Reference: Issuance of Permanent Closure Approval for Inactive Reserve Pits located at Delta State gl, LittleTwi~"# 1, W Sak 13, W Sak 24 and KRU Drill sites lA, 2A, 2B,'2H,. 2U, 2W, 3A, and 3F on the North Slope , , Dear Ms. Pekich: The Alaska Department of Environmental Conservation (ADEC) has completed review and public notice for twelve inactive reserve pit closure applications and requests for 'permanent closure approval. As required, the closure applications described the history of the reserve pit(s), the present condition of the reserve pits(s), results of any required water sampling and an assessment of the potential risks posed by the drilling waste to human health and the environment. The risk assessments .document that trace amounts of residual hydrocarbon sheen may remain in the Kuparuk River Unit sites. All drilling waste has been excavated from these sites; the Department does not consider this residual sheen a risk. ADEC has determined that the reserve pits do not present a material or probable risk to the public health or the environment. ADEC has coordinated review of the closure plans with the appropriate land owners/managers. Public notice requesting comments on the closure requests was published Febmary 21 and 22, 2002 in the Anchorage Daily News and posted on the state web site February 21, 2002. The Department received one public comment, which objected to closure approval for the drilling waste reserve pit at KRU A-1. The objection was about one water sample collected from a tundra pool adjacent to the drilling pad, which exceeded the water quality standard for lead. ADEC inspected the site, all drilling waste has been excavated, and the source of contaminants has been removed. ADEC has determined that the reserve pits at KRU A-I and the other sites meet the closure requirements of 18 AAC 60.440. Bush Subject: Mud and Cuttings Analysis Little Twist Unit No. 1 Well Artic North Slope Area Alaska Gentlemen: _ A mud'and cuttings analysis unit was on location at the above well site during drilllng operations between the depths of 0.0 to 36Z5.0 feet. The mud was cont/nuously monitored for the presence of hydrocarbons; in addition to a standard "Hot-Wire" gas detector, a programmed hydro- carbon detector was utilized for this purpose. Using standard logging procedures, our personnel checked the cuttings at regular intervals for the presence of hydrocarbons and lithology. The results of these operations are shown on the accompanying Grapholog along with other pertinent infor- mation, such as a rate of penetration curve, bit record, lith°logical des- criptions and descriptions of shows encountered. After reviewing the Grapholog, we feel that it is self explanatory. however, there is any matter about which you desire further information or clarification, please notify us and we shall be most happy to discuss the matter with you.
