Slope. The closure applications and corrective action plans provided the required information describing the history and conditions of the reserve pits, results of required water sampling, and an assessment of the potential risks posed by the drilling waste to human health and the environment. Both sites were inspected by ADEC and the landowner after completion of the corrective actions to confirm the work was completed in accordance with the approved plan. The reserve pits at these sites were capped with gravel and overburden. ADEC has determined that the capped pits do not present a material or probable risk to the public health or the environment. Public notice requesting comments on closure approval was published September 29 and 30, 2004 in the Anchorage Daily News and posted on the ADEC web site September 29th 2004. No public comments objecting to closure approval were received in response to this public notice. ADEC has determined that the reserve pits at these sites meet the closure requirements of 18 AAC 60.440. Unocal Alaska November 3 2004 Page 2 of2 Terms and Conditions This permanent closure approval is subject to the following terms and conditions: 1) In accordance with 18 AAC 60.440(1), the Department will require additional investigation, assessment, monitoring or remediation if new information regarding conditions at the reserve pit facilities indicates that further actions are necessary to protect human health or the environment. 2) The approval granted by this letter is for the inactive drilling waste reserve pits only. Closure for the pad as a whole (if required) must be coordinated between the owner/operator and the appropriate land owner/manager. Any person who disagrees with this decision may request an adjudicatory hearing in accordance with 18 AAC 15.195- 18 AAC 15.340 or an informal review by the Division Director in accordance with 18 AAC 15.185. Informal review requests must be delivered to the Division Director, 555 Cordova, Anchorage, Alaska, 99501 within 15 days of the permit decision. Adjudicatory hearing requests must be delivered to the Commissioner of the Department of Environmental Conservation, 410 Willoughby Avenue, Suite 303, Juneau, Alaska 99801, within 30 days of the permit decision. Box 196247 Anchorage, AK 99519-6247 Reference: Response to Kalubik Creek # 1 and Kookpuk # 1 Closure Plan Final Addendum Dear Mr. Beitia: The Alaska Department of Environmental Conservation (ADEC) has completed review of Final Addendum to the reserve pit closure plan for Kalubik Creek #1 and Kookpuk # 1 received March 15, 1999. This report presented a qualitative discussion of material and probable risks to public health or the environment posed by the pits. This addendum was necessary to address Alaska Water Quality exceedances identified in the previous closure plan submittals and field inspections of the sites. The addendum report refers to the reserve pits as thermokarst ponds. Ground ice melting has likely collapsed the base of the reserve pits and deepened the water impounds. However, the ponds are constructed, below grade, open reserve pit impoundments that were never backfilled and contain diesel based drilling muds in contact with ponded water. There is no evidence that the ponds'are enlarging with time and they appear to have reached thermal equilibrium with the underlying permafrost. The final addendum presents a case that the water quality exceedances at the site present no significant threat to human health or the environment. This conclusion is based on an analysis of ingestion of the drilling waste by arctic foxes. The analyses of composite samples of drilling muds collected from each of the reserve pits reported DRO levels in the muds to be 1100mg/kg in the Kookpuk pit and 1800 mg/kg in the Kalubik pit. The leachate from these diesel based muds is producing hydrocarbon sheen on the reserve pit water impoundments even after 30 years of exposure and natural degradation. The addendum does not present an analysis of feasible corrective actions to reduce the environmental impacts. Unocal has not demonstrated that corrective action would not be a benefit to reduce the environmental impacts at the sites. Under authority of 18 AAC 60.440 (i), ADEC requires corrective action of backfilling the pits before final closure will be approved. The reserve pits must be backfilled with gravel and capped with a minimum of 2 feet of organic overburden. The cap should be crowned to prevent continued water impoundment. Backfilling will allow the drilling waste to freeze back into permafrost and prevent the release of hydrocarbon contamination. Dark gray to black argillite. 