Drill crew
working on rig equipment at Yakutat. Moving camp on Core Hole ~
location. Mechanics overhauling D-6 tractor at Yakutat Base Camp.
·
Moved part of rig and camp buildings from Yakutat to Dangerous River
beach-head. Part of crew moving same frcm Dangerous River beach to
Core Hole ~2 location. Mechanics overhauling D-6 tractor at Yakutat.
Preserving one GMC twin engine at Yakutat.
Mr. Bill made round trip to Dangerous River beach with rig equipment.
Erecting camp and preparing location at Core Hole ~2. Part of crew
loading out rig at Yakutat. Overhauling D-6 tractor.
Mr. Bill made round trip to Dangerous River beach with a load of rig
equipment. All of crew now living on location. Building camp and
rig foundation.
Due to winds and tides Mr. Bill will unload inside SitukRiver and
remain there overnight. Will install new center main shaft and bear-
ing at first opportunity. Raised mast and rigging up at Core Hole ~2.
Moving in equipment. Completed overhauling D-6 tractor.

WOC. Rigging up. Picked up drill collars and mixed mud. Drilled
10 5/8" hole from 46' to 428'.
Drilled 10 5/8" hole from 428' to 598' in sand and clay. Circulated
and conditioned hole and ran 7 5/8" surface casing. Casing plugged
with sand. Pulled casing, removed shoe, cleaned out sand and re-ran
569' (18 joints) of 7 5/8" OD, 24~, H-40, R-2, ST&C seamless casing
with combination float and guide shoe and 2 centralizers. Cemented
7 5/8" casing with 100 sacks on bottom and 35 sacks on top. Bumped
plug with 1000 psi. Cemented solid on top. Finished cementing at
2:30 P.M. WOC.
WOC. Nippled up. Tested casing to 800'psi for 15 minutes. Test OK.
Hauling mud and fuel from Dangerous River ~1. Mr. Bill made trip to
Malaspina with fuel, casing and welding machine.
Drilled out of shoe to 1415' with 6 3/4" rock bit in sand, shale and
conglomerate. Mud wt 11.4, vis 56, sand 16%, WL 10.8, cake 2/32,
Bit ~3, DT, 817' in 17½ hours. Drilling rate 1½ minutes per foot.
Hauling fuel from Dangerous River ~1. Welded broken mast to Failing
~rig at Malaspina. Mr. Bill returned to Yakutat.
Tripping at 2129'. Drilled 6 3/4" hole from 1415' to 2129' (714')
in very, very soft shale, sand and conglomerate. Drift 1 degree 50
min at 2129'. Mud wt 11.4, vis 57, Jsand 12%, WL 10.4, cake 2/32,
Bit ~4, ES-lC, 714' in 19 hours. Hauling fuel from Dangerous River
