The 29 facilities were assessed by .amoco prior to the issuance of the ADEC Interim Site Assessment Guidance for Inactive D~tling Waste Sites, June lC)9l. The new Alaska Solid Waste Reguiations. 18 AAC 60, became effective January. 28. 1996 and contains a chapter on inactive rese~'e pit closures i 18 A-kC 60.440~. T'ne closure criteria in the new regulations parallel the ciosure criteria in the 1991 guidance document, and the review procedures require a discussion of the risk screening assessment as required in the 1991 document. Briefly, the significance of risk to local receptors is evaluated through study of contaminant release, exposure criteria, and consecmence criteria. · The 1989-1990 .Amoco assessment program included acquisition o~' numerous (I 0-30) shallow cores within and adjacent to each drill pad. sampling of the cored material at five-foot interwals, and installation of monitoring wells on several facilities from which shallow groundwater ,,vas encountered while coring. Napatuk Creek No. 1 Concern is expressed by the U.S. Fish and Wildlife Service over surface conditions at Napatuk Creek No. 1. which appear to be impacted by abandoned drillinu-related trash and equipment. Of particular concern are references in the original assessment document to drums, batteries, and saclcs of drilling mud and/or mud adc~itives. Recent documentation {18/19/96'1 supplied bv ,-Xanoco to the ADEC demonstrates that ,':urther clean-ur~ was performed after the assessment date. and abe debris was removed or disr>osed of r~roperly. This ir,formation has been forwarded to the U.S. Fish and Wildlife Se, vice for review. Tyonek State No. 1 Conce:-n is expressed by the Contaminated Sites Section of .-U3EC over potential groundwater contamination from buried reserve pit wastes at the Tvonek State No. 1 location, especially with frequent summer habitation of the site bv :I'vonek villa,*e residents. Evidence from the 1990 monitorin,~ well data indicate substantial water quality, exceedances with respect to c~omium, lead. barium. TPH. and the BTEX components. Subsequent analyses from samples collected in 1991 and 1993 indicate the BTEX concentrations are diminishing: however, metal analyses were not reported and TPH concentrations appear to increase significantly in 1993. Final closure approval of the reserve pit may be granted under !8 .*AC 60.4400)(5) ~if the owner or operator demonstrates that water pollution in the affected water body is diminishing' Therefore, it is requested that Amoco re-sample the two monitoring wells to veriN that BTEX. Cousequently. --~ ~ ~.,osur~ of the reserve pit under i 8 ,<-kC 60.4.40(j) requires o-amc,m, and analysis of surface water at the site as' spec;,fied in Tables C and D. Water from ¢cnds on the nor'& and south ends of the rese,,we ~it and at backzround and down- gradient locations should be sampled. The analytical d~ta. an arupropriate 2ualirative risk assessment, and analysis of feasible corrective action as outlined in 18 A.-X~ 60.440(f)(7-10) are required prior to closure. Chuitna River State Further information is required to reach a f'mal decision on the closure stat'us of the Chuima Kiver State location. High concentrations of BTEX (Level A and B soil exceedances), TPH. and several metals hq the rese~'e pit drilling waste exist at or within 5-~,0 ft depths, and mav contact the large pond of standing water. Groundwater from monitord, n~ wells around the pit identified variable teveis of pe~oieum hydrocarbons. Larze concentrations :.;f TPH at station Y, IW28 (TPH=58 rog/l) and 5DV9 (TPH = 10 m_~,.,l) were observed in the :995 data. The down-gradient occur::ence at MW9 suggests that ~PH-derived orzanics may be migrating outside ',he pit area. Groundwater metal anaivses were not included. Surface water analyses from tine 1993 program identified trace levels of the BTEX comt~onents: &evated levels of barium and lead (Pb=25 ppb) were detected in a 1989 surface sample. Tine Deoarmnent requests that further sampling and analyses of the required metal and hydrocarbon components listed in Table D (18 AAC 60.4-40) be perfo~ned at the site, utilizing analytical methodolo~ specified therein. At least one surface water samrfle from location SWd, and three groundwater samples from MW9, MW I7, and MW28 are reguested. The Department recommends that you bail/purge the monitorin,* wells prior to sarnpiing and use a field-filtration method to eliminate particulates from the zroundwater (i.e. measure ordy the dissolved metal concentrations'). Final closure approval of the site should then be possible under 18 AAC 60.440(j)(5) if the contaminant levels are indeed diminishing. Final closure approvai will be grated after it is demonstrated to the .dd3EC that drilling wastes within :he pits are not actively contaminating surface water or groundwater at the sites. Mr. D. A.