15 ,INTRODUCTION Micropaleo Consultants, Inc. processed, picked and analyzed for Foraminifera 97 ditch samples from the UNOCAL Kookpuk No. 1 well. Thin sections were analyzed on 31 ditch samples from 9250 to 10,193 feet T.D. This work was done as part of M.C.I. Job Number 98-108. Procedures Standard techniques were used to process the material. All samples were boiled in Quaternary-O and washed over 20 and 200 mesh screens. Frequency symbols correspond to the following numerical values: very rare (1), rare (2 - 4), frequent (5 - 25), common (26 - 100), abundant (101 - 999) and prolific (1000+). The picked foram slides and residues are reposited at the State of Alaska Geological Materials Center in Eagle River, Alaska. Certain factors such as shelf widths, basin configuration and overall basin depths associated with Arctic Mesozoic basins are not completely understood at present. The paleoenvironments presented in this report reflect relative basinal position only and should not be tied to specific water depths. Generally, neritic corresponds to shelf or deltaic environments, while'bathyal corresponds to slope or prodelta environments and bathyal (starved basin) corresponds to distal (far from the source) deposition. As an example, prodelta deposits could represent deposition as shallow as middle neritic or as deep as bathyal (slope) depending on the delta type and shelf width. With a narrow shelf, a river-dominated deltaic system could build across the shelf and the prodelta deposits would be in a bathyal (slope) depth. A tide-dominated deltaic system associated with a wide shelf could result in middle neritic prodelta deposition. Format A listing of the age, environment, fauna and occasional lithology comments for each biostratigraphic interval follows. A generalized summary of the well is presented in the Conclusions section at the end of the Foraminifera Report. Micropaleo Consultants, Inc. examined for palynological study one (1) core and 108 ditch samples from the UNOCAL Kookpuk No. 1 well. The samples were taken between 90 feet and the total depth of 10,192 feet. Procedures The prepared slides were originally examined at the Conservation Commission Offices in Anchorage, Alaska. Currently, all of the slide material is on reposit at the State of Alaska, Department on Natural Resources, Geological Materials Center in Eagle Creek, Alaska. As each sample was examined, an estimate of abundance for each taxon was recorded. These data were input to a microcomputer that derives the high resolution chart displays. Based on the palynomorph assemblages observed, an age and generalized environment of deposition are interpreted for the palynostratigraphic subdivisions. The environments, as 'interpreted from the palynological preparations, are merely categorized as nonmarine, marginal marine or marine. These categories are based on the absence or presence and diversity of microplankton. Report Format The following Results section gives the age, environment of deposition and significant palynomorphs for each palynostratigraphic subdivision. This is an expansion of the brief Palynology Summary. Following the Results are some general remarks in the Conclusions section. A Palynomorph Distribution Chart (Figure P-l) is located in a pocket. This chart records the occurrence and abundance of individual taxa in each sample. Included on this chart are the diversity and abundance curves for spore-pollen and microplankton cysts. 35 High Resolution Biostratigraphy Plots- Foraminifera/Palynomorphs (Figure B-l) are also provided. Additional palynology parameters are given in the form of a cumulative plot that illustrates the relative abundance of nonmarine, marine and miscellaneous palynomorph constituents. RESULTS .9,0-450'? Affe. Environment. Palynomorphs. Discussion. Tertiary Undifferentiated Nonmarine? This interval yielded a pollen assemblage that included forms such as Caryapollenites, Momipites, TiliaepolIenites and Ulmipollenites. No microplankton were recorded. If all the pollen are considered to be indigenous, at least some part of the section below 180 feet may include strata as old as Eocene. No marine palynomorphs were recovered. 