Development drilling and production from this offshore structure will be carried out from permanent platforms. A number of wells will be drilled from each platform. The location of early wells drilled on the structure must be chosen to coincide with optimum platform spacing, as the only alternatives are the drilling of "expendable" wells or construction of extra platforms. Both alternatives are prohibitively expensive, so that the location of early wells must coincide with optimum platform locations. This factor was of primary importance in the choice of location for the Middle Ground Shoal No.3 well. It is planned to install a permanent platform at this location, extend- ing the subsea well for completion on the platform. Reference is to our letter of April 17, 1964, File: AEP-330-WF, applying to drill Middle Ground Shoal No. 3 well in the SW SE Sec. 19, T9N, R12W, S.M. You advised in a telephone conver- sation April 20, 1964, with our Mr. Clarke, that this location does not meet spacing requirements for a gas well. You pointed out that the proposed location is only 660 feet north of the south boundary of the section, whereas the Oil and Gas Conservation Regulations require that it be 1500 feet from any boundary of a one section gas well spacing unit. You mentioned that the purpose of the telephone call was to point out these requirements as you felt we would probably be wanting to complete this well as a gas well, or at least be in a location approved for a gas well completion.
