KB and cemented with 355 sacks with
CaCl2. Installed 20" Hydril BOP.
Drilled 17½" hole to 1900' KB and ran
Dual Induction Laterolog. Set 13 3/8"
casing at l177'KB (stuck in hole) and
cemented with 990 sacks. Installed 12"
Hydril/Schae ffer BOP.

Ran DIL, Dipmeter, SP - Sonic - Caliper,
GR - FDC. Set Plug No.1 in open hole
from 9450' - 9300' with 60 sacks cement.

casing below ground, installed 15 sack
cement cap and steel well marker.
Cleaned up location, buried garbage
be low mud line in pad, removed cuttings
from sump and backfilled with crane.

Hartog Oil Company, operator
On Tuesday, November 3, 1970, Mr. Roy Clanton of Montgomery Drilling Company
called to advise that the subject location had been cleaned and was ready
for final inspection. He advised that some gravel had been moved from the
pad to the airstrip for use of Andy's Flying Service and that the location
had been cleared and cleaned. Since Hartog plans to drill another well in
the vicinity they are not in a hurry for the final abandonment or release
of the bond.

We ye received a pollution report from the
Department of Fish and Game concerning an oil spill at
the captioned location, on September 17, 1970. I have
reviewed the report with representatives of the Department
of Fish and Game and have concluded that at this point the
evidence in our file is insufficient to support an action
pursuant to AS 46.05.170.
The Department of Fish and Game is continuing its
investigation however, and consequently I am requesting that
the Hartog bond not be released until we have received their
final report.

TD 1900' Drilled 17 1/2" hole to 1900' KB. Attempted to log but hit
brid~e at 1600'. Cleaned out hole and reran Schlumberger Dual
Induction LaterOlog from 1904' to 202'.. Ran 13 3/8" 54.5 lb./ft.
J-55 surface casing to 1177' KB and cemented with 990 sacks Class G
cement. The casing became stuCk at 1177' while running in the hole.
A stab-in float shoe was used for the cementing.
AugUst 1'9-'21',:I~970
TD-1900'. WOC. Cut off 13 3/8" casing, welded on casing bowl and
installed 12" Hydril/Schaeffer BOP equipment. Attempted 2000 psi
pressure test on BOP and shoe failed at 1600 psi. Formations below
shoe would take 1000 psi pressure and then slowly bleed ~ff. Washed
and reamed to TD and pressure tested BOP to 2000 psi with test plug
below BOP.

casing in cellar, dumped in 15 sack~ cement plug, and installed
steel well marker. Released rig September 20, 1970. Cleaned up
location, buried garbage below mud line within pad, removed
cuttings from sump and backfilled with crane.

Had drilled to 1900' KB and intended to set 13 3/8" surface casing at that
depth in 17%" hole but casing became stuck tight after running only 1177
feet in the hole. Regained circulation but casing wouldn't move so
cemented in place.
990 sacks of Class G cement were required before clean cement returns
were established which calculates to be 43% in exdess of bit volume.
Since channelling was not evident and good cement returns were received
over the shaker, it appears that there is a very good cement job on the
surface casing and that it should contain any pressure zones encountered
to the proposed 10,000 foot depth. Casing and BOP's tested to 2000 psi.

This has reference to your letter of May 19, 1970, directed
to Hartog- Oil, Inc. with respect to the North Kustatan Unit
Area, and specifically, additional requirements regarding
the plan of operations previously submitted.
You required a satisfactory plan for the containing of all
f-!uids from the drilling site' There is attached a Xerox
copy of the specifications for R. B. Montgomery Drilling Co.,
Inc of Alaska, Rig #34, which rig will be used to drill the
initial unit test well. You will note that the mud system
provides for the use of~ steel ta. nk.s to contain drilling fluids.
In addition to th~ tanks-listed .on the enclosed specification
sheet, a 41,000 gallon steel slurry tank will be utilized.
The steel tank will be buried in an area immediately west of
the drilling pad and will be diked to the extent of~.
The entire drillsite is presently diked to a height

mornin~ of July ~0, it Was noted that although the highest
tide of the month (approximately 31 feet) occurred at approxi-
mately 6 a.m., the high water mark was at least three feet_

of all oily waste, garbage, and other refuse from the drilling
operations. A subcontract has been executed which will pro-
vide for the barging of all oily waste, garbage, and other
refuse from the wellsite for disposal in an approved manner.
Fully executed applications for the approval of assignment
of the drillsite parcel have been filed with your offices
and approved.
If the above supplementary plan of operations meets with your
approval, we respectfully request authority from your offices
to move in the rig and commence drilling operations.

permit to drill this well, along with our cheque for Fifty
($50.00) Dollars to cover the license fee. The required
performance bond as well as the unit documentation and
lease assignments have been forwarded to the State Land
Division (Mr. Ped'ro Denton).
Subsequent to the meeting between Hartog and the State
land, oil and gas, and wildlife representatives, we would
like to reaffirm the following points in regard to our
appl icat ion.

The drill site will consist of a gravel pad, 300' x
200' x 4', ~~¢~¢ to contain well fluids.
This height~~~U~ to maintain operations
above mean high water, and although our best inform-
ation indicates no wave action this far inland, we
will be prepared to reinforce the seaward side of

No sumps or reserve pits will be dug at this site.
All excess mud cement, wash water, etc. will be
drained to a tank and then pumped to a barge moored
in the nearby slough for transport and disposal.

It is understood that every effort must be made to
prevent well contaminants from entering the Kustatan
River. Maximum precautions will be taken at all
times to~maintain well control and good housekeeping.
It is also understood that in the event of a dry
hole, and provided Hartog satisfactorily carries out
this programme, no further lease restoration will be
required other than to cut the casings below original
ground level and cap.