4507-1890' Zone. Environment. Palynomorphs. Discussion. Late Cretaceous Maestrichtian P-T11 and marginal marine equivalent Nonmarine to Marginal Marine This interval is marked by the presence of the pollen Aquilapollenites, Expressipollis and Vitreisporites. A few dinocysts, mainly Isabelidinium, occur below 1530 feet. The upper boundary is questionably placed at the first occurrence of Vitreisporites pallidus. Evidence for definite Maestrichtian does not appear until 990 feet. Consistent occurrences of marine forms begin below 1400 feet (Figures P-1 and B-l). 37 1890-2430' Age, Zone. Environment. Palynomorphs. Late Cretaceous Campanian P-T12 and marginal marine equivalent Marginal Marine The top of this interval is defined by the appearance of Aquilapollenites tn'alatus. Rare, sporadic occurrences of dinocysts such as Cyclonephelium distinctum, Laciniadinium biconiculum and species of Chatangiella were recorded. 2430-3320~ Age., Zone. Environment. Palynomorphs, Late Cretaceous Santonian- Campanian P-M14 Marine The dinocysts become important in this section. The assemblage includes species such as Chatangiella ditissima, C. granulifera, Cyclonephelium distinctum, Laciniadinium biconiculum and Hystrichosphaeridinium difficile. 38 3320-3620' Age, Environment, Palynomorphs. Discussion. Late CretaCeous Undifferentiated Marine This section is poorly fossiliferous. Only sporadic occurrences of a few species seen in the above interval were recovered in this interval. The absence of any definitive species leaves this Late Cretaceous interval undifferentiated. The few species recorded provide no basis for an assignment of this interval as a continuation of the Santonian - Campanian above or to the Turonian - Coniacian below. 3620-3820' Age, Zone. Environment. Palynomorphs. Late Cretaceous Turonian - Coniacian P-M15 Marine This Turonian - Coniacian interval is marked by the dinocyst Isabelidinium globosum. 39 3820-5720' Age. Zones. Environment. Palynomorphs. Discussion. Early- Late Cretaceous Albian - Cenomanian P-M17 to P-M16 Marine The top of this interval is marked by the appearance of the dinocyst Pseudoceratiurn cf. P. dettmannae. None of the Middle - Late Albian marker species were recorded in the interval; however, some were recorded as sloughed specimens in the Neocomian section below. Based on the absence of marker species occurrences within the interval, no further palynologic subdivisions are possible. 5720-5920' Age. Zone. Environment. Palynomorphs, Discussion. Early Cretaceous Possible Barremian- Early Albian P-M18a? Marine This section is tentatively separated based on the increase in abundance of Oligosphaeridium complex and an increase in species diversity. The added appearance of Pseudoceratium nudum is problematical. This species normally characterizes Hauterivian age strata. Due to some of the poor dinocyst sequences in this well, their presence is disregarded at this time. If the occurrences are truly indigenous, perhaps a Hauterivian age assignment for this interval would be proper. 40 5920-6220' Affe. Zone, Environment. Palynomorphs, 6220-6720' Affe. ,Zone, Environment, Palynomorphs. Discussion. Early Cretaceous Hauterivian P-M19 Marine This section yielded a diverse dinocyst assemblage consisting of species such as Cyclonephelium distinctum, lmbatodinium pelIiferum, Oligosphaeridium complex, O. complex (thick-wall), Dimidiadinium uncinamm and Pseudoceratium nudum. Early Cretaceous Probable Valanginian Probable P-M20 Marine to Marginal Marine The top of this interval is weakly marked by the dinocyst Pareodinia ceratophora. The zonal marker Gochteodinia villosa was only seen as caved specimens in the Oxfordian interval below. Most of the dinocyst occurrences are due to the presence of sloughed specimens from up-hole. 41 6720-7540' Zone. Environment. Palynomorphs. Discussion, Late Jurassic Oxfordian P-M22 Marine The age diagnostic dinocysts included the following species: Endoscdnium galeritum, Gonyaulacysta cladophora, G. jurassica and Nannoceratopsis pellucida. The e-log correlations indicate that the top of the Late Jurassic should be at about 6510 feet. The "tops" of the Jurassic palynomorphs may be depressed similar to many of the Cretaceous forms. This well shows much evidence of caving. i 7540-8260' Age. Zones. Environment. Palynomorphs. Discussion. Early- Middle.Jurassic- Undifferentiated P-M24? to P-M23 Marine The important dinocyst species include JRD-5, Nannoceratopsis gracilis and Parvocysta cracens. The decrease in dinocysts below about 8000 feet indicates that possibly the P-M24 zone is present below that depth. 42 ,8260-8980' AlEe. Zones. Environment. Palynomorphs. Discussion. Triassic Undifferentiated P-T16 to P-T15 Nonmarine This Triassic interval is characterized by a spore-pollen assemblage. The assemblage includes consistent occurrences of Taeniaes£odtes, and the presence of Dulhuntyis£ora, Gnetaceaepollenites and Stdatites. Probably all of the dinocyst species have been derived from up-hole. .8980-9250' .Zone. .Environment. Palynomorphs. Discussion. Probable Early Triassic Probable P-T17 Nonmarine This interval is poorly identified. There is a slight diversity increase in the terrestrial assemblage. Most of the forms, however, occur through the above interval. The terrestrial assemblage seen in this interval probably represents forms from the Kavik Fm. 43 i 9250-9340' Affe. Zone. Permian Undifferentiated P-T18 Environment. Nonmarine Palynomorphs, This section is marked by the pollen Vittatina. 9340-10,192'C Age. Environment. Indeterminate Indeterminate Palynomorphs. Discussion. All forms are believed to be derived from up-hole. The palynologic preparations have evidence for argillite beginning at 9880 feet. 44 l i- CONCLUSION ,S. Palynological analysis of the UNOCAL Kookpuk No. 1 well provides the following generalized palynostratigraphic succession: · Tertiary nonmarine? strata extends from the top sample at 90 feet down to 4507 feet. Late Cretaceous strata occur from 450? feet to at least 3820 feet. The marine palynomorphs become significant and numerous below 2000 feet. Mid-Cretaceous strata of Albian - Cenomanian age are designated between 3820 feet and 5720 feet. Early Cretaceous strata are identified between 5720 feet and 6720 feet. These strata are subdivided into intervals that range from Valanginian to Early Albian ages. Some of the ages are qualified with a "probable" designation. Late Jurassic, Oxfordian age, strata are designated between 6720 feet and 7540 feet. Undifferentiated Early- Middle Jurassic age strata occur from 7540 feet to 8260 feet. Triassic age strata occur from 8260 feet to 9250 feet. The nonmarine components become dominant starting in the Triassic section. The last age-assignable interval consists of Permian strata occurring between 9250 feet and 9340 feet. It is' our understanding that authority of wellsite cleanup is now'in the jurisdiction of the Division of Oil and Gas. In particular we understand the Division of Oil and Gas is concerned with wellsite surface cleanup of equipment, debris and gravel pits, if any. We presume that access roads to a wellsite on State lands remain-in the jurisdiction of the Division 'of Lands. We would appreciate a definitive outline of the State agencies involved in final approval of wellsite cieanup and from which agency this approval wil-1 come from. In the event there is a division of responsibility between the wellsite and surrounding wellsite lease lands we would like to know what aerial extent is considered wellsite. The reason for these questions is the recent inquiry concerning cleanup of our Kookpuk #1 wellsite by the Division of Oil and Gas. Our original position has not changed inasmuch as we believed Kookpuk #1 to be properly abandoned and the wellsite cleaned as of March 16, 1967. However, based upon the State's inqui.ries we had Mr. Bud Helmricks make a thorough inspection of the site. Photographs were taken of the site and surrounding lands that disclosed definite debries and pieces of equipment related to our drilling operation. Such photographs also disclosed debris and pieces of equipment defJnJte!v beloneJng to seismic operations. The Department of Fish and Game requests that the following wildlife stipulations be incorporated: (1) Prior to drilling, the operator must construct a sump of sufficient size to contain all waste well fluids. (2) Prior to drilling, the operator must construct a low dike around the drilling area to contain any spills that might occur. (3) Upon completion or abandonment of the well the sump must be filled in. We would like to receive from Union Oil Company a description of the road they intend to construct to the drilling location.
